Canada Gets Tough on Foreign Students Amid Mounting Tensions With India

The Canadian government has recently taken a series of steps to cut the number of international students studying in Canada. This is believed to be related to the extremely hostile Indian government response to Canadian allegations that the Indian officials ordered assassinations of Sikh activists in Canada. There are now new reports that Ottawa has asked Indian students to resubmit their documents for review. Earlier,  Canada made a decision to end the fast-track visa process, known as Student Direct Stream (SDS), for students coming from India, Pakistan and a few other developing countries. Meanwhile, US F-1 visas granted to Indian students fell 38% between January and September of 2024.

Sikh Activist Assassinations:

The United States and Canadian governments are alleging that Indian government agents plotted assassinations of Sikh dissidents on their soils. Their investigations paint a shocking picture of how recklessly Prime Minister Narendra Modi’s government operates.

Prime Minister Narendra Modi (L) and Home Minister Amit Shah

The criminal charges announced by Washington and Ottawa are backed by Australia, New Zealand and the United Kingdom, the remaining three countries that make up the 5-nation intelligence sharing alliance known as the Five Eyes. Revelations made by the US Justice Department and the Royal Canadian Mounted Police (RCMP) indicate that the authorization for Sikh assassinations came directly from the top Indian government officials, including Indian Prime Minister Narendra Modi's right-hand man Amit Shah. International criminal gang leader Lawrence Bishnoi is listed among the people tasked with carrying out the murders. These allegations are based on intelligence gathered from multiple communication intercepts among Indian government officials in New Delhi and Indian diplomats posted in Canada.

Canada's Student Direct Stream:

As of 2024, there are 427,000 Indian students studying in Canada, surpassing the 337,630 Indian students enrolled in the United States, according to media reports. The SDS was very popular in India, with nearly four in five Indian students applying for their Canadian study permit through the program.

Until recently, foreign students who applied for a Canadian study permit through the SDS saw a significant approval rate advantage over regular stream applicants in every emerging market.  In 2022, India was the biggest beneficiary of SDS with 78% of applicants approved,  followed by Pakistan 44%, Vietnam 22%, and China 7%.

Canada's decision to end SDS will hurt future student visa applicants from more than a dozen countries, including Pakistan.

Demand to Resubmit Documents:

Indian students in Canada are deeply concerned after receiving notices from Immigration, Refugees, and Citizenship Canada (IRCC) requesting the resubmission of critical documents, including study permits, visas, academic records, attendance, and part-time work details. Many of these students hold visas valid for up to two more years, causing fear.

International Student Visa Cap:

The Canadian government has also decided to reduce the number of student visas granted each year.  The international student visa cap for 2025 and 2026 is 437,000, which is a 10% reduction from the 2024 target of 485,000.  It has also increased the cost of living requirement for international students from C$10,000 to C$20,635 a year.

Indian F-1 Student Visas in US:

US F-1 visas granted to Indian students fell 38% between January and September of 2024. According to the US State Department,  64,008 F-1 visas were granted to Indian students, a significant drop from the 1,03,495 issued during the same period in 2023. This number is also reportedly lower than the 93,181 issued in 2022 and marginally higher than the 65,235 recorded in 2021, marking the lowest post-pandemic level, according to Indian media reports.

Canadian Sikh's Murder: How Long Will Modi Continue to Escape Accountability?

Canadian Prime Minister Justin Trudeau has accused the Indian government of involvement in the murder of a Canadian Sikh leader on Canadian soil. Trudeau announced this week that Canada was "actively pursuing credible allegations" that Indian intelligence agents had potentially been involved in the murder of Canadian citizen Hardeep Singh Nijjar in June, 2023. Canada, a member of the "Five Eyes" intelligence alliance with Australia, New Zealand, UK and the US, is reported to have shared intelligence on the incident with Washington.  The US and UK say they are "deeply concerned" and encourage Indian officials to cooperate in any investigation. There have been similar "mysterious" assassinations of Sikh leaders in Pakistan and the UK this year. Can the West afford to ignore these assassinations? Will Modi government be emboldened to continue its campaign of murder of more leaders of the significant Sikh diaspora in the West if the US fails to hold Modi to account now?

