Husain Haqqani's Influence in Trump White House

Do you know that Pakistan's ex Ambassador Husain Haqqani co-authored a paper in 2016 with current US National Security staffer Lisa Curtis calling for tough US policy against Pakistan?


Is it true that Trump's highly insulting and threatening New Year tweet against Pakistan reflects Husain Haqqani's old narrative in his 2013 book "Magnificent Delusions"?

Does Haqqani not argue in essence that Pakistanis are extraordinarily clever in deceiving the United States and its highly sophisticated policymakers who have been taken for a ride by Pakistanis for over 6 decades?

Is Husain Haqqani Switching Loyalties Yet Again?

It is well-known that Mr. Husain Haqqani, who served as Pakistan's ambassador to the United States from 2008 to 2011, has a long history of  opportunism.  He has switched loyalties many times since he began his career in Karachi, Pakistan in 1980s.

Does former Ambassador Haqqani's latest Washington Post Op Ed titled "Yes, the Russian ambassador met Trump’s team. So? That’s what we diplomats do" signal yet another shift in his ever-changing loyalties?

Is the Washington Post Op Ed an attempt by Mr. Haqqani to ingratiate himself with President Donald Trump by defending the Trump campaigns' controversial contacts with Russia? Is he doing what his current employer Hudson Institute, a conservative right-wing think tank, expects him to do?  Is he also reminding the Trump administration of the valuable services he rendered to the United States while working as Pakistan's ambassador in Washington by confessing that "I had facilitated the presence of large numbers of CIA operatives" in Pakistan?

Haqqani's Shifting Loyalties:

Husain Haqqani began his career in 1980s as General Zia ul Haq's loyalist when he was affiliated with Islami Jamiat Talaba (IJT), a right-wing student group with close ties to the Jamaat-e-Islami, a political party in Pakistan.

On August 21, 1988, Husain Haqqani covered Gen Zia's funeral as coanchor of PTV, the state-run television network. After the funeral, Haqqani spoke with Los Angeles Times correspondent Mark Fineman and said as follows:

 "When Zia was alive, they (Zia's supporters) didn't have to come out. In fact, on most recent Fridays, when I went to prayer, my maulvi (Islamic preacher) has been blasting Zia as a phony and un-Islamic....Yesterday (after Zia's death), he was crying. The basic division in our society is between the Islamicists and the secularists, and this crowd today is saying that the highly religious segment of society cannot be ignored now that Zia is gone."

After the death of the general in a fiery air crash,  Haqqani joined Prime Minister Sharif's right-leaning Muslim League and served as his press secretary followed by ambassadorship in Sri Lanka.

When Nawaz Sharif lost his job, Husain Haqqani joined left-leaning Pakistan People's Party and became Prime Minister Benazir Bhutto's spokesman.

In a piece published in 1999 by Asian Wall Street Journal, Haqqani explained his changing loyalties in the following words: "Over the last three decades, I have alternated between being attracted to and repulsed by political Islam". The fact is that Mr. Haqqani has always been attracted to whoever is in power.

Currently, Haqqani is doing what is expected of him by his bosses at the right-wing Hudson Institute, a Washington think tank funded by the extreme right groups in the United States. Gatestone Institute, an offshoot of the Hudson Institute, is actively engaged in funding and promoting Islamophobia in America.

Washington Post Op Ed:

Ambassador Husain Haqqani has said in his Washington Post Op Ed that  "I had facilitated the presence of large numbers of CIA operatives" in Pakistan.

Here's an excerpt from it.

"Among the security establishment’s grievances against me was the charge that I had facilitated the presence of large numbers of CIA operatives who helped track down bin Laden without the knowledge of Pakistan’s army — even though I had acted under the authorization of Pakistan’s elected civilian leaders."

Since the Op Ed claims to tell the world "what diplomats do" as part of their duties representing their nations abroad, it raises the following questions:

1. Is it part of an ambassador's job to send foreign intelligence agents into his or her own country without the knowledge and consent of his country's intelligence folks?

