Silicon Valley Launch of "Eating Grass- The Making of the Pakistani Bomb"

Unlike most western accounts of Pakistani nuclear program which begin and end with A.Q. Khan's network,  Brig Feroz H. Khan's  scholarly work "Eating Grass" offers a very comprehensive story of the "Making of The Pakistani Bomb". Feroz Khan takes the reader through the interdisciplinary nature and the inherent complexity of what it takes to develop, build and operationalize a nuclear weapons arsenal.

Setting the Record Straight:

The standard Western and Indian narrative has us believe that A.Q. Khan stole the uranium enrichment technology and built the Pakistani atom bomb, and then proliferated it to Iran, Libya and North Korea. To put it perspective,  Feroz Khan explains that it takes at least 500 scientists and 1300 engineers with relevant training and skills to have a nuclear weapons program, according to a 1968 UN study. In a piece titled "Laser Isotope Enrichment-a new dimension to the nth country problem?", Dr. Robert L. Bledsoe writes as follows: "a United Nations study conservatively estimates that at least 500 scientists and 1300 engineers are needed to develop and maintain warhead production facilities, and an additional 19,000 personnel (more than 5000 of them scientists and engineers) are required to produce delivery vehicles of the intermediate ballistic missile variety".

Book Launch:

Khan's book was launched in Silicon Valley at the Fremont Marriott yesterday, with about 100 invited guests, including this blogger, in attendance. The author was introduced by Ms. Sabahat Rafique, a prominent local Pakistani-American. The author, currently a lecturer at Naval Postgraduate School in Monterey,  spoke briefly about the extensive research he undertook to write the book. He was joined by Prof Rifaat Husain, visiting scholar at Stanford University's Center for International Security and Cooperation, to answer questions.

Human Capital Development:

"Eating grass", published by Stanford University Press, traces the origins of Pakistani nuclear program to the work of Dr. Rafi Mohammad Chaudhry in 1950s and of Dr. Ishrat Husain Usmani in 1960s, both of whom were graduates of Aligarh Muslim University. Dr. Chaudhry did his doctoral research in physics under the supervision of the famous British physicist Ernest Rutherford at Cambridge and Dr. Usmani got his Ph.D. in physics at Imperial College, University of London, with Nobel Laureate Professor P.M.S. Blackett as his adviser.  Along with Pakistani Nobel Laureate Dr. Abdus Salam, Chaudhry and Usmani built laboratories and academic institutions and inspired generations of Pakistanis to study subjects in STEM (Science, Technology, Engineering and Mathematics) fields to produce the scientific and engineering talent for the young nation beginning in 1950s and 1960s.

Darra Adam Khel cottage industry making copies of sophisticated firearms is a testament to the reverse engineering prowess in Pakistan. Faced with multiple layers of sanctions, Pakistanis have now developed industrial scale reverse engineering capabilities. The best example of it is Pakistan's cruise missile Babur which was derived from US Tomahawk cruise missile. Some of these Tomahawk missiles landed intact in Pakistani territory when Clinton ordered cruise missile attack on Bin Laden in August 1998 in response to USS Cole attack by Al Qaida.

Zulfikar Ali Bhutto's Role: 

The title of the book "Eating Grass" alludes to Zulfikar Ali Bhutto's famous quote "we will eat grass, even go hungry, but we will get one of our own (atom bomb). We have no other choice".  Khan goes beyond the quote to highlight Bhutto's substantial role in promoting Pakistan's nuclear program in 1960s. After India's humiliating defeat at the hands of the Chinese in 1962 and the Chinese nuclear test in 1964, Bhutto realized that India, too, would follow suit with a bomb of its own. He started lobbying with President Ayub Khan to start the bomb effort as early as mid 1960s. Ayub and most of his cabinet dismissed the idea but Bhutto remained committed to it and started taking modest steps toward building the scientific capability for it. As part of this effort, Pakistan Atomic Energy Commission (PAEC) and Pakistan's Institute of Nuclear Science and Technology (PINSTECH) were established in 1960s under the leadership of Dr. I.H. Usmani. These were followed by the construction of Karachi Nuclear Power Plant (KANUPP) in 1970s. These institutions became training grounds for thousands of engineers and scientists in Pakistan in the field of nuclear science and technology.