Three Sikh Leaders Assassinated in 2023

Since the 2020-21 farmers' protests in Delhi, the Sikh diaspora has staged massive rallies at Indian diplomatic missions across western capitals. These rallies were followed by systematic, and near-simultaneous, killings of various Sikh leaders in Canada, Pakistan and UK. On May 6, 2023, Paramjit Singh Panwar was killed in Lahore, Pakistan. Avtar Singh Khanda was assassinated in Birmingham, England. on June 11. On June 18, Hardeep Singh Nijjar was murdered in Surrey, British Columbia, Canada.

Reacting to the report of Trudeau's allegation against the Indian government, Pakistan Foreign Secretary Syrus Qazi said: “We are aware of the nature of our eastern neighbor, we know what they are capable of … so it is not a surprise for us. “We caught [one of their] serving naval intelligence officers on our soil. He (Kulbhushan Jadhav) is in our custody and admitted that he came here to create instability and spread evil,” he added.

Pakistan foreign office spokesperson Mumtaz Zahra Baloch said her country remained a “target of a series of targeted killings and espionage by (Indian Intelligence Agency) RAW".  “In December last year, Pakistan released a comprehensive dossier providing concrete and irrefutable evidence of India’s involvement in the Lahore attack of June 2021. The attack was planned and executed by Indian intelligence,” she said, adding that in 2016, a high-ranking Indian military officer Kulbhushan Jadhav confessed to his involvement in directing, financing and executing terror and sabotage in Pakistan.

Narendra Modi has a long history of murdering minorities in his country. After the Gujarat anti-Muslim pogrom of 2002, Narendra Modi made the cover of India Today magazine with the caption "Hero of Hatred". Modi was denied a visa to visit the United States.  The US visa ban on Modi was lifted in 2014 after he became prime minister. Since then,  Narendra Modi's image has been rehabilitated by the West as the US and Western Europe seek allies in Asia to counter the rise of China.  However, Modi's actions on the ground in India confirm that he remains "Hero of Hatred" and "Divider In Chief" at his core.  A recent two-part BBC documentary explains this reality in significant detail. The first part focuses on the 2002 events in Gujarat when Modi as the state chief minister ordered the police to not stop the Hindu mobs murdering Muslims and burning their homes and businesses.  The second part looks at Modi government's anti-Muslim policies, including the revocation of Kashmir's autonomy (article 370) and a new citizenship law (CAA 2019) that discriminates against Muslims. It shows the violent response by security forces to peaceful protests against the new laws, and interviews the family members of people who were killed in the 2020 Delhi riots orchestrated by Modi's allies.

Having been caught by Ottawa in the act of murdering one of its citizens, the Indian government has reacted angrily, calling the Canadian allegations "absurd". In fact, India has labeled victims of assassination campaign "terrorists".  The Indian response will only force Canada to publicly share evidence of wrongdoing by New Delhi. Such public disclosures will expose India's links to similar recent "mysterious" murders in Pakistan and the UK.  It will also force London and Washington to confront the issue because the UK and the US also have hundreds of thousands of Sikh citizens whose leaders will be vulnerable to potential assassinations by the Modi government.

South Asian Contrast: Ayodhya and Kartarpur

November 9, 2019 will go down in South Asian history as a day of sharp contrasts: While Pakistan restored and opened Gurdwara Darbar Sahib in Kartarpur for Sikh pilgrims, the Indian Supreme Court ordered the construction of a Hindu temple on the site where Babri Masjid stood for centuries. Can India and its western apologists still claim to have shared values?

Shared Values:

At a congressional hearing on the Capitol Hill in Washington in October, 2019, American Congresswoman Ilhan Omar asked Ms. Alice Wells, Assistant Secretary of State for South Asia, the following pertinent question:

"Kashmiris have been restricted from communicating outside their country for 50+ days. In Assam, almost 2 million people are being asked to prove their citizenship. This is how the Rohingya genocide started. At what point do we question whether PM Modi shares our values?"

