Modi's AI Spectacle: Chaos and Deception in New Delhi

The India AI Impact Summit 2026, held at Bharat Mandapam in New Delhi, has been marred by chaos, confusion and deception. The events on the ground have produced unintended media headlines for India's Prime Minister Narendra Modi who wants to be seen as the "vishwaguru" (teacher of the world) in the field of artificial intelligence as well. First, there was massive chaos on the opening day, with long lines and sudden unannounced evacuation of exhibitors and attendees from the show floor for several hours. This, the Indian government said, was done for "VIP" security, a euphemism for Mr. Modi's "photo op" as he walked the venue halls alone for the benefit of the cameras for self-promotion. Mr. Modi then declared that "India is not just a part of the AI revolution, but is leading and shaping it". To support such claims, an Indian University presented a "robodog" bought from China as its "innovation", a blatant lie that was immediately caught by people on the social media, leading to the expulsion of the institution from the show. 

5-Layer AI Stack


Let's examine Mr. Modi's claim to be "leading and shaping" the AI revolution. The artificial intelligence technology is a 5-layer stack, consisting of energy, AI chips, infrastructure, AI models and applications. Only two nations, the United States and China, have their own full 5-layer stacks. It's hard to see India as leading in any one of these layers. 

Currently, the AI space is dominated by China, the US and a handful of hyperscalers like Amazon, Google, Microsoft, etc. Any country wanting to jump on the AI bandwagon has to choose between the American and Chinese giants. Bloomberg put it best as follows:

"This, fundamentally, is a matter of sovereignty: Whether a nation’s AI systems can be independent of foreign authority. That danger was showcased in 2024, when members of Australia’s UniSuper pension fund had access to their accounts cut off due to a Google cloud misconfiguration. In October, Amazon.com Inc.’s cloud services — the world’s largest — also suffered a major shutdown, damaging its reputation". 

Strict security restrictions at the Indian AI summit caused significant limitations on carrying personal items, including laptops and other electronic devices.  In spite of such "strict security", some participants reported their exhibits and personal items stolen at the event. The fact that only cash was accepted for food and other services at the venue for the AI Summit makes a mockery of the Modi government's hype about India's digital public infrastructure (DPI).

There is a significant presence of Americans at the AI Summit in New Delhi. Major "hyperscalers" like Anthropic, Google and OpenAI and Microsoft executives are all attending. The American agenda at the conference was put very succinctly by Sriram Krishnan, Senior White House Policy Advisor on Artificial Intelligence, who said, "...We want to make sure that the world uses the American AI stack...We also want the world to use our AI model...We want all our allies, including India, to leverage our AI infrastructure."

Major US technology firms have announced plans to build large multi-gigawatt AI data centers in India that make enormous demands on energy and water for powering and cooling the energy-hungry beasts. They are facing strong resistance in US cities and towns because of concerns that they will divert precious water and power, increase the rates they have to pay and cause pollution. India appears to be welcoming them for the investment they bring, in spite of significant health and safety concerns. But the Americans will not guarantee "data sovereignty" to the Indian government for Indian consumers' data stored in these data centers. 

President Donald Trump has recently scrapped greenhouse gas emission regulations to enable the use of fossil fuels to power AI data centers in the United States. But the local opposition by cities and towns continues to gather steam.

Agriculture: A Rare Bright Spot in Pakistan's Economy

Pakistan's agriculture sector grew 6.3% in 2023-24, far outpacing the overall economy that grew just 2.38%, according to the Economic Survey of Pakistan 2023-24.  This is good news for about 40% of the country's population working in the agriculture sector. By contrast, India's agriculture growth slowed to 1.2% in recent quarters. Studies have shown that strong growth in agriculture helps reduce poverty in developing nations like India and Pakistan.

The agriculture growth in Pakistan was the highest in 19 years. All major crops saw significant increases. Wheat output jumped 11.6% from 28.2 million tons last year to 31.4 million tons this year, the economic survey said. Cotton, severely damaged by floods and rains last year, reached 10.2 million bales compared to 4.9 million bales last year, growing by 108.2%. Rice output also saw a significant increase — up by 34.8% — reaching 9.9 million tons compared to 7.3 million tons. 

Strong crop output is in part the result of higher yields from increased water and fertilizer availability to farmers, according to the economic survey. 

The survey said the water availability during Kharif 2023 increased to 61.9 million acre-feet (MAF) from 43.3 MAF in Kharif 2022 (when the floods hit). For Rabi 2023-24, the water availability was 30.6 MAF, showing an increase of 4.1% over Rabi 2022-23.

Domestic fertilizer production during FY24 (July-March) rose by 17.3% to 3.25 million tons compared to 2.77 million tons in the same period of FY23. Fertilizer imports also increased by 23.7%, reaching 524,000 ton­s. The availability of fertilizer increased by 18.1% to 3.77 million tons.

The value of Pakistan’s rice exports soared to $3.6 billion over the last 11 months, up from $2 billion in July to May 2022-23. Its previous record for was 4.8 million metric tons of rice exports, valued at about $2.5 billion in 2021-22, according to the Financial Times

Pakistan is among the world's largest food producing countries. It produces large and growing quantities of cereals, meat, milk, fruits and vegetables. Currently, Pakistan produces about 38 million tons of cereals (mainly wheat, rice and corn), 17 million tons of fruits and vegetables, 70 million tons of sugarcane, 60 million tons of milk and 4.5 million tons of meat.  Total value of the nation's agricultural output exceeds $70 billion.  Improving agriculture inputs and modernizing value chains can help the farm sector become much more productive to serve both domestic and export markets.  