2. Can an ambassador trust that foreign intelligence operatives will only do what they promise in the ambassador's home country?  Could it be that Bin Laden hunt was just an excuse to let in "large numbers of CIA operatives "who most likely have a far wider wider agenda, including tracking Pakistan's nuclear assets and spying that could risk Pakistan security?

3. Can an ambassador trust foreign intelligence agents more than his country's intelligence professionals?

4. How can an ambassador make sure that undercover foreign agents unknown to Pakistan's intelligence agencies would stick to doing only what they say they will do?

Husain Haqqani's Grudge:

Since his dismissal as Pakistan's ambassador in Washington, Mr. Husain Haqqani is nursing a grudge against Pakistan that is evident from his "research recommendations" for US policy on Pakistan.

In 2012, barely a year after he was let go as Pakistani ambassador, Mr. Haqqani recommended that the United States "divorce" Pakistan.

For example, in a 2015 Wall Street Journal piece, he questioned "why are we sending this attack helicopter to Pakistan?" The "we" here is noteworthy given that he is currently a citizen of Pakistan. Mr. Haqqani's main worry was that "American weapons will end up being used to fight or menace India".

In 2016, Mr. Haqqani argued against US sales of F-16s to Pakistan and agreed with the Indian lobbyists that the F-16s would be used against India, not for fighting terror as Pakistan said.

Pakistan People's Party's Role:

Pakistan People's Party leaders have rejected Husain Haqqani's claim that he "acted under the authorization of Pakistan’s elected civilian leaders" when he "facilitated the presence of large numbers of CIA operatives" in Pakistan.

The PPP parliamentary leader Mr. Khursheed Shah has denounced Haqqani as a traitor and said “This man is issuing statement in an effort to gain attention of new US administration.”

Summary:

Mr. Husain Haqqani has a long history of changing loyalties. He has often recommended US policy positions that are seen as detrimental to US-Pakistan ties, especially since his 2011 dismissal as Pakistan's ambassador in Washington.  He has recently said he "had facilitated the presence of large numbers of CIA operatives" in Pakistan when he served as Pakistani ambassador in Washington from 2008 to 2011. His claim that he did so with Pakistani government's authorization has been rejected by the leaders of the Pakistan People's Party that governed the country at the time.

Husain Haqqani Vs Riaz Haq on India-Pakistan Relations

Ex Ambassador of Pakistan Mr. Husain Haqqani was interviewed on October 22, 2016 by Talk4Pak team's host Faraz Darvesh on his views on India-Pakistan relations.



This week,  regular Talk4Pak panelist Riaz Haq has offered his rebuttal to a number of statements made by Ambassador Haqqani during his interview. Here's a brief summary of Mr. Haqqani's views and Riaz Haq's responses.

Husain Haqqani: Pakistan needs to treat all "terrorists" alike and crack down on all of them.

Riaz Haq:  Most nations differentiate between "good" militants and "bad" militants.

For example, Indians see Bhagat Singh as "shaheed" (martyr) and Burhan Wani a "terrorist" even though both were fighting for freedom from foreign rule.

Also, Haqqanis were called freedom fighters (Mujahedeen) against Soviets but now called terrorists by Americans.

US and Israel founding fathers are accepted as freedom fighters, not terrorists.

Like others, Pakistan, too, has to differentiate among militants as a practical matter because, as President Clinton has said,  "you can not kill or jail all the terrorists".

Pakistan security forces are already stretched in their fight against Indian-backed terrorists like the Tehreek-e-Taliban Pakistan (See Doval Doctrine), the Baloch militants openly supported by Indian Prime Minister Modi and MQM militants who, according to sworn testimony of Mohammad Anwar and Tariq Mir, receive funding to launch attacks in Karachi.  Opening up additional fronts against more groups in response to Indian and US demands can potentially lead to the defeat of Pakistani security forces followed by a civil war.

HH: Indian economy is 20X Pakistan's

RH: According to World Bank data for 2015, Indian GDP $2,073,543 Pakistan $269,971 Actual Ratio is India's GDP is 7.68X Pakistan's, not 20X

Mr. Haqqani is known for exaggerating India's size, strength and importance while diminishing Pakistan's. Is this intended to demoralize and discourage Pakistanis and tell them they are insignificant relative to India? Is it meant to please Mr. Haqqani's Hindu Nationalist fans in India?