The question of shared values has been forcefully answered in the negative by the Indian Supreme Court in its Ayodhya verdict. This judgement by India's apex court has rewarded the criminal acts of Hindu Nationalists by ordering the construction of Ram Temple on the land where centuries-old Mughal-era Babri Masjid was destroyed in 1992.

Mr. Modi's actions and Indian Supreme Court's acquiescence have forced Financial Times's Gideon Rachman to conclude that  "India’s Narendra Modi has had a free pass from the west for too long". And Ed Luce, also from Financial Times, has written as follows: "During my session (at Bangalore Literary Festival) I was asked about the biggest threat to the future of global liberal democracy. My answer was Narendra Modi".

The only shared values between Washington and New Delhi are those of President Trump and Prime Minister Modi. Both leaders share hatred of minorities, particularly Muslims and  immigrants.

Kartarpur Corridor:

Pakistan restored and opened Gurdwara Darbar Sahib and signed an agreement with India to open a visa-free corridor for Indian Sikh pilgrim to visit the shrine on Baba Guru Nanak's 550th birthday.

Prime Minister Modi also wants to take credit for the corridor to attempt to show that he is not against minorities. But the fact is that Prime Minister Imran Khan left Modi little choice but to go along by making Kartarpur Sahib reality in record time.

Hindu Temples in Pakistan:

Pakistan Supreme Court recently took suo moto action to protect ancient Katas Raj temple in Chakwal district. The temple has a water pond that has been drying up due to falling water table in the region. The Supreme Court has ordered local officials to come up with a plan to restore the water pond to restrict ground water withdrawal by industries and farms to maintain the pond considered holy by Hindus.

Pakistan has also opened a 1,000-year-old Hindu temple in Sialkot for puja for the first time since partition in response to demand by the local Hindu community, according to media reports. In addition, Pakistan is restoring and reopening 400 Hindu temples across the country.

Indian Muslims:

While the actions of Prime Minister Modi's government have caused a great deal of concern among Muslims for their future in India, Indian Supreme Court's Ayodhya verdict has shown that the institutions of Indian democracy are surrendering to the the growing power of Hindu Nationalists. Indian Muslim journalist Rana Ayub has summed up their fears in her Washington Post column as follows:

"Muslims in India fear that this would indeed be the beginning of reimagining India with Muslims as second-class citizens as envisaged by right-wing supremacists. A resounding message has been sent to the more than 200 million Muslims in the country that they must bear every humiliation and injustice with the silence expected of an inferior citizenry. I and millions of my co-religionists have been made to feel like an orphan yet again in the land we have loved, cherished and called our own. A land whose liberation from the British was fought by revolutionaries and freedom fighters that included our own forefathers. I wonder if that cherished freedom holds any meaning in the new India that seeks to erase my legacy and my existence".

Jinnah was right:

Quaid-e-Azam Mohammad Ali Jinnah saw the threat posed to Muslim interests by Hindu majoritarianism in India as far back as 1938.  Speaking to the Muslim League in the Central Legislative Assembly, he set out his stance of permanent majorities and minorities as follows:

“From the first contact it is not a democratic majority in the seven Congress provinces [that came to power after the 1937 election]. It is not a democratic majority that has formed the Government and is carrying on; it is the permanent Hindu majority which cannot be altered by any change whatsoever and therefore it is the travesty of the system which may be worthwhile in England. But when it is planted here, you see, that it is a failure. What is the result – the permanent Hindu majority and the ministry that is a Hindu ministry.”

Summary:

While Pakistan is trying to make amends by promoting religious freedoms for minorities, Prime Minister Modi's India is turning into a Hindu Rashtra by making Muslims second-class citizens. Yet, India's western apologists are still promoting the idea of strategic partnership based on shared values. Mr. Modi's actions and Indian Supreme Court's acquiesce have forced Financial Times's Gideon Rachman to conclude that "India’s Narendra Modi has had a free pass from the west for too long".