Agriculture is considered a key tool for reducing poverty in developing countries like Pakistan. It employs almost half of the rural workforce, contributes around 20% to the country's GDP, and provides raw materials for agro-based industries, according to a study by Yaping Liu, Asad Amin, Samma Faiz Rasool, and Qamar Uz Zaman.  However, some studies suggest that agriculture may only help mitigate rural poverty in the long term, while other sources say that sustainable agriculture practices can significantly improve agricultural production and reduce poverty.

Development Boom in Thar Brings Hope For Pakistan's Least Developed Region

New roads, an airport and a water reservoir in Tharparkar are opening up Pakistan's least developed region. Jobs are being created, drought-resistant nutritious trees and crops being planted and fish farms being established for the benefit of the the people of Thar. New water pond is attracting migratory birds that feed on fish.

Underground Water: 

Fortunately for the people of Thar, Sindh Engro Coal Mining Company has discovered significant amount of underground water, the most precious commodity in drought-hit Tharparkar region of Pakistan.  Syed Abul Fazal Rizvi, Chief Executive Officer (CEO) of SECMC and Thar Foundation was quoted by Business Recorder as saying, “While carrying out hydrogeological studies for Thar coal project, we found out abundant water reserves of groundwater at the depth of 450 plus feet in the whole of the desert region." The available water in Thar has the potential to irrigate thousands of acres of land by applying modern watering methods such as drip and sprinkler systems, he added. 

Rizvi said in collaboration with Pakistan Agriculture Research Council (PARC) and Institute of Sustainable Halophyte Utilization of Karachi University, Thar Foundation has produced commercially viable amounts of Apple Ber, guava, dates, Rhodes Grass (for livestock feed), Castor (cooking) Oil, Cluster Bean (guar), and vegetables. Utilizing the underground saline water, the foundation has piloted a 40-acre plot of land to grow fruits, vegetables, and local grass species and established Sindh’s largest private sector nursery which nurtures 500,000 saplings at a time. It has also set up a 68-acre Green Park which has grown local species of trees that comprises Neem, Babur, Roheero, Kandi, Moringa, and other species.

Gorano Pond has begun to attract a lot of migratory birds that feed on fish. Some species, the report said, have even started nesting on the partly submerged tree tops, according to the Turkish Andolu News Agency

Moringa Trees Fight Malnutrition:

Aga Khan University and Sindh Agriculture University are jointly promoting Moringa tree planting in Pakistan's Thar desert to fight malnutrition, according to multiple media reports. Moringa has gained popularity as superfood in the West in recent years. People of drought-stricken Tharparkar have been suffering from malnutrition and disease in the middle of a long-running drought in the region. Sindh Agriculture University, Tando Jam, and the Aga Khan University will plant 40,000 moringa tree seedlings in Matiari, a rural district in central Sindh, in an effort to improve the health of malnourished mothers, children and adolescents in the area. The moringa tree plantation campaign has been funded by the Prince Sadruddin Aga Khan Fund for the Environment, a $10 million fund dedicated to practical solutions to environmental problems.  

Moringa tree packs 92 essential nutrients, 46 antioxidants, 36 anti-inflammatories and 18 amino acids which help your body heal and build muscle. Native to South Asia, the hardy and drought-resistant Moringa tree can contribute to everything from better vision and stronger immune system to healthier bones and skin. Moringa has 25 times more iron than spinach, 17 times more calcium than milk, 15 times more potassium than bananas and nine times more protein than yoghurt,  according to Dr. Shahzad Basra of the University of Agriculture in Faisalabad, Pakistan. “It also has seven times more vitamin C compared to oranges, over 10 times more vitamin A compared to carrots and three times more vitamin E compared to almonds", he added. No wonder the powder made from Moringa leaves is sold as superfood in the West. Global market for Moringa products is estimated at $5 billion and growing at 8% CAGR. 

Fish Production For Protein:

Dewatering operation of the deep aquifers underneath the coal deposits has discovered large amounts of water which has been removed and pumped into a lake called Gorano Pond. This has opened up  organic fish farming in the region. 


Gorano is 35 KMs south of the Islamkot Taulka where an artificial reservoir of 1500 Acres was established, according to Business Recorder.  Dewatering started in April 2017 from SECMC coal mine and so far, 600 Acres of the reservoir have been filled with water. More than 100,000 fish-seedlings (3-4inches in size) were initially released and within 8-9 months with full grown fish reaching more than 1Kg in weight only on natural feed (Zooplanktons, Phytoplanktons, Algae and other marine insects available in Pond) and were declared fit for consumption by an external laboratory.

Jobs For Locals:

Sindh Engro Coal Mining Company (SECMC), the largest contractor working in Thar desert coal project, has committed itself to hiring locals wherever possible.