1971 India-Pakistan War:

It was Pakistan's dismemberment after a humiliating defeat in India-Pakistan war of 1971 and India's first successful nuclear test in 1974 that, according to Khan,  strengthened Pakistanis' resolve to weaponize the country's nuclear program.  This new resolve gave strong impetus to expanding research and development activities and covert acquisition of a range of components necessary to build indigenous capability to produce nuclear warheads and delivery mechanisms. This was done in the face of strict international controls mandated by NPT and MTCR to prevent proliferation of nuclear and missile technologies.

Parallel covert efforts started with the establishment of a uranium enrichment facility at Kahuta which was headed by A.Q. Khan. A.Q Khan, a graduate of Karachi University, had been working on uranium enrichment in Europe for many years. He had the knowledge and the experience. He also had a wide range of contacts he had developed over the years while working at URENCO in Europe which he used to establish a procurement network. A.Q. Khan succeeded in acquiring the components and building thousands of gas centrifuges to produce highly enriched uranium (HEU) well ahead of a similar plutonium (Pu) reprocessing program underway at PAEC.

The book explains that HEU from A.Q. Khan's Research Lab (KRL) was essential but alone was not enough to make a bomb. It was PAEC that did the R&D to metalize UF6 into bomb core, and designed and built trigger mechanism with specialized explosives, lenses and detonators. It also required lots of cold testing to test the bomb design before conducting hot tests.

May 1998 Nuclear Tests:

Pakistan finally decided to go ahead with its atomic weapons tests in response to India's tests in May, 1998. It took only two weeks for Pakistan to do so after the Indian tests. Pakistan's then-prime minister Nawaz Sharif ordered the tests in the face of intense international pressure, particularly from the US President Bill Clinton who made multiple phone calls to Sharif asking him to refrain from it.The tests were followed by severe international sanctions led by the United States against Pakistan.

Ballistic and Cruise Missiles:

In addition to the work on the bomb, both PAEC and KRL labs also pursued development of reliable delivery vehicles for nuclear warheads. While PAEC worked on solid fuel rockets based on Chinese M-11 design, KRL focused on liquid-fueled variety based North Korean Nodong, writes Khan in "Eating Grass".  Khan says Pakistanis have also reverse engineered American Tomahawk cruise missile as part of their efforts to add stealth capability to hit targets deep inside India from air, land and sea.

Command and Control: 

Khan goes into the efforts made by Pakistan under President Musharraf since 2000 to put in place robust security of its nuclear assets and sophisticated command and control structures. A separate strategic command has been established to operationalize its nuclear weapons capability. And it is continuing to develop with changing needs.

Response to Indo-US Nuclear Deal:

Khan says in the book that there are eight Indian reactors exempted by US-India nuclear deal from IAEA safeguards leaving India free to process and accumulate 500 Kg weapons-grade plutonium per year. In addition, India is rapidly expanding its HEU production for its nuclear submarine by adding thousands of centrifuges.

Pakistan has responded by increasing its plutonium production at its indigenously built Khushab reactor complex which is not covered by IAEA safeguards, according to Khan. KRL is also continuing to produce about 100 Kg per year HEU with a new generation of P-3 and P-4 centrifuges at much higher separation rate.

Damaging Episodes:

Khan does not gloss over the severe damage done to Pakistan by AQ Khan's proliferation network and concerns raised by a meeting of Pakistani nuclear scientists Sultan Bashiruddin Mehmood and Abdul Majeed with Osama Bin Laden. He discusses at length how AQ Khan turned his procurement network into a proliferation network for personal profit. Musharraf saw the AQ Khan's proliferation as the "most difficult thing to deal with". The author quotes Musharraf as saying, "(T)he public image of A.Q. Khan was that of a legend and father of the bomb. He certainly was a hero for his role and contribution to the nuclear program, but at the same time no other person brought so much harm to the nuclear program than him".