The History of Punjabi Mexicans in California

It was in early 1980s when I was driving through Yuba City with a couple of friends. It was lunch time and we were looking for a halal restaurant when we spotted Rasul's. At the restaurant we met a man who introduced himself as Mohammad Ali Rasul. He spoke in Mexican accented English but he told us his father came from the Punjab region now in Pakistan and his mother was of Mexican ancestry.  There were 400 such marriages between Punjabi men and Mexican women by 1940, according to Professor Karen Leonard of UC Irvine. Rasul gave us a warm welcome when we told him him we are also originally from Pakistan. He offered us his "Roti Quesadilla" special without charge as a gift. The fusion dish is a variation on Queso Quesadilla made with Indian "nan"(flat bread) topped with traditional rich, melting cheese which originated in Mexico and Texas. I had forgotten all about it until memory was refreshed by a story titled "California’s Lost (and Found) Punjabi-Mexican Cuisine" by Sonia Chopra I read in Eater.com.

Early South Asians:

Currently, there are nearly 5 million people from Bangladesh, India, Pakistan and other South Asian nations in the United States. The earliest record of South Asians arriving in California is in the San Francisco Chronicle of April 6, 1899. It carried a story of the arrival of four Sikh men who were allowed to enter the United States in San Francisco, according to UC Davis Digital Archives.

Karen Leonard, a professor of anthropology at the University of California at Irvine and author of "Making Ethnic Choices: California’s Punjabi Mexican Americans", says that there were almost 2,000 Punjabi men living in California in the early 1900s, and approximately one-third of them married (or re-married) after settling in the state. Over 80% of the men were Sikh and most of the rest were Muslim. Almost all of them were from Central Punjab and came to California by ships from the then British Hong Kong via Vancouver in British Columbia in Canada. They had a choice between going to canal colonies of Lyallpur (now Faisalabad, Pakistan) and emigrating to North America. Most moved to canal colonies while the rest chose to go to the United States.

Punjabi Farmers:

While some Punjabis worked on building the transcontinental railroad along with Chinese immigrants, the vast majority of them chose farm work. While Punjabi men lived and worked on the farms with their Mexican spouses in several western states including Arizona and Texas, it was California that reminded them of their home in the Punjab, the land of five rivers. One of them described the similarity in the following words as narrated by Professor Karen Leonard:

"In my story of the Land of Five Rivers was Sacramento Valley. The river Sutlej was Feather River. The rest of the four rivers--American, Bear, Yuba, and Sacramento. My Bhaskhra (Dam), the Oroville Dam. Mu Govind Sagar, the Oroville Lake. The city of Anandpur Sahib, the nearby town of Paradise. The Shivaliks, the Sierra Foothills. There was Naina Devi, our Mount Shasta. And yes, the Ja- walamukhi, the Lassen Volcanic Park. Obviously, I was carried away by my imagination. Yet, the reality was not far behind. The water, like the water in the Punjab, had the same urge to run downward. The distant hills had the same charm. The fire in Ja- walamukhi and in the Lassen Volcano has the same way to burn."

Asians in America. Source: National Geographic

United States v. Bhagat Singh Thind:

South Asians, like their fellow Asians among the Chinese and the Japanese, faced widespread discrimination in the United States culminating in the Immigration Act of 1917. It was the second act, also known as the Literacy Act or the Asiatic Barred Zone Act after the Chinese Exclusion Act of 1882, aimed squarely at restricting immigration. An even stricter version of the US immigration law was passed in 1924 which was praised by Adolf Hitler in Mein Kampf, according to Daniel Okrent, author of The Guarded Gate: Bigotry, Eugenics and the Law That Kept Two Generations of Jews, Italians and Other European Immigrants Out of America.

Bhagat Singh Thind, a US Army veteran and a naturalized US citizen, was stripped of his citizenship under the Immigration Act of 1917. He sued to get his status restored. In a landmark case United States v. Bhagat Singh Thind,  Thind argued that as a descendent of Indian Aryans he was racially "white".  The US Supreme Court unanimously rejected Thind's argument and ruled that he was not white "in accordance with the understanding of the common man".

Thind ruling was followed by a tragedy when Vaishno Das Bagai from Peshawar committed suicide in 1928 after being denaturalized as a US citizen in Los Angeles.