When SECMC launched its Female Dump Truck Driver Program near the town of Islamkot in Thar,  Kiran Sadhwani, a female engineer, visited several villages to motivate women to apply for the job and empower themselves, according to Express Tribune newspaper. “Not all women who are working as dumper drivers are poor or in dire need of money. It is just that they want to work and earn a living for themselves and improve the lives of their families,” she told the paper. SEMC is hiring 30 women truck drivers for its Thar projects, according to Dawn newspaper.

Private Sector's Role in Thar:

Most of the social sector improvement effort in Tharparkar is part of what is known as "Corporate Social Responsibility" (CSR). It is led by Sindh Engro Coal Mining Co (SECMC), and the Thar Foundation, funded by SECMC. SECMC is joint venture of Engro Corporation (Dawood Group) and Sindh government.  The Thar Foundation is a special department under SECMC that serves as the CSR office of the Thar project, and handles all the CSR work in the entire Thar area on behalf of all the funding parties. Also helping out are Prince Sadruddin Aga Khan Fund & several universities in Sindh, including Karachi University, Aga Khan University and Tando Jam Agriculture University.

Drought-Stricken Pakistan Receives Heaviest Snowfall in 48 Years

Pakistan is seeing an unusually wet winter this year after a very long drought. The country's northern areas received up to 1.8 and 2.1 m (6 and 7 feet) snowfall in January and the first week of February 2019, the heaviest in 48 years. Other parts of the country have seen torrential rains and flooding that required launching of relief efforts by Pakistani military and national and provincial disaster management agencies.

Abdul Wali Yousafzai, a senior officer in Khyber Pakhtunkhwa irrigation department told Anadolu Agency that the "snowfall and rain will not only help to raise our water table but also be beneficial for our forests that had been affected by drought".  Prime Minister Imran Khan also welcomed it as "a blessing from God".  "The rainfall will raise the water table while the snow will melt into our river. It's a blessing from God," he said.

Unusually wet weather in arid Balochistan has caused deaths, injuries, property losses and displacement of people. At least 13 people are dead and dozens have been injured in the province. In addition, 1,970 houses having collapsed, 565 buildings partially damaged and 227 shops destroyed, according to Balochistan Disaster Management Agency.

Lack of rain and snow has caused recurring droughts in Pakistan since 2000 hitting hard the local population in many parts of Pakistan, Islamic Relief NGO reported February 11. The situation since 2013 has been particularly alarming due to 74% decrease in rainfall impacting hard on water management, agriculture, livestock, health, food security and livelihoods. It is in this context that the heavy snow and rains are being welcomed in the country. This offers at least temporary relief in a drought-stricken land.

The big picture is that Pakistan remains beset by a severe water crisis that could pose an existential threat if nothing is done to deal with it.  The total per capita water availability is about 900 cubic meters per person, putting the country in the water-stressed category. Agriculture sector uses about 95% of the available water. There are significant opportunities to achieve greater efficiency by using drip irrigation systems being introduced in Punjab. The New Water Policy of 2018 is a good start but it requires continued attention with greater investments and focus to deal with all aspects of the crisis.

Pakistan Tops South Asia in Agriculture Value Addition

While Pakistan has lagged in South Asia region in manufacturing value addition, the country enjoys a significant lead in agriculture value addition over Bangladesh and India.  Livestock revolution and increasing farm mechanization have enabled Pakistan to significantly raise agriculture productivity and rural incomes since 1980s. There is rising tractor ownership and growing economic activity in dairy, meat and poultry sectors now accounts for just over 50% of the nation's total agricultural output. The result is that per capita value added to agriculture in Pakistan is almost twice as much as that in Bangladesh and India. However, Pakistan still gets less crop per drop than India which means there is significant opportunity for water saving.

Agriculture Value Addition:

As of 2014, the agriculture value addition in Pakistan is estimated at $1,050 per worker, significantly higher than $700 per worker in India and $600 per person in Bangladesh., according to the World Bank data as reported by Dr. Krishna Pradad Pant in Agriculture Investment in his paper titled "South Asia:trends, opportunities and challenges".

Adding value is the process of changing or transforming a product from its original state to a more valuable state, according to Professor Mike Boland of Kansas State University. The professor explains how it applies to agriculture as follows:

"Many raw commodities have intrinsic value in their original state. For example, field corn grown, harvested and stored on a farm and then fed to livestock on that farm has value. In fact, value usually is added by feeding it to an animal, which transforms the corn into animal protein or meat. The value of a changed product is added value, such as processing wheat into flour. It is important to identify the value-added activities that will support the necessary investment in research, processing and marketing. The application of biotechnology, the engineering of food from raw products to the consumers and the restructuring of the distribution system to and from the producer all provide opportunities for adding value."

Tractor Ownership:

Agriculture mechanization is measured in terms of tractor ownership in horsepower per hectare of cultivated land. It has grown in Pakistan from 1.02 hp per hectare in 1992 to 1.5 hp/ha in 2015,  according to a paper titled "In Pakistan, Agriculture Mechanization Status" by Muhammad Aamir Iqbal. It is still significantly lower than India's 2.50, China's 3.88 and Japan's 7.0.      

Pakistan's tractor market is growing. In 2017, over 60,000 tractors were sold. Production capacity stands at 70,000 units per annum and models range from 55 to 85hp, according to a report in Pakistan's Dawn newspaper.  Since the launch of the indigenization program initiated in the eighties by the Pakistan Tractor Corporation, the industry has achieved 95% localization in terms of production.