HH: Kashmir Unresolvable

RH: Kashmir is eminently resolvable as demonstrated by Musharraf formula agreed between India and Pakistan in 2007. Formula: LoC becomes soft border with easy movement of goods and people, Total internal autonomy of each region, overseen by a committee with reps from both regions, India and Pakistan, phased withdrawal of all troops. It is absolutely resolvable.

What has Changed since 2007? The players have changed in both India and Pakistan since Musharraf-Manmohan deal....especially in India where PM Modi thinks he can intimidate Pakistan with rhetoric like "chhapan inch ki chhati" (56-in chest) and "boli nahi goli" (bullets, not talks) and use of proxies like TTP, BLA and MQM to terrorize Pakistan and kill Pakistanis

Stephen Cohen has said this about India-Pakistan situation: "The alphabet agencies—ISI, RAW, and so forth—are often the chosen instrument of state policy when there is a conventional (and now a nuclear) balance of power, and the diplomatic route seems barren."

I expect PM Modi will soon realize that only workable option is to use the diplomatic route of dialog with Pakistan.

HH: Put aside Kashmir like China put aside Taiwan.

RH: Unlike Indian occupied Kashmir, there are no mass protests, ubiquitous checkpoints and extended curfews in Taiwan. No 700,000 troops there. There's no Burhan Wanis in Taiwan to resist occupation. It's not possible to ignore Indian occupied Kashmir with daily killings and atrocities against innocent people.

HH: There is consensus Pakistan did not win 1965 war.

RH: Both governments claim victory in 1965. Many Indians, including insiders like RD Pradhan and Gen Harbkash Singh believe India did not win the 1965 war. Indian journalists like Shivan Vij say it was at best a stalemate. If India was winning in 1965, it wouldn't be the first to agree to ceasefire as it did.

 HH: His diplomacy as ambassador in Washington was effective.

 RH: Every product has features and benefits but also flaws. Ambassadors are expected to be a pitchmen at least in public. Pitchmen highlight features and benefits, not flaws. Ambassadors do not denigrate the countries they represent as Mr. Haqqani did.

 New York Times said this when Haqqani was forced out. As ambassador, Mr. Husain Haqqani behaved like "One Man Think Tank" who was "eager to share his own views, which often dovetailed American criticisms of Pakistan’s military". “There were questions about his influence at home and whether he could be trusted to accurately convey what his principals were thinking,” said one of the American officials.

HH: India's GDP growth rate 2.5X  Pakistan's

RH; Not true. India's GDP growth rate is 7.6% and Pakistan 5%.

So  the ratio is 1.52X not 2.5X

 Growth rates are not permanently sustainable. Pakistan economy grew much faster than India's in 1960s-1980s and India's economy has grown faster since 1990s. CPECis expected to add 2.5-3% growth on top of the current 5%, something India is strongly opposed to and trying to disrupt and sabotage.

HH: India's Literacy Rate 6 points higher in 1947, 22 points higher now.

RH: Not true either.  In 1951 census, the overall literacy rate was 20% in India and 14% in Pakistan, according to UNESCO.

As of 2012, India has achieved 75% literacy rate while Pakistan is at 60%.

Pakistan literacy is up 4X while India's is up 3.5X


HH: 1947-1958 was a good period for Pakistan, then Army messed it up.

RH:   Economists call this period the Flat Fifties when there was very little economic growth. Pakistan economy grew very rapidly in 1960s, much faster than India's "Hindu growth rate" under Nehru's democracy.

Pakistan had major development of agriculture with the Green Revolution that included several large dams and word's largest contiguous irrigation. Without it, Pakistanis would have starved to death.

Bangladesh happened because elected Pakistani politicians, particular Bhutto and Mujib, failed to work out difference after the elections.

Summary:

Pakistan is neither a delusion nor owned by mullahs or military as claimed by Husain Haqqani in his books "Pakistan: Between the Mosque and the Military" and "Magnificent Delusions".

Pakistan is not one or two dimensional...it's much more complex as explained by Christophe Jaffrelot in his book "The Pakistan Paradox: Instability and Resilience".