Post-1965 Immigration:

The population of South Asians in America remained very low due to severe immigration restrictions from non-European countries until the US Immigration Act of 1965, also known as the Hart-Celler Act. This act opened up immigration from Asia, Africa and Latin America and significantly changed the US demographics in the last half century.

Most of the nearly 5 million South Asians in the United States today owe their presence in this country to the passage of this 1965 law passed by Democrats.  A large number of South Asians are engineers and technologists and many live in Silicon Valley. Over 500,000 Pakistani immigrants and their children live in the United States as of 2013, according to a report compiled by Migration Policy Institute. Of these, 273,000 were born in Pakistan and the remaining 180,000 are US-born. Pakistani-American population has more than doubled in the last decade due to increased immigration, according to US 2010 Census data.  Pakistani-Americans (pop: 450,000) are the seventh largest community among Asian-Americans, behind Chinese (3.8 million),  Filipinos (3.4 million), Indians (3.2 million), Vietnamese (1.74 million),  Koreans (1.7 million) and Japanese (1.3 million), according to Asian-American Center For Advancing Justice . They are still a minuscule fraction of the overall US population.

Trump's Anti-Immigration Policy:

The demographic changes since 1965 have angered many Republican white Americans who support immigration restrictions and voted for President Donald J. Trump in 2016 general election.  Trump has called Mexicans "criminals and rapists", complained about letting in people from "shit-hole" countries and imposed ban on entry of Muslims from several countries. His efforts to further restrict overall immigration have met with significant resistance from Congressional Democrats.

Indians Among Top Asylum Seekers in OECD Countries

India is among the the top 5 sources of migrants seeking asylum in OECD countries, according to OECD's International Migration Outlook 2017. The other four are: China, Syria, Romania and Poland.  Is increasing religious violence in India, like Syria, contributing to growing numbers of asylum seekers from the South Asian nation?

UP CM Yogi Adiyanath with Indian PM Modi
Indian asylum seekers rank 2nd in New Zealand, 4th in Latvia and 6th in Finland and United Kingdom and 8th in Australia, the OECD report says. The numbers of Pakistanis seeking asylum remains stable but they still show up among the top 3 asylum seekers in some OECD nations such as the UK, Ireland, Italy, Greece and South Korea.

Indians have sought political asylum in more than 40 countries over the years, according to the office of the United Nations High Commissioner for Refugees (UNHCR).

There's a long history of India's religious and ethnic minorities seeking asylum abroad after being persecuted at home, starting with the exodus of 8 million Muslim refugees fleeing to Pakistan after the Partition of India.  Many more millions of Dalits, Muslims and Sikhs have left India to find refuge in Canada, Europe, the United States and elsewhere.  Pakistan, too, has seen members of its religious minorities leave the country after persecution by the majority community.

Europe has historically seen a large number of new asylum applications from Indians---6,300 in 2012 and 2013. The United States has also experienced an increase in the number of Indian asylum seekers in recent years.  Media reports show 2,100 Indians receiving asylum in the United States between 2012 and 2014. The rise of extreme right wing Hindu Nationalists and increasing violence against minorities are likely to further accelerate the trend.

Creation of Pakistan: A Great Blessing for Muslims of Sindh & Punjab

As Pakistanis celebrate their national day commemorating the Lahore Resolution of 23 March, 1940, let's look at how the Muslims of Sindh and Punjab, Pakistan's two largest provinces, have fared in the nation founded by Quaid-e-Azam Mohammad Ali Jinnah on August 14, 1947.

In 1947, most of the agricultural land in the largely agrarian provinces of Sindh and Punjab was owned by non-Muslims.  The urban elites of the major cities of Karachi and Lahore were almost entirely non-Muslims. Muslims were in majority in both provinces but they were mostly poor peasants.

Punjabi Muslims:

In Punjab, two-thirds of the land-holdings and 99% of bank deposits of Rs. 100 crore in Lahore were held by Hindus and Sikhs, according to the British archives researched by Dr. Kirpal Singh, author of "PARTITION of PUNJAB", published in 1972.