 As to Mehmood and Majeed, Khan says that they designed Khushab reactors. Their expertise was in reactor design, not bomb-making, and they couldn't have helped Al Qaeda  acquire a bomb even if they wanted to. Nonetheless, they reinforced international suspicions about Pakistan's primarily defensive nuclear efforts.

Criticism of the Book:

As expected, the main criticism of the book has come from Indian reviewers. In a 500-page book, Indian critics have singled  out a one-line citation by the author that on December 16, 1971, Prime Minister Indira Gandhi stood before the Indian Parliament and, amid a thunderous standing ovation, stated that India had “avenged several centuries of Hindu humiliation at the hands of Mughal emperors and sultans”. Khan has cited his reference for it as follows: V. Longer, The Defence and Foreign Policy of India (New Delhi: Sterling Publishers, 1998), 205. Summary:

Brig Feroz Khan's "Eating Grass" is an erudite work that offers the first authentic insider account of the making of the Pakistani bomb. It details a story of spectacular scientific and strategic achievement by a nation dismissed as a temporary "tent" and a "nissen hut" at birth by Viceroy Lord Mountbatten in 1947. That same "nissen hut" is now a nuclear power about which Brookings' Stephen Cohen has said as follows:

“One of the most important puzzles of India-Pakistan relations is not why the smaller Pakistan feels encircled and threatened, but why the larger India does. It would seem that India, seven times more populous than Pakistan and five times its size, and which defeated Pakistan in 1971, would feel more secure. This has not been the case and Pakistan remains deeply embedded in Indian thinking. There are historical, strategic, ideological, and domestic reasons why Pakistan remains the central obsession of much of the Indian strategic community, just as India remains Pakistan’s.”

Brig Feroz Khan concludes his book on a somber note by mentioning "massive corruption" and "stagflation" in the country he served. "Perhaps it never crossed Zulfikar Ali Bhutto's mind that his words (eat grass...even go hungry) would become a self-fulfilling prophesy."

"Eating Grass-The Making of the Pakistani Bomb"-- Riaz Haq Talks With Author Firoz Khan

Unlike most western accounts of Pakistani nuclear program which begin and end with A.Q. Khan's network, Brig Feroz H. Khan's scholarly work "Eating Grass" offers an insider's account of the "The Making of The Pakistani Bomb".

In this interview, Feroz Khan discuses the challenges and the inherent complexity of what it takes to develop, build and operationalize a nuclear weapons arsenal with maximum deterrence value:

Pakistan Nuclear Program: Kahuta in the Crosshairs of India & Israel in 1980s

Recent death of Pakistani nuclear scientist Dr. Abdul Qadeer Khan has brought back memories of the success of Pakistan's nuclear program in the face of extreme adversity. This story came into particularly sharp focus by the Israeli newspaper Haaretz's headline "How Pakistan's A.Q. Khan, Father of the 'Muslim Bomb,' Escaped Mossad Assassination".  The opponents' efforts to stop what they called "The Muslim Bomb" exemplified "by all means necessary" madness, including assassinations of scientists. It included a joint India-Israel plan to attack and destroy Kahuta, the location of the Khan Research Lab (KRL) tasked with enriching uranium to build the bomb. Accounts of this plan have emerged from multiple sources in India, Israel and Pakistan.  

Dr. Abul Qadeer Khan

Joint India-Israel plan was developed to attack and destroy Khan Research Lab, named after Dr. Abdul Qadeer Khan, in1982. The plan involved Israeli F-16 fighters carrying bombs and F-15 air superiority aircraft providing air defense to the attacking aircraft. The Israeli aircraft would fly from an airbase in India.