Political, military, religious, ethnic, sectarian, secular,  conservative and liberal forces are constantly pushing and pulling to destabilize it but Pakistan remains resilient with its strong nationalism that has evolved after 1971.

Pakistan continues to defy pessimist pundits like Husain Haqqani and Tarek Fatah.

Bill Clinton once said "Follow the trend-lines, not the headlines".

There are many sensational negative headlines about Pakistan that are misleading.

But look at the trends that are all positive in terms of economy, security, democracy, life expectancy. per capita incomes, education, etc etc.

 If you look at Pakistan's socioeconomic indicators, they are all up over 5,10, 15 years in spite of all the difficulties.

Swedish Professor Hans Rosling compiles these for all of the countries. His website is gapminder.org. Go take a look at it, especially health and wealth of nations. Pakistan has lower levels of income poverty than India. It also lower levels of multi-dimensional poverty as measured by MPI index that looks at not just income but also other dimensions like education, healthcare, hygiene, etc.

Sabri Assassination; India's NSG Bid; Brexit & Trump; Hamza Yousuf vs ISIS

Who killed Pakistan's world famous sufi singer Amjad Sabri Qawwal last week? Why was he targeted close to home in MQM-dominated Liaquatabad neighborhood? Is the Sabri killing a failure of Sindh Rangers' Karachi operation? Who wants to see the Army-led Karachi Operation fail? India? RAW? TTP? PPP? MQM? Why?

Why is India seeking full membership of NSG? Why has its effort failed so far? How did India succeed in getting the NSG waiver to allow nuclear trade in 2008? Is Trump Getting Foreign Policy Advice From Ex Pakistan Ambassador Husain Haqqani?

"Number one, the people negotiating don’t have a clue. Our president doesn’t have a clue. He’s a bad negotiator...We get Bergdahl. We get a traitor. We get a no-good traitor, and they get the five people that they wanted for years, and those people are now back on the battlefield trying to kill us. That’s the negotiator we have...I know the smartest negotiators in the world. I know the good ones. I know the bad ones. I know the overrated ones...But I know the negotiators in the world, and I put them one for each country. Believe me, folks. We will do very, very well, very, very well." US real estate billionaire and Republication candidate Donald Trump's rhetoric on US negotiators' skills reminds me of similar writings and analyses of the US-Pakistan ties offered by Mr. Husain Haqqani, Ex Pakistani Ambassador in Washington.

“Since 1947,” Haqqani argues in his book "Magnificent Delusion", “dependence, deception, and defiance have characterized US-Pakistan relations. We sought US aid in return for promises we did not keep.....Pakistan and the United States have few shared interests and very different political needs… If $40 billion in US aid has not won Pakistani hearts and minds, billions more will not do the trick… The US-Pakistan alliance is only a mirage.”

If one really analyses Haqqani's narrative, one has to conclude that Pakistanis are extraordinarily clever in deceiving the United States and its highly sophisticated policymakers who have been taken for a ride by Pakistanis for over 6 decades.

Similar narrative can be found in recent books by other authors. Notable among them are Carlotta Gall (The Wrong Enemy) and TV Paul ( Pakistan: The Warrior State).  Are they giving advice to Donald Trump? They all seem to think that they could do better than the highly sophisticated US policymakers and seasoned diplomats, like Ex US CIA Director and Ex Defense Secretary Robert Gates, who have real experience in such matters.  Here's a quote from Secretary Gates's testimony to a US Senate Committee: "Well, first of all, I would say, based on 27 years in CIA and four and a half years in this job, most governments lie to each other. That's the way business gets done."

Here is the text of the exchange between Gates and Leahy during the US Senate hearing on Pakistan that began with Leahy asking Gates how long the U.S. will be willing to "support governments that lie to us?"

GATES: Well, first of all, I would say, based on 27 years in CIA and four and a half years in this job, most governments lie to each other. That's the way business gets done.

LEAHY: Do they also arrest the people that help us when they say they're allies?

GATES: Sometimes.

LEAHY: Not often.

GATES: And -- and sometimes they send people to spy on us, and they're our close allies. So...