Crop Per Drop:

Data on irrigation efficiency in Pakistan highlights significant opportunities for saving water.

In an average rainfall year, the water productivity for wheat in Pakistan (0.76 kg/m3) is 24% less than the global average (~1.0 kg/m3), according to Water Watch . During the drought of 2001- 02, water productivities were at the same level as the global average. Hence, drought results in a more efficient utilization of water resources by wheat crops grown in the rabi (the dry winter season).

Water Watch found that rice yield in Pakistani Punjab is on-average 24% higher than in Sindh. The water productivity of rice (0.45 kg/m3) is 55% below the average value for rice in Asia (~1.0 kg.m3). Contrary to wheat, the water productivity of rice decreased during the 2001 drought, because rice is sensitive to water stress and to salinity that is intensified through increased groundwater withdrawals.

Pakistan lags India in water productivity. Crop yields show distinct North-South and East-West variations: wheat yields in the Indian Punjab average 29% higher than in the Pakistani Punjab to the west, and wheat yields in the Pakistani Punjab are 33% higher than in the Pakistani Sindh to the south. These spatial patterns of wheat yield are similar for 1984-85 and 2001- 02. Because crop evapotranspiration in the Pakistani Punjab and Indian Punjab are similar, the difference in crop yields between these two regions is also responsible for the difference in water productivity values. This important conclusion implies that increased water productivity can only be achieved by increased crop yields. Experiments of the Pakistan Agricultural Research Council across the country (n=41) have indicated that the overall yield of wheat can be increased by 54%, provided that inputs are optimal. Improved management of water quality (groundwater and canal water) and evacuation of drainage water are important components for improving agricultural production. Seed quality, fertilizers, and pesticide control should also be improved. 

Summary:

Pakistan Water Crisis: Facts and Myths

Pakistan is believed to be in the midst of a water crisis that is said to pose an existential threat to the country. These assertions raise a whole series of questions on the source of the crisis and possible solutions to deal with it. The New Water Policy adopted in April 2018 is a good start but it needs a lot more focus and continuing investments.

Questions on Water Crisis: 

How severe is Pakistan's water crisis? Is India contributing to this crisis? How many million acre feet (MAF) of water flows in Pakistan? What are its sources? Glaciers? Rain? Groundwater? How much of it is stored in dams and other reservoirs? What is the trend of per capita water availability in Pakistan? What sectors are the biggest consumers of water in Pakistan? Why does agriculture consume over 95% of all available water? How can Pakistan produce "more crop per drop"? What are Pakistan's options in dealing with the water crisis? Build more dams? Recharge groundwater? Use improved irrigation techniques like sprinklers and drip irrigation? Would metering water at the consumers and charging based on actual use create incentives to be more efficient in water use?

Water Availability: 

Pakistan receives an average of 145 million acre feet (MAF) of water a year, according to the Indus River System Authority (IRSA) report. Water availability at various canal headworks is about 95 million acre feet (MAF).  About 50%-90% comes from the glacial melt while the rest comes from monsoon rains.  Additional 50 MAF of groundwater is extracted annually via tube wells.

The total per capita water availability is about 900 cubic meters per person, putting Pakistan in the water-stressed category.

India Factor: 

What is the impact of India's actions on water flow in Pakistan? Under the Indus Basin Water Treaty, India has the exclusive use of the water from two eastern rivers: Ravi and Sutlej. Pakistan has the right to use all of the water from the three western rivers: Chenab, Jhelum and Indus. However, India can build run of the river hydroelectric power plants with minimal water storage to generate electricity.

Currently, India is not using all of the water from the two eastern rivers. About 4.6 million acre feet (MAF) of water flows into Pakistan via Ravi and Sutlej. Water flow in Pakistan will be reduced if India decides to divert more water from Ravi and Sutlej for its own use.

Secondly, India can store water needed for run-of-the-river hydroelectric plants on the western rivers. When new hydroelectric projects are built on these rivers in India, Pakistan suffers from reduced water flows during the periods when these reservoirs are filled by India. This happened when Baglihar dam was filled by India as reported by Harvard Professor John Briscoe who was assigned by the World Bank to work on IWT compliance by both India and Pakistan.

Pakistan is also likely to suffer when India ensures its hydroelectric reservoirs are filled in periods of low water flow in the three western rivers.

Water Storage Capacity: 

Pakistan's water storage capacity in its various dams and lakes is about 15 million acre feet (MAF), about 10% of all water flow. It's just enough water to cover a little over a month  of water needed. There are several new dams in the works which will double Pakistan's water storage capacity when completed in the future.

Since 1970s, the only significant expansion in water storage capacity occurred on former President Musharraf's watch when Mangla Dam was raised 30 feet to increase its capacity by nearly 3 million acre feet (MAF). Musharraf increased water projects budget to Rs. 70 billion which was reduced to Rs. 51 billion by PPP government and further decreased to Rs. 36 billion by PMLN government.  It was only the very last PMLN budget passed by Shahid Khaqan Abbasi's outgoing government that increased water development allocation to Rs. 65 billion, a far cry from Rs. 70 billion during Musharraf years given the dramatic drop in the value of the Pakistani rupee.