Only 3 out of 16 colleges in Lahore were run by Muslims. Of the 15 professional colleges, excluding 3 run by the government, all were run by non-Muslims. All 12 hospitals were operated by non-Muslims. Muslims in undivided Punjab had very low standards of living relative to Hindus and Sikhs, they were poor and backward, and there was no Muslim professional or business class in Lahore of 1947.

Sindhi Muslims:

In Sindh province, about 60% of the agricultural land was owned by Hindus. The rest of the land was owned by big and small Muslim landowners but they were almost always in debt to Hindu moneylenders who exacted over 100% interest on the money they lent, according to The Imperial Gazeteer of India by W.W. Hunter. These massive debt burdens on Sindhi Muslims were removed when most of the Hindu moneylenders fled to India at the time of the partition in 1947.

Education and health care in Sindh were entirely controlled by non-Muslims, mainly Hindu Sindhis, according to The Imperial Gazeteer of India by W.W. Hunter and Nandita Bhavnani, author of "THE MAKING OF EXILE: SINDHI HINDUS AND THE PARTITION OF INDIA", published in 2014.  The educated elite, including the professional and business classes, were mostly Hindus and a few Parsees.

The partition in 1947 has been tremendous boon for both Sindhi and Punjabi Muslims of Pakistan. They have reaped great benefits from:

1. The departure of powerful non-Muslims landowners and moneylenders to India in 1947.

2.  Massive investments made by Pakistani government in major irrigation projects to create the world's largest contiguous irrigation system for farming since 1947.

3. Large investments in education, health care and urban development that have helped raise standards of living significantly as seen in various health (life expectancy) and wealth (per capita incomes)  indicators after 1947.

Mohajirs:

Mohajirs, the native Urdu speakers who migrated mainly from UP and Bihar to East & West Pakistan around 1947, and their relatives who stayed in India, have paid the biggest price for the partition. Many were killed during migration as detailed by Nisid Hajari in his recent book "MIDNIGHT FURIES".

Mohajirs made up the backbone of the professionals, the businessmen, the industrialists and the civil servants Pakistan needed to function as an independent state in its early years after the partition.  Those left in East Pakistan after the creation of Bangladesh continue to languish to this day in camps for the "stateless persons". The Muslim relatives they left behind have now become the new untouchables in "Secular" India. Fortunately, Mohajirs and their children in Pakistan are able to help their Muslim relatives in India with remittances that added up to nearly $5 billion last year.

Summary:

The partition of 1947 has been a great blessing for the Muslims of Sindh & Punjab in terms of education and incomes. Both have enjoyed rising standards of living in Pakistan after the departure of powerful non-Muslim landlords who controlled most of the resources in 1947. Mohajirs have paid the biggest price but, fortunately, they are now in a position to help their poor Muslim relatives in India with billions of dollars in remittances every year.

Note: Balochistan and NWFP (KPK) are not discussed here because there was no Hindu domination in these provinces. Both were and are overwhelmingly Muslim.

Sikhs Remember Victims of 1984 Massacre

Indira's Sikh assassins met swift justice, but the murderers of 3,870 innocent Sikhs still roam free a quarter of a century later. In addition to the Sikh pogrom, the year 1984 also saw a deadly gas leak in a factory owned by Union Carbide in Bhopal that killed over 2,000 people and left permanent injuries for many more for life.

In reaction to the Sikh killings in Delhi and other places, Indira's successor and son Prime Minister Rajiv Gandhi declared at a massive rally in the capital that "once a mighty tree falls, it is only natural that the earth around it shakes".

One of the worst massacres took place in two narrow alleys in India's capital New Delhi's poor Trilokpuri colony where some 350 Sikhs, including women and children, were casually butchered over 72 hours, according to media reports.

The charred and hacked remains of the hundreds of dead in Trilokpuri's Block 32 on the smoky and dank evening of 2 November 1984 were stark testimony to the unimpeded and seemingly endless massacre, according to the BBC.