LEAHY: And we give aid to them.

GATES: ... that's the real world that we deal with.

Will Donald Trump win the Republican Primary and then be elected the next President of the United States? Will Trump prove Gall, Haqqani, Paul and others right by being tough on Pakistan, Iran, Mexico, China and other nations? The chances that Gall-Haqqani-Paul narrative will be put to test by Trump appear remote. It may be the best thing to happen to preserve world peace and allow the US and the rest of the world to prosper.

BlackBerry Transcripts Sealed Haqqani's Fate in Memogate

Ambassador Husain Haqqani has recently been forced to quit his post in Washington amidst allegations that he sought US help to rein in Pakistani military. This was done amidst fears of a coup against his boss in Islamabad last May in the aftermath of Osama Bin Laden's assassination in Abbotabad by US Navy Seals that was highly embarrassing for Pakistan's military brass.

The totality of evidence and data so far available in the public domain suggests that Haqqani did indeed invite American intervention in Pakistan's internal affairs. And given how close Haqqani and his wife have been to President Asif Ali Zardari, it is highly likely that this was done with Zardari's personal blessing. The revelations in Ijaz Mansoor's BlackBerry transcripts also make explicit reference to "the circumstances that led to May 1 (US raid in Abbottabad) and your (Haqqani's) role in all that".

Plausible Deniability:

Ambassador Haqqani has denied that he asked anyone to deliver the alleged letter on his or President Zardari's behalf. He has argued that if he, or President Zardari, wanted to deliver such a message to Admiral Mullen or anyone else in US government, it could have been done in person because of their close contacts in Washington.

I think Ambassador Haqqani is being disingenuous. It is inconceivable that a diplomat of his stature and posting has not heard of the use of back channels for "plausible deniability". According to a Wikipedia entry, "the term (plausible deniability) most often refers to the denial of blame in (formal or informal) chains of command, where upper rungs quarantine the blame to the lower rungs, and the lower rungs are often inaccessible, meaning confirming responsibility for the action is nearly impossible. In the case that illegal or otherwise disreputable and unpopular activities become public, high-ranking officials may deny any awareness of such act or any connection to the agents used to carry out such acts".

In this particular instance, the backchannel for "plausible deniability" was established through a Pakistani-American businessman Ijaz Mansoor and former US National Security Advisor James Jones.



BlackBerry Messenger (BBM) Transcripts:

It appears from publicly available information that there was a falling out between Haqqani and Mansoor. Incensed by Haqqani's disparaging public remarks about him, Mansoor went public with a Financial Times article that included the details of the memo, and later also released the transcripts of the BlackBerry chats he had with Haqqani as part of the entire process of drafting and delivery of the memo.

Haqqani now claims that the BlackBerry Messenger transcripts have been doctored, a ridiculous claim for any one who knows that BlackBerry's key selling point to governments and corporations is its secure communications feature. Even the highly resourceful governments cannot break the encryption of Blackberry devices, which poses serious national and homeland security issues.

Haqqani is the Fall Guy:

An essential goal of "Plausible Deniability" is that, in the event of public exposure, the lower ranks end up taking the fall to protect the people at the top. In this case, Ambassador Haqqani has taken the fall to protect his boss President Asif Zardari, at least in the short term. Zardari may survive this blow for now, but he will be a significantly weakened leader for the rest of the current term. And it is highly unlikely that he would be able to retain his office beyond his current term which will end in 2013.

The secret memorandum to Mike Mullen Chairman, Joint Chiefs of Staff by Pakistan’s envoy to the United States Hussain Haqqani allegedly on behalf of President Asif Ali Zardari

CONFIDENTIAL MEMORANDUM

Briefing for Adm. Mike Mullen, Chairman, Joint Chiefs of Staff

During the past 72 hours since a meeting was held between the president, the prime minister and the chief of army staff, there has seen a significant deterioration in Pakistan’s political atmosphere. Increasingly desperate efforts by the various agencies and factions within the government to find a home – ISI and/or Army, or the civilian government – for assigning blame over the UBL [Osaama bin Laden] raid now dominate the tug of war between military and civilian sectors. Subsequent tit-for-tat reactions, including outing of the CIA station chief’s name in Islamabad by ISI officials, demonstrates a dangerous devolution of the ground situation in Islamabad where no central control appears to be in place.

