Over A Million Pakistani University Students Enrolled in STEM Fields

Over a million students, about a third of total 3 million students (1.4 million women, 1.6 million men) enrolled in Pakistani universities and degree colleges, are currently studying science, technology, engineering and mathematics (STEM Education), according to data released by the country's Higher Education Commission (HEC). Of these students, 415,008 are studying natural sciences and mathematics, 276,659 are in information and communication technologies (ICT), 178,260 are in health sciences and 166,457 are in engineering. Pakistan produced 157,102 STEM graduates last year, putting it among the world's top dozen or so countries. About 43,000 of these graduates are in information technology (IT).

Nearly half a million Pakistani women are currently enrolled in science, technology, engineering and mathematics courses at universities, accounting for nearly 46% of all STEM students in higher education institutions in the country.

Acceptance rate in Pakistani universities and degree colleges was just 13.5% last year. Only 541,043 students were accepted from 4,085,185 students who applied. The country produced 471,306 university graduates in 2020-21. Of these, 157,102 were in STEM fields, including 43,000 graduates in information technology (IT).

In absolute terms, Pakistan probably ranks among the top dozen or so nations producing university graduates in STEM and IT fields. However, the country lags significantly behind its lower middle income peers in terms of percentage of students enrolled in universities. Only 12% of young people in the 18-25 age group are currently enrolled in higher education institutions. This is about half of the 25% average for South Asia. The data from the World Bank shows that the higher education enrollment rate was extremely low in Pakistan until 2000 when late President Musharraf decided to significantly boost investment in building universities and hire faculty to rapidly increase access to higher education in the country.

As Pakistan struggles with multiple serious crises,  these young men and women now studying in the nation's universities and colleges offer hope for its bright future. In fact, the vast majority of Pakistanis feel that they have better lives than their parents did, and they think their children will have even better lives than theirs, according to a Gallup International Poll of 64 countries conducted from August to October last year. The poll asked two questions: 1) Do you feel your life is better, worse or roughly similar to that  of your parents? and 2) Do you think your children will have a better, worse or roughly the same life as you? The answers to these questions reveal that Pakistanis are among the top 5 most positive nations among 64 countries polled by Gallup International. Anecdotal evidence in terms of packed shopping malls and restaurants in Pakistan's major cities confirms it. Such positivity augurs well for Pakistan's prospects of successfully dealing with the current crises. It will drive the nation's recovery.

Pakistani Students Win Silver in International Genetic Engineering Competition

A team of undergraduate students representing Peshawar has won a silver medal in a genetic engineering competition organized recently by the International Genetically Engineered Machine (iGEM) Foundation in Boston, Massachusetts.

iGEM Team:

The team was made up of students from several cities and towns across Pakistan including Lahore, Attock, Islamabad, Multan, Faisalabad, Khyber Agency, Nowshera, Charsadda, Peshawar, Swabi and Mardan.

The team was hosted by Institute of Integrative Biosciences of CECOS University of IT and Emerging Sciences Peshawar. It was sponsored by Khyber-Pakhtunkhwa (KP)’s Directorate of Science and Technology, according to media reports.

The team's silver-medal-winning 2017 entry is a genetically engineered fish called "Reporter Fish" that can detect five different heavy metals and change color to indicate the presence of metal contamination in the water. It used an Arduino electronic circuit board with bacterial-human interface device that enables bacteria to detect and report contamination.

The Peshawar team also participated in iGEM 2016 competition and won a Bronze medal. The 12-member team last year was made of 5 female and 7 male students.

Stanford Challenge:

Earlier this year, a 3-person team of Pakistani students, including a female student from Islamabad's National University of Science and Technology (NUST), won first place in a contest organized by Stanford Center of Longevity. The team's entry is a device they designed and prototyped that enables tremor patients to perform daily routine tasks.

Higher Education in Pakistan:

Wins such as the iGEM silver medal and the first place in Stanford Challenge are the result of improvements in higher education in Pakistan since the year 2000.