Adrian Levy and Catherine Scott-Clark:

British journalists Adrian Levy and Catherine Scott-Clark, authors of ‘Deception: Pakistan, the US, and the Global Weapons Conspiracy’, have reported that the Israeli Air Force was to launch an attack on Kahuta. The book claims that “in March 1984, Prime Minister Indira Gandhi signed off (on) the Israeli-led operation bringing India, Pakistan, and Israel to within a hair’s breadth of a nuclear conflagration”. Here is an excerpt of Levy's book:

"In February 1983, with the strike plan at an advanced stage, Indian military officials had travelled secretly to Israel, which had a common interest in eliminating Khan, to buy electronic warfare equipment to neutralize Kahuta’s air defenses. On 25 February 1983, Indian prime minister Indira Gandhi had accused Pakistan of “covertly attempting to make nuclear weapons,” and three days later, Raja Ramanna, director of India’s Bhabha Atomic Research Center, had revealed that India, too, was developing a uranium enrichment facility. Suspecting something was brewing, the ISI sent a message to their Indian intelligence counterparts in RAW that autumn, and as a result Munir Ahmed Khan of the Pakistan Atomic Energy Commission met Dr. Ramanna at the Imperial Hotel in Vienna. He warned Ramanna that if India were to strike at Kahuta, Pakistan would hit India’s nuclear facilities at Trombay. It lay downwind from the teeming Indian city of Mumbai and an attack would result in the release of “massive amounts of radiation to a large populated area, causing a disaster.”

Indian Defense Analyst Bharat Karnad:

Indian defense analyst Bharat Karnad has also reported about  the Israel-India plan, citing Israeli sources. Here's Karnad's account:

"....I met with the Israeli army chief Moshe Dayan’s legendary MilIntel head from the 1956 Sinai Operations, retired Major General Aharon Yaariv then in Reserve and called up for duty, at the Kiryat Shimona kibbutz just this side of the Israeli border. It was Yaariv who told me over breakfast the story of how Indira Gandhi had first approved of an Israeli strike on the Pakistani uranium enrichment centrifuge complex in Kahuta in 1982 with Indian help but called off the raid just before it got underway. The Israelis who had taken out Saddam Hussein’s Osiraq military reactor in Baghdad in June 1981 had planned the attack, according to Yaariv, thus: A sortie of six IsAF F-16s and like number of F-15s flying combat air patrol (CAP) were to come in from Haifa over the southern Arabian Sea into Jamnagar where the crews would rest up for a couple of days, and tie-up last minute, minor, changes in the flight and mission plans. The IsAF strike and CAP aircraft would then take off from Jamnagar, fly over central India and into Udhampur where previously IsAF C-17s would have landed with a cargo of deep penetration and detonation weapons for use on Kahuta targets. The Israelis had warned GOI that their aircraft would fly with Israeli roundels and entirely unmasked because, as Yaariv put it, they didn’t trust the Indians, who would be the principal beneficiaries, to not claim that it was a solely Israeli initiative in which India had no role whatsoever. “We wanted India to be fully involved and implicated and to share in the responsibility for the mission”, he told me, even though the IsAF could have carried out the entire operation all by itself using aerial refuelers as was done on the strike on the PLO HQ outside Tunis (over 1,500 miles away) in 1985. The plans were thereafter for the Israeli F-16-F-15 complement to top off their tanks, upload the special heavy ordnance on fuselage points and take off, flying in the lee of the mountains to avoid Pakistani radar detection, before coming into the open for the final bomb run over target — two F-16s at a time drooping (sic) their loads and egressing as the F-15s circled overhead to take care of any interference by PAF air defence aircraft. The attacks completed the F-16s would continue flying west, out of Pakistani airspace, before dipping southwards and returning to home base. The IsAF aircraft breaking out into the open from the mountain shadows would not have afforded PAF and Pakistani RBS-70 anti-aircraft guns (ex-Sweden) enough time to erect and fire away. (Wrote about it first in the Sunday Observer in the mid 1980s.)" 