Civilians cannot withstand much more of the hard pressure being delivered from the Army to succumb to wholesale changes. If civilians are forced from power, Pakistan becomes a sanctuary for UBL’s legacy and potentially the platform for far more rapid spread of al Qaeda’s brand of fanaticism and terror. A unique window of opportunity exists for the civilians to gain the upper hand over army and intelligence directorates due to their complicity in the UBL matter.

Request your direct intervention in conveying a strong, urgent and direct message to Gen Kayani that delivers Washington’s demand for him and Gen Pasha to end their brinkmanship aimed at bringing down the civilian apparatus – that this is a 1971 moment in Pakistan’s history. Should you be willing to do so, Washington’s political/military backing would result in a revamp of the civilian government that, while weak at the top echelon in terms of strategic direction and implementation (even though mandated by domestic political forces), in a wholesale manner replaces the national security adviser and other national security officials with trusted advisers that include ex-military and civilian leaders favorably viewed by Washington, each of whom have long and historical ties to the US military, political and intelligence communities. Names will be provided to you in a face-to-face meeting with the person delivering this message.

In the event Washington’s direct intervention behind the scenes can be secured through your personal communication with Kayani (he will likely listen only to you at this moment) to stand down the Pakistani military-intelligence establishment, the new national security team is prepared, with full backing of the civilian apparatus, to do the following:

1.President of Pakistan will order an independent inquiry into the allegations that Pakistan harbored and offered assistance to UBL and other senior Qaeda operatives. The White House can suggest names of independent investigators to populate the panel, along the lines of the bipartisan 9-11 Commission, for example.

2.The inquiry will be accountable and independent, and result in findings of tangible value to the US government and the American people that identify with exacting detail those elements responsible for harboring and aiding UBL inside and close to the inner ring of influence in Pakistan’s Government (civilian, intelligence directorates and military). It is certain that the UBL Commission will result in immediate termination of active service officers in the appropriate government offices and agencies found responsible for complicity in assisting UBL.

3.The new national security team will implement a policy of either handing over those left in the leadership of Al Qaeda or other affiliated terrorist groups who are still on Pakistani soil, including Ayman Al Zawahiri, Mullah Omar and Sirajuddin Haqqani, or giving US military forces a “green light” to conduct the necessary operations to capture or kill them on Pakistani soil. This “carte blanche” guarantee is not without political risks, but should demonstrate the new group’s commitment to rooting out bad elements on our soil. This commitment has the backing of the top echelon on the civilian side of our house, and we will insure necessary collateral support.

4.One of the great fears of the military-intelligence establishment is that with your stealth capabilities to enter and exit Pakistani airspace at will, Pakistan’s nuclear assets are now legitimate targets. The new national security team is prepared, with full backing of the Pakistani government – initially civilian but eventually all three power centers – to develop an acceptable framework of discipline for the nuclear program. This effort was begun under the previous military regime, with acceptable results. We are prepared to reactivate those ideas and build on them in a way that brings Pakistan’s nuclear assets under a more verifiable, transparent regime.

5.The new national security team will eliminate Section S of the ISI charged with maintaining relations to the Taliban, Haqqani network, etc. This will dramatically improve relations with Afghanistan.

6.We are prepared to cooperate fully under the new national security team’s guidance with the Indian government on bringing all perpetrators of Pakistani origin to account for the 2008 Mumbai attacks, whether outside government or inside any part of the government, including its intelligence agencies. This includes handing over those against whom sufficient evidence exists of guilt to the Indian security services.

Pakistan faces a decision point of unprecedented importance. We, who believe in democratic governance and building a much better structural relationship in the region with India AND Afghanistan, seek US assistance to help us pigeon-hole the forces lined up against your interests and ours, including containment of certain elements inside our country that require appropriate re-sets and re-tasking in terms of direction and extent of responsibility after the UBL affair.

We submit this memorandum for your consideration collectively as the members of the new national security team who will be inducted by the President of Pakistan with your support in this undertaking.