There are over 3 million students enrolled in grades 13 through 16 in Pakistan's 1,086 degree colleges and 161 universities, according to Pakistan Higher Education Commission report for 2013-14.  The 3 million enrollment is 15% of the 20 million Pakistanis in the eligible age group of 18-24 years.  In addition, there are over 255,000 Pakistanis enrolled in vocational training schools, according to Technical Education and Vocational Training Authority (TEVTA).

Pakistani universities have been producing over half a million graduates, including over 10,000 IT graduates, every year since 2010, according to HEC data. The number of university graduates in Pakistan increased from 380,773 in 2005-6 to 493,993 in 2008-09. This figure is growing with rising enrollment and contributing to Pakistan's growing human capital.

Higher education in Pakistan has come a long way since its independence in 1947 when there was only one university, the University of Punjab. By 1997, the number of universities had risen to 35, of which 3 were federally administered and 22 were under the provincial governments, with a combined enrollment of 71,819 students. A big spending boost by President Pervez Musharraf helped establish 51 new universities and awarding institutions during 2002-2008. This helped triple university enrollment from 135,000 in 2003 to about 400,000 in 2008, according to Dr. Ata ur Rehman who led the charge for expanding higher education during Musharraf years. There are 161 universities with 1.5 million students enrolled in Pakistan as of 2014.

R&D Investment: 

Rise of research and publications at Pakistani universities began during Musharraf years when the annual budget for higher education increased from only Rs 500 million in 2000 to Rs 28 billion in 2008, to lay the foundations of the development of a strong knowledge economy, according to former education minister Dr. Ata ur Rehman. Student enrollment in universities increased from 270,000 to 900,000 and the number of universities and degree awarding institutions increased from 57 in 2000 to 137 by 2008. Government R&D spending jumped seven-fold as percentage of GDP from 0.1% of GDP in 1999 to 0.7% of GDP in 2007. It has since declined as percentage of GDP.

Summary:

Pakistani students, scientists and researchers are continuing to produce highly recognized and cited research in spite of serious economic and security challenges. Enrollment in higher education is rising and giving a boost to innovation. With better policy focus and more investment in higher education, Pakistan  can make an even greater impact with its young demographics.

Pakistani Students Team Wins First Place in Stanford Design Contest

A 3-person team of Pakistani students, including a female student from Islamabad's National University of Science and Technology (NUST), won first place in a contest organized by Stanford Center of Longevity. The team's entry is a device they designed and prototyped that enables tremor patients to perform daily routine tasks.

The Purpose: 

The purpose of the contest is to encourage innovation to help improve the quality of life of aging populations in the West and the rest of the world.

The 2017 Stanford Longevity Design Challenge had the following goals:

1. Create well-designed, practical solutions that address key issues associated with aging

2. Encourage a new generation of students to become knowledgeable about aging issues

3. Provide promising designers with a path to drive change in the world

The Winners: 

NUST's Hooriya Anam, Awais Shafique, and Arsalan Javed defeated teams from around the world with their anti-tremor prototype project TAME. The team from famed Massachusetts Institute of Technology (MIT) placed second while Virginia Tech team stood third, according to results announced by the Center.

The Competitors:  

In addition to NUST, MIT and Virginia Tech teams, there were other teams from Cornell University, University of Sao Paolo Brazil,  China's Beijing University and Silicon Valley's Stanford University who also competed in the contest.

The winners received $17,000 in cash prizes along with paid travel to Stanford where they presented their designs to industry, academic, and government leaders.

Human Capital Growth in Pakistan

A 12-year-old Pakistani girl is taking advance online classes offered by Stanford University. The youngest Microsoft certified professional is a Pakistani. Young Pakistanis are setting records with straight A's on O level and A level Cambridge courses. These frequent reports offer anecdotal evidence of Pakistan's growing human capital. Such evidence is also supported by data reported by various researchers and organizations.

With nearly 16% of its population in 25-34 years age group having college degrees, Pakistan is well ahead of India and Indonesia, according to Global Education Digest 2009 published by UNESCO Institute of Statistics. UNESCO data also shows that Pakistan's lead is growing with younger age groups.