Water Consumption: 

Domestic, business and industrial consumers use about 5 million acre feet while the rest is consumed by the agriculture sector to grow food. Just 5% improvement in irrigation efficiency can save Pakistan about 7.5 million acre feet , the same as the current storage capacity of the country's largest Tarbela dam.

Given the vast amount of water used to grow crops, there is a significant opportunity to save water and increase yields by  modernizing the farm sector.

National Water Policy:

Pakistan's Common Council of Interests (CCI) with the prime minister and the provincial chief ministers recently adopted a National Water Policy (NWP) in April 2018. It is designed to deal with “the looming shortage of water” which poses “a grave threat to (the country’s) food, energy and water security” and constitutes “an existential threat…”as well as “the commitment and intent” of the federal and provincial governments to make efforts “ to avert the water crisis”.

The NWP supports significant increases in the public sector investment for the water sector by the Federal Government from 3.7% of the development budget in 2017-18 to at least 10% in 2018-19 and 20% by 2030; the establishment of an apex body to approve legislation, policies and strategies for water resource development and management, supported by a multi- sectoral Steering Committee of officials at the working level; and the creation of a Groundwater Authority in Islamabad and provincial water authorities in each of the provinces.

More Crop Per Drop:

"More crop per drop" program will focus on improving water use efficiency by promoting drip and sprinkler irrigation in agriculture.

The Punjab government started this effort with the World Bank with $250 million investment.  The World Bank is now providing additional $130 million financing for the Punjab Irrigated Agriculture Productivity Improvement Program Phase-I.

The project is the Punjab Government's initiative called High-Efficiency Irrigation Systems (HEIS) to more than doubles the efficiency of water use. Under the project, drip irrigation systems have been installed on about 26,000 acres, and 5,000 laser leveling units have been provided. The additional financing will ensure completion of 120,000 acres with ponds in saline areas and for rainwater harvesting, and filtration systems for drinking water where possible, according to the World Bank.

Groundwater Depletion: 

 Pakistan, India, and the United States are responsible for two-thirds of the groundwater use globally,  according to a report by University College London researcher Carole Dalin.  Nearly half of this groundwater is used to grow wheat and rice crops for domestic consumption and exports.  This puts Pakistan among the world's largest exporters of its rapidly depleting groundwater.

Pakistan Council of Research in Water Resources is working with  United States' National Air and Space Administration (NASA) to monitor groundwater resources in the country.

NASA's water stress maps shows extreme water stress across most of Pakistan and northern, western and southern parts of India.

The US space agency uses Gravity Recovery and Climate Experiment (GRACE) to measure earth's groundwater. GRACE’s pair of identical satellites, launched in 2002, map tiny variations in Earth's gravity. Since water has mass, it affects these measurements. Therefore, GRACE data can help scientists monitor where the water is and how it changes over time, according to NASA.

Aquifer Recharge:

Building large dams is only part of the solution to water stress in Pakistan. The other, more important part, is building structures to trap rain water for recharging aquifers across the country.

Pakistan's highly water stressed Punjab province is beginning recognize the need for replacing groundwater. Punjab Government is currently in the process of planning a project to recharge aquifers for groundwater management in the Province by developing the economical and sustainable technology and to recharge aquifer naturally and artificially at the available site across the Punjab. It has allocated Rs. 582.249 million to execute this project over four years.

Summary:

Pakistan is in the midst of a severe water crisis that could pose an existential threat if nothing is done to deal with it.  The total per capita water availability is about 900 cubic meters per person, putting the country in the water-stressed category. Agriculture sector uses about 95% of the available water. There are significant opportunities to achieve greater efficiency by using drop irrigation systems being introduced in Punjab. The New Water Policy is a good start but it requires continued attention with greater investments and focus to deal with all aspects of the crisis.

Pakistan to Build Massive Dams for Abundant Water and Power

China and Pakistan have agreed to finance and build two mega dams in Gilgit-Baltistan region of Pakistan. A memorandum of understanding (MoU) for this development was signed by the leaders of the two countries on the sidelines of the Belt and Road Initiative (BRI) summit in Beijing.

The two dams, called Bunji and Diamer-Bhasha projects, will have the capacity to generate 7,100MW and 4,500MW of electricity respectively. China will provide $27 billion to fund the construction of the two dams, according to media reports.

Pakistan's Hydropower Potential: 

Pakistan has the potential to generate 59,000MW of hydropower, according to studies conducted by the nation's Water and Power Development Authority (WAPDA). Currently, it's generating only 6,600MW of hydroelectric power, about 11% of the estimated potential. Media reports indicate that China is prepared to finance and build another 40,000MW capacity as part of the development of the Northern Indus Cascade region which begins in Skardu in Gilgit-Baltistan and runs through to Tarbela, the site of Pakistan’s biggest dam, in Khyber-Pakhtunkhwa province.

Diamer-Bhasha Water Storage:

Diamer-Bhasha project is located on Indus River, about 200 miles upstream from the existing Tarbela Dam, 100 miles downstream from the Northern Area capital Gilgit in Gilgit-Baltistan region.  It will generate 4,500 MW of electricity and its reservoir will hold so much water that it could have averted recent devastating floods that affected large parts of Pakistan. It would also provide enough electricity to end  Pakistan's crippling shortages, according to a report in the Guardian newspaper.  The Diamer-Bhasha reservoir would be 50 miles long, holding 8.5 MAF (million acre feet) of water.