Pakistan's Brigadier Feroz Hasan Khan:

Pakistani Brigadier Feroz Hasan Khan, the author of "Eating Grass: The Making of the Pakistani Bomb", described it in his book as follows: 

"... Pakistani intelligence picked up leads of Israeli and Indian intelligence collaboration and discovered that the Indian Air Force had begun planning a strike on Pakistan’s nuclear facilities. India conducted a feasibility study on an Osirak-type attack against Pakistan at its Combat College, and the Indian Air Force conducted a series of exercises related to this study, some of which used top-of-the-line Jaguar aircraft. Meanwhile, Israel offered a new proposal that would accomplish New Delhi’s goals. Under this new plan, Israeli planes would take off from an Indian Air Force base in Jamnagar, refuel at a satellite airfield somewhere in northern India, and in the final stage, the planes would track the Himalayas to avoid early radar detection before penetrating Pakistani airspace.”   

President Musharraf on Dr. AQ Khan's Contribution: 

In a Dawn TV interview with Naeem Bukhari, former President of Pakistan General Pervez Musharraf explained the complexity of the development of the nuclear bomb. He recognized Dr. AQ Khan's major contribution to the development of uranium enrichment process but went on to elaborate that it takes a lot more to build a bomb. To put it perspective, Brigadier Feroz Khan, author of "Eating Grass: The Making of the Pakistani Bomb", cites a 1968 UN study's finding that it takes at least 500 scientists and 1300 engineers with relevant training and skills to have a nuclear weapons program. Western Media Coverage:

A Stanford study of the western media coverage of Pakistan's nuclear program found it to be negative. Here's an excerpt from "Media's Use of Propaganda to Persuade People's Attitude, Beliefs and Behaviors" by Johnnie Manzaria & Jonathon Bruck:    

"In order to get a better feel for how the United States media is able to persuade the public to think about Pakistan’s nuclear technology in a negative way, it is helpful to see how the same media is able to make a different county’s nuclear technology appear unrelated to global stability and safety. In effect, the purpose of the propaganda will be to ensure that French nuclear technology appears non-threatening. In order to achieve this goal, the media had to take the focus of nuclear technology away from the military implications and focus it elsewhere. Many articles that came out in newspapers across America after France exploded their first atomic bomb on February 13, 1960 shifted the focus toward more political themes. This is a clear example of the Dune affect, which states that those who control the media control the opinions of the people. Subjectively, the media focuses on shifting the focus from something bad to something good when it serves the ideology they wish to spread. Furthermore, it is possible for this to be work because this exploits a well-known principle of human behavior which says, "people simply like to have reasons for what they do" (Cialdini 3)............Thus, the media only needs to give a reason for their message despite its validity in order for it to be accepted" The Jerusalem Post and the Washington Post articles also take another approach to the propagandistic tactic of creating an enemy as friend of enemy. Not only do both of them link Pakistan to Iran, Syria, and Libya politically--by showing ties between the countries--they further connect the countries through religion by using the coined term: Islamic bomb. The term is not a new one, originating in the 1970’s after the former President of Pakistan Zulfikar Ali Bhutto referred to the desire to produce a nuclear bomb to help counter the nuclear arsenals of the Christians, Communists, and eventually Hindus (Downie A20). Largely misquoted, the term became used in much of the anti-Pakistani propaganda of labeling by generalization. 1In fact, both the articles in the Washington Post and the Jerusalem Post make references to the potential threat of an "Islamic bomb." Such references are made despite repeated statements from the Pakistani government explaining that Pakistan does not intend to share any of its nuclear technology with any country. Pakistani Prime Minister Nawaz Sharif said, "No one should give religious color to the success achieved by our nuclear scientists.... It is incorrect to call it an Islamic bomb" (Moore 19). Despite the Pakistani attempts to disavow the notion of an Islamic Bomb, American media has been using the term rather liberally as a propaganda tactic of dehumanization, a tactic that involves lumping a group together in such a way that takes away any individuality. 1This is effective because we systematically blur distinctions and insist that the enemy remain faceless so that any acts are done not against men, women, and children, but a mass identity and in this case surrounded by the group with the "Islamic bomb." Such techniques can be found in even scholarly works, such as one written through the Center for Strategic and International Studies at Georgetown University where the term Islamic Bomb is used to persuade the public to see nuclear proliferation into South Asia as a threat to national security. Using the faceless enemy tactic, the paper written by Rodney Jones states that Pakistan’s centrifuge program in 1979 "were accompanied by suggestions that the program was financed by Libya and dramatized the notion that the end result would be an Islamic bomb"" . 