By comparison, a little over 12% of Indians and 9% of Indonesians in 25-34 years age group have completed tertiary education. In 35-44 years age group, 11% of Pakistanis, 9% of Indians and 8% of Indonesians have completed college education. The report shows that 3% of Pakistanis and 1% of Indians have completed tertiary education abroad.

Harvard University researchers Robert Barro and Jhong-wa Lee offer similar insights into educational attainment in Asia and the rest of the world.    As of 2010, there are 380 (vs 327 Indians) out of every 1000 Pakistanis age 15 and above who have never had any formal schooling. Of the remaining 620 (vs 673 Indians) who enrolled in school, 22 (vs 20 Indians) dropped out before finishing primary school, and the remaining 598 (vs 653 Indians) completed it. There are 401 (vs 465 Indians) out of every 1000 Pakistanis who made it to secondary school. 290 (vs 69 Indians) completed secondary school  while 111 (vs. 394 Indians) dropped out. Only 55 (vs 58 Indians)  made it to college out of which 39 (vs 31 Indians) graduated with a degree.


 Another important point to note in Barro-Lee dataset is that Pakistan has been increasing enrollment of students in schools at a faster rate since 1990 than India. In 1990, there were 66.2% of Pakistanis vs 51.6% of Indians who had no schooling. In 2000, there were 60.2% Pakistanis vs 43% Indians with no schooling. In 2010, Pakistan reduced it to 38% vs India's 32.7%.

Pakistan's human capital development has been driven over the years starting with the Green Revolution technologies in 1960s to nuclear development program in 1980s and information and telecom revolution in 2000s.  More recently, there has been growing interest in biotechnology and robotics. Completion of  the first human genome project has spawned more than 200 life sciences departments at Pakistani universities.  US drones have angered and fascinated many in Pakistan to go into robotics at 60 engineering colleges and universities in Pakistan. These revolutions have inspired large numbesr of young Pakistanis to study courses in business and STEM (Science, Technology, Engineering and Math) fields and swell the ranks of scientists and professionals.

Clearly, both India and Pakistan have made significant progress on the education front in the last few decades. However, the Barro-Lee dataset confirms that the two South Asian nations still have a long way to go to catch up with the rapidly developing nations of East Asia and the industrialized world. Huge investments made in higher education during Musharraf years helped hundreds of thousands of students to benefit from the doubling of the number of universities from 71 in 2002 to 137 now. It's now the responsibility of Pakistan's civilian leadership to sustain that momentum.

Faster economic growth requires BOTH skilled manpower and investment of dollars as Pakistanis saw during Musharraf years. Regardless, the growth of human capital is a good thing to build a foundation for Pakistan's future. It'll contribute to economic growth when the security situation improves and FDI returns to Pakistan. The country's large diaspora too will be helpful in accelerating Pakistan's growth and development with money and skills.

Higher Education: Pakistani Students Abroad

Although the growth in the total number Pakistanis studying abroad has slowed since the terrorist attacks of Sept 11, 2001 in the United States, the world's sixth most populous nation continues to be among the leading sources of foreign students in America, Europe, Australia and new emerging higher education destinations in Asia.

As the number of Pakistani students in the United States has declined from a peak of 8,644 students (ranked 13th) in 2001-02 to 5,222 in 2009-10 (ranked 23rd), English-speaking OECD nations of the United Kingdom and Australia have become the biggest beneficiaries getting increasing market share of the Pakistan education market. Both nations have benefited in spite of the fact that the UK and Australian visa rejection rates for Pakistanis are higher than for students from other nations.



A recent British Council report says that 9,815 Pakistani students (Source: HESA) put Pakistan among one of the top six countries which account for 54 percent of the UK’s (non-EU) international students. Since September 2001, it has become the market leader, a place previously held by the US. In addition to Canada in North America, several Northern European countries, including Sweden and Finland, have also become quite active in marketing their education in Pakistan. As a result, these nations are attracting thousands of Pakistani students to their universities.