Soon after news of Mrs Gandhi's killing by her Sikh bodyguards spread, Hindu mobs swung into action - like they did elsewhere in the city armed with voters' lists - in Trilokpuri against the low caste Sikhs inhabiting one-roomed tenements on either side of two narrow alleyways barely 150 yards long.

With local police connivance they blocked entry to the neighborhood with massive concrete water pipes and stationed guards armed with sticks atop them.

For the next three days marauding groups armed with cleavers, scythes, kitchen knives and scissors took breaks to eat and regroup in between executing their bloodthirsty mission.

The history repeated itself in Guj arat in 2002, only the pretext and the victims were different this time.

According to Pankaj Mishra, the author of Temptations of the West: How to Be Modern in India, Pakistan and Beyond, the names of the politicians, businessmen, officials and policemen who colluded in the anti-Muslim pogrom in Gujarat in 2002 are widely known. Some of them were caught on video, in a sting carried out last year by the weekly magazine Tehelka, proudly recalling how they murdered and raped Muslims. But, as Amnesty International pointed out in a recent report, justice continues to evade most victims and survivors of the violence. Tens of thousands still languish in refugee camps, too afraid to return to their homes.

People like Shiv Sena chief Bal Thackeray, BJP leader L.K. Advani and Gujarat Chief Minister Narender Modi represent the ugly underbelly of Indian democracy and a threat to India's secularism. Modi is currently in power in Gujarat, in spite of overwhelming evidence of his participation in 2002 anti-Muslim riots resulting in the massacre of thousands of Muslims. Mr. Advani has been held responsible for the destruction of Babri mosque and subsequent anti-Muslim riots. Mr. Thackeray is considered responsible for major anti-Muslim riots in Mumbai and continues to terrorize any one who disagrees with him.

While the India's western supporters and government leaders paint a very rosy picture of India's prospects, it is important for Indians and others to understand that there are significant risks in India. For example, the extreme Hindu Nationalists are continuing to stir up trouble in many parts of India. According to All India Christian Council, the 2008 violence has affected 14 districts out of of 30 and 300 Villages in the Indian state of Orissa, 4,400 houses burnt, 50,000 homeless, 59 killed including at least 2 pastors, 10 priests/pastors/nuns injured, 18,000 men, women, children injured, 2 women gang-raped including a nun, 151 churches destroyed and 13 schools and colleges damaged. The violence targeted Christians in 310 villages, with 4,104 homes torched. More than 18,000 were injured and 50,000 displaced and homes continued to burn in many villages. Another report said that around 11,000 people are still living in refugee camps.

SM Mushrif, the author of "Who Killed Karkare?" and former police chief of Maharashtra state, has raised some very serious questions about the role of the Indian intelligence in the increasing violence committed by Hindutva outfits against India's minorities, and how India's Intelligence Bureau diverts attention from it by falsely accusing Indian Muslims and Pakistan's ISI, as was done in Malegaon and Samjutha Express blasts.

Mushrif alleges the involvement of both Police Chief Raghuvanshi and Col. Purohit with Abhinav Bharat in Maharashtra, whose hand was evident in a series of blasts across the country. It has old connections with men like Veer Damodar Savarkar (whose relative Himani Savarkar leads the Abhinav Bharat movement), Dr Munje, who led the Hindu Mahasabha, and other Hindutva luminaries. It is at the Bhonsala Military Academy run by these groups that Purohit trained police officers, including Raghuvanshi. Mushrif asks a pertinent question: Will Raghuvanshi pursue the investigation against Purohit, his guru? A plausible answer is, perhaps no. Already charges have been dropped by a special court under MCOCA against 11 accused, including Purohit, on the grounds of insufficient evidence produced in the court by the prosecution.

The violent Hindutva extremists represent a very serious threat to India's secular democracy, peace and stability. It is important for Prime Manmohan Singh's government to take seriously the warnings from patriotic Indians like S.M. Mushrif, Pankaj Mishra, Yoginder Sikand and others. Delhi needs to act by ordering a high-powered and comprehensive investigation into the allegations of the involvement of Intelligence Bureau and other Indian state officials in persecution of minorities in India.