Response to Climate Change:

Pakistan has made only a small contribution to climate change through carbon emissions.  And yet, it counts among the dozen or so nations considered most vulnerable to its damaging effects. These include rising temperatures, recurring cycles of floods and droughts and resulting disruption in food production.

One of the ways Pakistan can help reduce carbon emissions is by realizing its full hydroelectric potential by building more dams. The development of the Northern Indus Cascade region to generate 40,000MW of hydropower is a significant part of this effort.

Prerequisite for Economic Development: 

Availability of abundant and cheap electricity has historically preceded rapid economic development in America, Europe and East Asia. Pakistan has an opportunity to meet this prerequisite by generating large amounts of clean renewable hydropower to meet its hunger for energy required for rapid economic growth in all sectors of the economy ranging from agriculture to manufacturing and services.

Summary:

Pakistan is endowed with significant amount of water and power resources that can be harnessed to enable rapid economic growth in all sectors of its economy. It appears that the Chinese investment, as part of China-Pakistan Economic Corridor, is now putting this goal within reach. Tens of thousands of megawatts of added electricity and millions of acre feet of additional water will hopefully transform Pakistan's economy and bring prosperity to its people.

India's Plan to Divert Ganges & Brahmaputra Rivers Alarms Bangladesh

New Delhi is starting massive series of new projects to divert water from major rivers in the north and the east of the country to India's drought-stricken western and southern regions. This news has sounded alarm bells in the Bangladeshi capital of Dhaka, according to the UK's Guardian newspaper.

The $400 billion project involves rerouting water from major rivers including the Ganga and Brahmaputra and creating canals to link the Ken and Batwa rivers in central India and Damanganga-Pinjal in the west. Its target is to help drought-hit India farmers who are killing themselves at a rate on one every 30 minutes for at least two decades.




The Indo-Gangetic Plain, also known as Indus-Ganga and the North Indian River Plain, is a 255 million hectare (630 million acre) fertile plain encompassing most of northern and eastern India, the eastern parts of Pakistan, and virtually all of Bangladesh, according to a Wikipedia entry.

India and Pakistan have a formal internationally-brokered and monitored treaty called Indus Waters Treaty (IWT) signed in 1960 between Indian Prime minister Jawaharlal Nehru and Pakistan President Ayub Khan in Karachi.



The IWT allocated water from three eastern rivers of Ravi, Beas and Sutlej for exclusive use by India before they enter Pakistan, while the water from three western rivers of Jhelum, Chenab and Indus was allocated for exclusive use of Pakistan. The treaty essentially partitioned the rivers rather than sharing of their waters. The treaty also permits India to build run-of-the-river hydroelectric projects on the western rivers but it can not divert any water from them for its own use.

In the east, River Ganga upon reaching the Indian state of West Bengal splits into two main branches, the Hooghly which continues its course south into West Bengal and the Padma that flows into Bangladesh. Similarly, the Brahmaputra upon reaching Bangladesh splits into two main distributaries, the Jamuna and the Meghna. Both enter Bangladesh at different points.

At least 100 million Bangladeshis living downstream in Jamuna (Brahmaputra) and Padma (Ganga) river basins will be hit hard if India carries out the project as planned.

Alarmed by this development, Bangladesh’s minister of water, Nazrul Islam, has pleaded with the Indian government to take Bangladesh’s water needs into consideration, noting that 54 of 56 Indian rivers flowed through his country.

Bangladesh is already suffering from India's increasing withdrawal of Ganges water in recent years. India has built at least 26 water diversion projects upstream the Ganges which has led to crop failure and even desertification of certain areas in the lower riparian Bangladesh, according to Dhaka Tribune.

Unlike the internationally-brokered and monitored Indus Water Treaty (IWT) between Pakistan and India, there is no similar water-sharing treaty between Bangladesh and India. The 1996 Farakka treaty has done little to help Bangladesh.  It is dependent entirely on the good-will of the rulers in Delhi for its water life-line.

Will Modi respond positively to the pleas of his strong ally in Bangladesh's Shaikh Hasina to take its eastern neighbor's water needs into consideration? Will Modi assure Bangladesh by signing a binding water-sharing treaty along the lines of the Indus Waters Treaty? Unfortunately, the history suggests otherwise.

Pakistan's Karakoram Glaciers Growing or Shrinking?

A recent headline in Pakistan's Express Tribune newspaper declared: "Pakistan's glaciers melting faster than rest of the world". A few days later, I heard an ex-Met Department officer in Pakistan repeat the same alarm on a Geo TV show "Capital Talk" anchored by Hamid Mir. Are these people right?

Recognizing it's too important an issue to let go, I decided to look into the facts and data as reported in science journals. Quickly, I came upon "Karakoram Anomaly". I learned that it's a term used to describe the fact that, unlike other mountainous regions, the Karakoram glaciers which supply most of Pakistan's river water are growing rather than shrinking.

Pakistan is home to the most heavily glaciated area outside the polar regions of the Arctic and Antarctica. The massive glaciers of Baltoro and Biafo stretch for over 60 kilometers each in the Karakoram Mountains, according to Bina Saeed Khan who wrote on this subject in Pakistan's Dawn newspaper in 2013.  The area designated as the Central Karakoram National Park in Pakistan has 711 glaciers, which is double the number of glaciers in the Alps in Europe.