There is also an upward trend in Pakistani students studying in Australia. 8,458 Pakistani students studied in Australia in 2009/2010, increase of 11/4% over 2008/2009 (Source: AEI).

The US is beginning to pick up more of the Pakistani education market share after a significant decline since 911, with its simplified visa procedures and increased marketing efforts, and the excellent scholarship opportunities that they have to offer Pakistani students. Pakistan now has the world's largest Fulbright Scholarship Program with over 200 scholarships offered to Pakistani students for advanced degrees in 2011.

Beyond the traditional destinations in OECD nations, newly industrialized countries such as Thailand, Malaysia and Singapore are more visible in Pakistan and perceived as offering quality education at lower prices.

Pakistanis take education seriously. They spend more time in schools and colleges and graduate at a higher rates than their Indian counterparts in 15+ age group, according to a report on educational achievement by Harvard University researchers Robert Barro and Jong-Wha Lee.

With rising urban middle class, there is substantial and growing demand in Pakistan from students, parents and employers for private quality higher education along with a willingness and capacity to pay relatively high tuition and fees, according to the findings of Austrade, an Australian govt agency promoting trade. Private institutions are seeking affiliations with universities abroad to ensure they offer information and training that is of international standards.

Trans-national education (TNE) is a growing market in Pakistan and recent data shows evidence of over 40 such programs running successfully in affiliation with British universities at undergraduate and graduate level, according to The British Council. Overall, the UK takes about 65 per cent of the TNE market in Pakistan.

More on Quality of Higher Education in India and Pakistan

A recent Chowk.com article titled "Indian Technical Recession", written by an IIT Alumnus Mr. Sharad Chandra, asks the following basic question about the quality of engineering education in India:

"So why Indian engineering education system is not capable of producing quality engineers for the country?"

Then the author goes on to answer his own question as follows:

"One of the primary answers lies in the fact that Indian education is totally focused on academic excellence. A student is never asked to analyze, understand, and deliver an engineering project. Very often faculty also has no engineering experience. Professors may have an excellent academic background going themselves through graduation, post graduation and PhD but with a minimal exposure to industrial applications. In short, they prepare their students also for an excellent academic career expecting him to learn hard core engineering on the job but very often producing bankers.

In all there is about 3 months spent in training during graduation. It is taken more as a break from courses as no industry will give any serious project for such a short period. Student spends his time as an observer rather than as a responsible engineer. There is nothing like putting a trainer on a real job under the supervision of an experienced engineer. By the time, he has finished 6months to a year working on a real project, as any European student does, he will have something to his credit to show to a future employer."



A few top-tier Indian schools, such as the elite Indian Institutes of Technology (IITs), are often compared with world-class schools, but the American investors and businesses have finally learned the hard way that there is huge gap between the few tier one schools and the large number of tier two and three schools in India, and the quality of education most Indians receive at tier 2 and 3 schools is far below the norm considered acceptable in America and the developed world.

In 2005, the McKinsey Global Institute conducted a study of the emerging global labor market and concluded that a sample of twenty-eight low wage nations, including China, India and Pakistan, had about 33 million young professional in engineering, finance and accounting at their disposal, compared with only 15 million in a sample of eight higher wage nations including the US, UK, Germany, Japan, Australia, Canada, Ireland and South Korea. But "only a fraction of potential job candidates could successfully work at a foreign company," the study found, pointing to many explanations, but mainly poor quality of education.

Some India watchers such as Fareed Zakaria, an Indian-American who often acts as a cheerleader for India in the US, have expressed doubts about the quality of education at the Indian Institutes of Technology. In his book "The Post-American World", Zakaria argues that "many of the IITs are decidedly second-rate, with mediocre equipment, indifferent teachers, and unimaginative classwork." Zakaria says the key strength of the IIT graduates is the fact that they must pass "one of the world's most ruthlessly competitive entrance exams. Three hundred thousand people take it, five thousand are admitted--an acceptance rate of 1.7% (compared with 9 to 10 percent for Harvard, Yale, and Princeton)."

As a student of Karachi's NED University of Engineering and Technology in 1970s, I had similar assessment of my alma mater (and other UETs) in Pakistan as Zakaria's characterization of the IITs in India. NED Engineering College in 1970s was "decidedly second-rate, with mediocre equipment, indifferent teachers, and unimaginative classwork". However, given the fairly strict merit-based admission process, I found myself mostly surrounded by some of the best, most competitive students who had graduated with flying colors from Karachi's intermediate colleges and ranked very high on the Board of Education examination to make it into NED College. It was indeed the creme de la creme of Karachi's youth who have later proved themselves by many accomplishment s in various industries, including some of the leading-edge high-tech companies in America. Even in the 1970s, there were a small number of students admitted on non-merit-based special quotas. NED University today, however, appears to have significantly expanded such special, non-merit-based, quotas for entrance into the institution, an action that has probably affected its elite status, its rankings and the perceived quality of its graduates, while other, newer institutions of higher learning have surpassed it. Some of the special categories now include sons and daughters of employees, children of faculty and professional engineers and architects, special nominees from various ministries and an expanded quota for candidates from rural areas and the military.

Looking at the top 500 universities in the world, one can see a few universities from China, Japan, Singapore and India and a few more from Muslim nations such as Malaysia, Indonesia, Turkey, Iran and Pakistan. The notable institutions from South Asia include several campuses of the Indian Institutes of Technology and Pakistan's National University of Science and Technology (NUST), University of Lahore, Karachi University and Lahore's University of Engineering and Technology. The top Pakistani school on this list is National University of Science and Technology (NUST) at #376, followed by University of Lahore, University of Karachi, and UET Lahore. Many new universities are now being built in several Muslim nations in Asia and the Middle East, and they are attracting top talent from around the world. For example, King Abdullah University of Science and Technology (KAUST), scheduled to open on Sept. 23, is the country's attempt to create a world-class research university from scratch. It's hiring top scholars from all over the world. "Our goal is to kick-start an innovation-based economy," says Ahmad O. Al-Khowaiter, the university's vice-president for economic development. "We need a couple of success stories, and we think this will lead to one (collaboration with IBM Research)."

According to Businessweek, KAUST agreed to buy an IBM supercomputer, which is an essential tool in the research projects that IBM and the Saudis are targeting for their first collaboration. Among other things, the two teams will collaborate on a study of the nearby Red Sea, which they believe will help improve oil and mineral exploration. "[The supercomputer] is a magnet for smart people, and it makes it possible for us to solve big problems," says Majid F. Al-Ghaslan, KAUST's interim chief information officer.

An MIT survey of human resource professionals at multinational corporations in India revealed that only one quarter of engineering graduates with a suitable degree could be employed irrespective of demand (Farrell et al., 2005). Another survey of employers shows that only a handful of the 1400 engineering schools in India are recognized as providing world-class education with graduates worthy of consideration for employment (Globalization of Engineering Services, 2006). These results suggest that engineering degrees from most Indian colleges do not provide signaling value in the engineering labor market. Hence, low quality (in the labor market sense) engineering schooling has come to predominate in the education market. The current situation, with an abundance of low quality engineering schooling, is considered problematic by many in the Indian polity and it could stifle growth of the Indian economy (Globalization of Engineering Services, 2006).

For the first time in the nation's history, President Musharraf's education adviser Dr. Ata ur Rahman succeeded in getting tremendous focus and major funding increases for higher education in Pakistan. According to Sciencewatch, which tracks trends and performance in basic research, citations of Pakistani publications are rising sharply in multiple fields, including computer science, engineering, mathematics, material science and plant and animal sciences. Over two dozen Pakistani scientists are actively working on the Large Hadron Collider; the grandest experiment in the history of Physics. Pakistan now ranks among the top outsourcing destinations, based on its growing talent pool of college graduates. As evident from the overall results, there has been a significant increase in the numbers of universities and highly-educated faculty and university graduates in Pakistan. Post Script: More than 160,000 Indian students are currently studying in schools in the U.S., Australia, Britain and other industrialized nations. Writing for the Time Magazine, Nandini Laxman claims that over 100,000 pack up and head to study abroad every year, spending $7 billion on tuition and housing. Most of them never return, taking both their tuition money and their talent overseas. In a recent development, India's new Minister for Human Resource Development, Kapil Sibal, has talked about opening up the Indian higher education market to foreign universities to set up campuses in India. If done properly, this new government initiative could provide a big boost to quality of higher education in India.