A research report published in the journal Nature Geoscience has recently reported that the ice in the Karakoram mountains is sustained by a unique and localized seasonal pattern that keeps the mountain range relatively cold and dry during the summer months.

Other Himalayan ranges and the Tibetan Plateau — where glaciers have increasingly receded as Earth's climate has warmed — receive most of their precipitation from heavy summer monsoons out of hot South and Southeast Asian nations such as India.

The Himalayas

The main precipitation season in the Karakoram in Pakistan, however, occurs during the winter and is influenced by cold winds coming from Central Asian countries such as Afghanistan to the west, while the main Himalayan range blocks the warmer air from the southeast throughout the year. The researchers determined that snowfall, which is critical to maintaining glacier mass, will remain stable and even increase in magnitude at elevations above 4,500 meters (14,764 feet) in the Karakoram through at least 2100. On the other hand, snowfall over much of the Himalayas and Tibet is projected to decline even as the Indian and Southeast Asian monsoons increase in intensity under climate change, according to Princeton News.

Understanding what will happen to the Karakoram glaciers in the next several centuries is an existential question for Pakistanis.  Pakistan needs to sustain and grow its fresh water resources to support a growing population. WAPDA (Water and Power Development Authority) has recently set up a Glacier Monitoring Research Centre in Islamabad, which intends to conduct mass balance studies of five major Upper Indus glaciers, as well as installing new high-altitude weather stations. The six-year project is funded by the World Bank.

Thar Drought: Precursor of Dust Bowl in Water-Stressed Pakistan?

Deaths of dozens of malnourished and sick children after a 3-year drought in Pakistan's Thar desert have finally got the media attention and forced politicians to take notice of the unfolding tragedy. Emergency aid is now being provided by the Pakistani military and the civil society. And promises are being made by the politicians to do more for the poor, mostly Hindu, residents of the affected region.


Dust Bowl: 

The Thar situation today reminds of what happened during America's Dust Bowl in the 1930s that lasted almost a decade. It forced millions of people in Arkansas, Kansas, Oklahoma, New Mexico, Nevada and Texas to migrate to other parts of the country, particularly California.  Drought caused windblown dust and devastation of agriculture in the region. Some believe with good reason that the Dust Bowl accentuated and extended the Great Depression for several more years than would have been the case otherwise.

Here's what John Steinbeck wrote about the Dust Bowl in his 1939 novel The Grapes of Wrath:

"And then the dispossessed were drawn west- from Kansas, Oklahoma, Texas, New Mexico; from Nevada and Arkansas, families, tribes, dusted out, tractored out. Car-loads, caravans, homeless and hungry; twenty thousand and fifty thousand and a hundred thousand and two hundred thousand. They streamed over the mountains, hungry and restless - restless as ants, scurrying to find work to do - to lift, to push, to pull, to pick, to cut - anything, any burden to bear, for food. The kids are hungry. We got no place to live. Like ants scurrying for work, for food, and most of all for land."

Like the residents of the American plains affected by the Dust Bowl in 1930s,  the people of Thar desert region rely on their crops and livestock for their livelihood. Since there is a very limited irrigation system in the area, they depend almost entirely on rains to grow their crops and raise cattle.

The area currently affected by drought is relatively small but it could expand rapidly and turn into a much bigger tragedy unless the government and the people wake up to it. In addition to providing immediate relief, there is a strong need for a longer term strategy to improve water storage and irrigation in the region.

It's not just Thar region. The problem that needs to be addressed is much bigger. Pakistan has increasingly been suffering from cycles of severe droughts followed by massive floods in the last few years. This recurring pattern of shortage and excess of water gives us a preview of the growing challenge of climate change. This situation calls for a comprehensive water management effort to deal with a potentially existential threat to Pakistan.



Flood-Drought Cycles:

Before the summer floods of 2010, the Indus had turned into a muddy puddle in parts of Sindh. Britain's Financial Times reported at the the time that "angry farmers marched through villages in Sindh demanding access to water. Those who can no longer turn a profit in the fields are increasingly resorting to banditry or migrating to urban shanties".

Earlier, there was a 2009 report by the Woodrow Wilson International Center saying that the melting Himalayan glaciers have exacerbated Pakistan’s shortages. And the World Bank warned that Pakistan could face a “terrifying” 30-40 per cent drop in river flows in 100 year’s time. Now large parts of Sindh are under water for the second year in a row, destroying lives and standing crops.

Growing Water Scarcity:



According to the United Nations' World Water Development Report, the total actual renewable water resources in Pakistan decreased from 2,961 cubic meters per capita in 2000 to 1,420 cubic meters in 2005. A more recent study indicates an available supply of water of little more than 1,000 cubic meters per person, which puts Pakistan in the category of a high stress country. Using data from the Pakistan's federal government's Planning and Development Division, the overall water availability has decreased from 1,299 cubic meters per capita in 1996-97 to 1,101 cubic meters in 2004-05. In view of growing population, urbanization and increased industrialization, the situation is likely to get worse. If the current trends continue, it could go as lows as 550-cubic meters by 2025. Nevertheless, excessive mining of groundwater goes on. Despite a lowering water table, the annual growth rate of electric tubewells has been 6.7% and for diesel tubewells about 7.4%. In addition, increasing pollution and saltwater intrusion threaten the country's water resources. About 36% of the groundwater is classified as highly saline.