Pakistan also represents a sizable market for higher education consisting of students interested in studying at foreign universities, but it would be difficult to attract foreign universities to Pakistan because of the current security situation. Every year 10,000 foreign student visas are granted in Pakistan, including many for British universities, according to a report in Spiked. But up to 20 times as many applicants are rejected, mainly because of exaggerated concerns about security. Between 2004 and 2008, about 42,000 Pakistani students were admitted to the UK.

Hoodbhoy's Letter to Nature on Pakistan's Higher Education Reform


Professor Pervez Hoodbhoy is a vocal critic of Pakistan's Higher Education Reform initiated by Dr. Ata ur Rahman, adviser to President Musharraf, in 2002. This reform resulted in a fivefold increase in public funding for universities, with a special emphasis on science, technology and engineering. The reform supported initiatives such as a free national digital library and high-speed Internet access for universities as well as new scholarships enabling more than 2,000 students to study abroad for PhDs — with incentives to return to Pakistan afterward. The years of reform have coincided with increases in the number of Pakistani authors publishing in research journals, especially in mathematics and engineering, as well as boosting the impact of their research outside Pakistan.

Reacting to the recent publication of a report on reform by Dr. Athar Osama, Prof. Adil Najam, Dr. Shams Kassim-Lakha and Dr. Christopher King published in Nature Magazine, Dr. Hoodbhoy has written the following letter to the editors of the magazine:


"Pakistan's Reform Experiment" (Nature, V461, page 38, 3 September 2009) gives the impression of providing a factual balance sheet of Pakistan's higher education under General Pervez Musharraf's former government. Unfortunately, several critical omissions indicate a partisan bias.

Mention of the billions wasted on mindless prestige mega-projects is noticeably absent. Example: nine new universities were hastily conceived and partially constructed, but abandoned and finally scrapped after it became obvious that it was impossible to provide them with the most crucial ingredient - trained faculty. Similarly, fantastically expensive scientific equipment, imported with funds from the Higher Education Commission, remain hopelessly under-utilized many years later. They litter the country's length and breadth. For instance, my university has been forced to house a "souped-up" Van de Graaf accelerator facility, purchased in 2005 with HEC funds. A research purpose is still being sought in 2009.

The authors conveniently choose not to mention that the 400% claimed increase in the number of publications was largely a consequence of giving huge payments to professors for publishing in international journals, irrespective of actual substance and quality. Not surprisingly these cash-per-paper injections had the effect of producing a plagiarism pandemic, one that is still out of control. In a country where academic ethics are poor and about a third of all students cheat in examinations, penalties for plagiarism by teachers and researchers are virtually non-existent.

Citing Thomson Scientific, the authors claim a large rise in the "relative impact" in some disciplines, based upon citation levels of papers published between 2003 and 2007. But did the authors try to eliminate self-citations (a deliberate ploy) from this count? If they had - as I did using an available option in the Thomson Scientific package - they might actually have found the opposite result.

While the authors laud the increase in the salaries of university professors by the HEC, they pay no attention to the disparities thus created. The salary of a full professor (after the raises) can be 20-30 times that of an average Pakistani school teacher. Money raining down from the skies has created a new dynamic as well. Naked greed is now destroying the moral fibre of Pakistan's academia. Professors across the country are clamoring to lift even minimal requirements that could assure quality education.

This is happening in three critical ways. First, given the large prospective salary raises, professors are bent upon removing all barriers for their promotions by pressuring their university's administration as well as the HEC. Second, they want to be able to take on more PhD students, whether these students have the requisite academic capacity or not. Having more students translates into proportionately more money in each professor's pocket. Third, a majority wants the elimination of all international testing - such as the Graduate Record Examination administered from Princeton. These had been used as a metric for gauging student performance within the Pakistani system.