So what can Pakistan do to manage these disastrous cycles of floods and droughts?

1. Build Dams and Dykes:



As the flood disasters took their toll , there were reports of USAID and ADB considering funding the $12 billion Bhasha Dam in Pakistan. The project is located on Indus River, about 200 miles upstream of the existing Tarbela Dam, 100 miles downstream from the Northern Area capital Gilgit in Gilgit-Baltistan region. The dam's reservoir would hold so much water that it could have averted last year's devastating floods. It would also provide enough electricity to end  Pakistan's crippling shortages, according to a report in the Guardian newspaper. The massive dam on the Indus river would provide 4,500MW of renewable energy, making up for a shortfall causing up to 12 hours of load shedding on daily basis across Pakistan. The reservoir would be 50 miles long, holding 8.5 MAF (million acre feet) of water.

In addition to large dams, there is also a need to build and maintain dykes and start other flood-control and overground and underground water storage projects and drill deep wells in areas like Thar, Badin and Thatta in Sindh.

2. Conserve Water:

Building Bhasha and several other proposed dams will help in dealing with water scarcity, but the growing population will continue put pressure on the vital resource.



Serious conservation steps need to be taken to improve the efficiency of water use in Pakistani agriculture which claims almost all of the available fresh water resources. A California study recently found that water use efficiency ranged from 60%-85% for surface irrigation to 70%-90% for sprinkler irrigation and 88%-90% for drip irrigation. Potential savings would be even higher if the technology switch were combined with more precise irrigation scheduling and a partial shift from lower-value, water-intensive crops to higher-value, more water-efficient crops. Rather than flood irrigation method currently used in Pakistani agriculture, there is a need to explore the use of drip or spray irrigation to make better use of nation's scarce water resources before it is too late. As a first step toward improving efficiency, Pakistan government launched in 2006 a US $1.3 billion drip irrigation program that could help reduce water waste over the next five years. Early results are encouraging. "We installed a model drip irrigation system here that was used to irrigate cotton and the experiment was highly successful. The cotton yield with drip irrigation ranged 1,520 kg to 1,680 kg per acre compared to 960 kg from the traditional flood irrigation method," according to Wajid Ishaq, a junior scientist at the Nuclear Institute for Agriculture and Biology(NIAB).





Beyond the government-funded experiments, there is a drip irrigation company called Micro Drip which is funded by the Acumen Fund. Micro Drip develops and provides products and services as poverty alleviation solutions to small farmers in Pakistan’s arid regions. It provides a complete drip irrigation system along with agricultural training and after-sales support to enable farmers to extract a higher yield from their land at a much lower cost of input.

So what is holding up Pakistan's progress on water management?

1. Lack of Funds:

Pakistani government revenues continue to be limited by slow economic growth and widespread culture of tax evasion. The biggest culprits are the ruling feudal politicians who oppose any attempt to levy taxes on their farm income. The limited resources the state does have are usually squandered on political patronage doled out to ruling politicians' supporters in the form of capricious grants, huge loans (defaulted with impunity), and plum jobs in bloated government and the money-losing state-owned enterprises. The result of this blatant abuse, waste and fraud is that the budget allocations for vital long-term investments in education, health care and infrastructure development projects are regularly slashed thereby shortchanging the future of the nation.

2. Corruption and Security Concerns:

The NY Times has reported that "Washington’s fears of Pakistani corruption and incompetence has slowed disbursal of the money". The story reinforces the widely-held view that even after the funding is arranged, the corrupt and incompetent politicians and their hand-picked civilian administrators make any development progress slow and difficult. Such problems are further exacerbated by significant security issues in parts of the country severely plagued by ongoing militancy.

Existential Threat:

It can be argued that the threat from climate change is bigger than the Taliban threat which gets all the coverage in Pakistan. Generations of military families have periodically fought FATA insurgencies. For example, Shuja Nawaz, the author of Crossed Swords says that his grandfather, his uncle and his cousin have all been deployed in Waziristan by the British and later Pakistani governments in the last century and a half. Pakistani military is quite capable of dealing with this threat to defeat the Taliban.

Climate change and the growing water scarcity pose a bigger long-term existential threat to Pakistan and the region. Water per capita is already down below 1000 cubic meters and declining. What Pakistan needs are major 1960s style investments for a second Green Revolution to avoid the specter of mass starvation and political upheaval it will bring.

Conclusion:

As to the current Thar crisis, corruption, incompetence and poor governance have characterized the Pakistan People's Party rule at the federal level and in Sind province for years. What is happening in Tharparkar now is symptomatic of it. The PPP voters in Sind, particularly in Tharparkar, are mostly poor haris many of whom are followers of powerful landowning feudal pirs who represent them in Sind assembly and in the national parliament. The voters never hold their representatives accountable for their total neglect of their areas. Instead, the powerful and ubiquitous media born on Musharraf's watch is doing it, as are the Supreme Court judges. I think it's a good development in Pakistan which will likely help the poor who have so far been helpless.  I hope that the media focus is not just on the current crisis in Thar at the provincial level but also on the larger national issues of water management, storage and irrigation infrastructure the country needs to avert a much bigger disaster in the future.