Pakistan's failed experiment provides a counter example to the conventional wisdom that money is the most important element.Instead, an enormous cash infusion, used badly, has served to amplify problems rather than improve teaching and research quality. There is much that other developing countries can learn from our experience - and it is opposite to what the authors want us to conclude.

Massive funding for Pakistan's ailing universities holds many lessons for other developing nations.

Eight years ago, a task force advising Pakistan's former military ruler, General Pervez Musharraf, laid out a bold plan to revitalize the country's moribund research system: initiate a fivefold increase in public funding for universities, with a special emphasis on science, technology and engineering. The proposal was a radical departure from conventional wisdom on the economics of developing nations, which favours incremental investments. Sudden surges of cash are held to be dangerous in poorer countries, which often lack the institutions or the calibre of people required to make the most of such a windfall, and the money can easily be wasted or fall prey to corruption.

Nonetheless, Musharraf agreed to the proposal. The reforms began in 2003. And the results, which have now earned a qualified thumbs-up from a group of experts in science and education policy (see page 38), offer some valuable lessons for other developing nations.

First, conventional wisdom isn't always right. Despite early doubts that Musharraf's autocratic regime could allocate the new funds effectively, the experts cite initiatives such as a free national digital library and high-speed Internet access for universities as examples of success, as well as new scholarships enabling more than 2,000 students to study abroad for PhDs — with incentives to return to Pakistan afterwards. And they acknowledge that the years of reform have coincided with increases in the number of Pakistani authors publishing in research journals, especially in mathematics and engineering, as well as boosting the impact of their research outside Pakistan.

Second, human capital matters. One concern raised by the report published in this issue is that the 3,500 candidates for Pakistan's new domestic PhD programmes have had lower qualifications than the candidates going abroad. But that is a situation that should correct itself over time as Pakistan's schools improve. For the time being, the more important point is that Pakistan has opened up the chance of a research degree to many more people than in the past — including those who do not have wealthy families, or access to influential people, or good skills in European languages. Harnessing those reserves of talent is an integral part of any nation's development.

Finally, accountability is essential. This was not a priority for the architects of Pakistan's educational reform, partly because they were working for an autocratic regime, and partly because they were in too much of a hurry. The government seemed to be living on borrowed time, Musharraf's science adviser, Atta-ur-Rahman, has recalled. On the one hand, politicians, judges and lawyers were pressing for a return to democracy; on the other, the influence of the Pakistani Taliban was increasing. Suicide bombers twice tried to assassinate Musharraf — once by blowing up his motorcade as he returned from making a speech to scientists. If the reformers didn't get their programme in place quickly, they feared they might not get it in place at all.

The result, however, is that the body created to implement the reforms, the Higher Education Commission, has operated with minimal oversight by academics, parliamentarians or anyone else. There has been some waste, although no one has yet accused the commission of egregious abuses of power. But it has exhibited blind spots that an outside influence might have corrected — notably a total lack of investment in the social sciences and policy research, disciplines that encourage the asking of questions that autocratic regimes frequently dislike answering.

This must change. Pakistan is no longer a dictatorship. The elected government, under President Asif Ali Zardari, has expressed cautious support for continuing Musharraf's education reforms. It therefore has an opportunity to build on their successes and correct their shortcomings — starting with an independent review of the commission's performance.

Poor Quality of Higher Education in South Asia


A few top-tier Indian schools, such as the elite Indian Institutes of Technology (IITs), are often compared with world-class schools, but the American investors and businesses have finally learned the hard way that there is huge gap between the few tier one schools and the large number of tier two and three schools in India. Other than about 5000 graduates from the IITs, the quality of education most Indians receive at tier 2 and 3 schools is far below the norm considered acceptable in America and the developed world.

In 2005, the McKinsey Global Institute conducted a study of the emerging global labor market and concluded that a sample of twenty-eight low wage nations, including China, India and Pakistan, had about 33 million young professional in engineering, finance and accounting at their disposal, compared with only 15 million in a sample of eight higher wage nations including the US, UK, Germany, Japan, Australia, Canada, Ireland and South Korea. But "only a fraction of potential job candidates could successfully work at a foreign company," the study found, pointing to many explanations, but mainly poor quality of education.

Some India watchers such as Fareed Zakaria, an Indian-American who often acts as a cheerleader for India in the US, have expressed doubts about the quality of education at the Indian Institutes of Technology. In his book "The Post-American World", Zakaria argues that "many of the IITs are decidedly second-rate, with mediocre equipment, indifferent teachers, and unimaginative classwork." Zakaria says the key strength of the IIT graduates is the fact that they must pass "one of the world's most ruthlessly competitive entrance exams. Three hundred thousand people take it, five thousand are admitted--an acceptance rate of 1.7% (compared with 9 to 10 percent for Harvard, Yale, and Princeton)."

As a student of Karachi's NED University of Engineering and Technology in 1970s, I had similar assessment of my alma mater (and other UETs) in Pakistan as Zakaria's characterization of the IITs in India. NED Engineering College in 1970s was "decidedly second-rate, with mediocre equipment, indifferent teachers, and unimaginative classwork". However, given the fairly strict merit-based admission process, I found myself mostly surrounded by some of the best, most competitive students who had graduated with flying colors from Karachi's intermediate colleges and ranked very high on the Board of Education examination to make it into NED College. It was indeed the creme de la creme of Karachi's youth who have later proved themselves by many accomplishments in various industries, including some of the leading-edge high-tech companies in America. Even in the 1970s, there were a small number of students admitted on non-merit-based special quotas. NED University today, however, appears to have significantly expanded such special, non-merit-based, quotas for entrance into the institution, an action that has probably affected its elite status, its rankings and the perceived quality of its graduates, while other, newer institutions of higher learning have surpassed it. Some of the special categories now include sons and daughters of employees, children of faculty and professional engineers and architects, special nominees from various ministries and an expanded quota for candidates from rural areas and the military.

Looking at the top 500 universities in the world, one can see a few universities from China, Japan, Singapore and India and a few more from Muslim nations such as Malaysia, Indonesia, Turkey, Iran and Pakistan. The notable institutions from South Asia include several campuses of the Indian Institutes of Technology and Pakistan's National University of Science and Technology (NUST), University of Lahore, Karachi University and Lahore's University of Engineering and Technology. Many new universities are now being built in several Muslim nations in Asia and the Middle East, and they are attracting top talent from around the world. For example, King Abdullah University of Science and Technology (KAUST), scheduled to open on Sept. 23, is the country's attempt to create a world-class research university from scratch. It's hiring top scholars from all over the world. "Our goal is to kick-start an innovation-based economy," says Ahmad O. Al-Khowaiter, the university's vice-president for economic development. "We need a couple of success stories, and we think this will lead to one (collaboration with IBM Research)."

According to Businessweek, KAUST agreed to buy an IBM supercomputer, which is an essential tool in the research projects that IBM and the Saudis are targeting for their first collaboration. Among other things, the two teams will collaborate on a study of the nearby Red Sea, which they believe will help improve oil and mineral exploration. "[The supercomputer] is a magnet for smart people, and it makes it possible for us to solve big problems," says Majid F. Al-Ghaslan, KAUST's interim chief information officer.

An MIT survey of human resource professionals at multinational corporations in India revealed that only one quarter of engineering graduates with a suitable degree could be employed irrespective of demand (Farrell et al., 2005). Another survey of employers shows that only a handful of the 1400 engineering schools in India are recognized as providing world-class education with graduates worthy of consideration for employment (Globalization of Engineering Services, 2006). These results suggest that engineering degrees from most Indian colleges do not provide signaling value in the engineering labor market. Hence, low quality (in the labor market sense) engineering schooling has come to predominate in the education market. The current situation, with an abundance of low quality engineering schooling, is considered problematic by many in the Indian polity and it could stifle growth of the Indian economy (Globalization of Engineering Services, 2006).