Summary:

Sources from India, Israel and Pakistan have confirmed that India and Israel secretly planned to attack and destroy Dr. Abdul Qadeer Khan Research Lab in Kahuta, Pakistan in early 1980s. It was intended to stop Pakistan from enriching uranium to build a nuclear bomb. Pakistani ISI learned of the secret plan and tipped off the Pakistan Air Force which started increased patrols. PAF was also told to be ready to strike at nuclear sites in Trombay in India and Dimona in Israel. Meanwhile, the ISI let the Indians and the Israelis know that Pakistan would retaliate, bringing "India, Pakistan, and Israel to within a hair’s breadth of a nuclear conflagration". In the end, better sense prevailed in New Delhi with the Indian Prime Minister Indira Gandhi rescinding her orders.

Pakistan to Build Nuclear Submarines?

Pakistan has said it will take steps to maintain the credibility of its nuclear deterrence after India's decision to acquire a Russian nuclear attack submarine on a 10-year lease. "We are looking at these developments very closely. Rest assured, there will be no compromise in terms of maintaining the credibility of our deterrence," Pakistan Foreign Office spokesman Abdul Basit was quoted by the media reports as saying at a news briefing in December, 2011.

Now there are strong rumors in the media indicating that Pakistan is preparing to build its own fleet of nuclear-powered and nuclear-armed submarines to complete its nuclear triad for effective deterrence primarily against the regional threat posed by India's massive arms buildup.



A Pakistani defense analyst Mansoor Ahmed recently told Defense News that he has for some time believed Pakistan was working on a nuclear propulsion system for submarine applications and that Pakistan already has a functional submarine launched variant of the Babur cruise missile.

Pakistan's Babur cruise missile is very similar to the U.S. BGM-109 Tomahawk, and it can carry conventional or nuclear warheads, according to Ahmed.

Ahmed says Pakistan is now gearing up to build its own SSN/SSGN flotilla as a way of deterring India and maintaining the strategic balance in South Asia. However, Ahmed argues that Pakistan should build ballistic missile submarines. to fully ensure the credibility of its deterrent.

Here are some of the advantages of nuclear submarines:

1. Atomic weapons abroad nuclear submarines can be more survivable and useful for second strike capability which is considered vital for nuclear deterrence.

2. Nuclear propulsion, being completely independent of air, frees the submarine from the need to surface frequently, as is necessary for conventional submarines; the large amount of power generated by a nuclear reactor allows nuclear submarines to operate at high speed for long durations; and the long interval between refuelings assures a range limited only by supplies such as food. Current generations of nuclear submarines never need to be refueled throughout their 25-year lifespans.

3. Pakistan does have some AIP (air-independent propulsion)equipment on some of its current fleet of conventional submarines, which can stay submerged for longer periods to significantly boost their stealth and combat capabilities, somewhat narrowing the gap with nuclear-powered submarines which of course can operate underwater for much longer periods.

The rumors have not been confirmed or denied by Pakistani military. But if the past history is any guide, it's quite safe to assume that Pakistan will continue to effectively respond to all military threats to its security and preserve credible nuclear deterrence. It has already produced and deployed a significant nuclear arsenal consisting of uranium and plutonium bombs, ground-based nuclear-capable ballistic and cruise missiles, air-launched nuclear missiles, modern fighter-bombers, tactical nuclear weapons, etc.

In their attempts to preserve their nuclear deterrence, Pakistanis are often reminded of a quote from former Pakistani Prime Minister Zulfikar Bhutto's speech in which he said, "If India builds the bomb, we will eat grass and leaves for a thousand years, even go hungry, but we will get one of our own". Well, Pakistanis didn't have to wait for a thousand years. Pakistan tested its nuclear bomb in 1998, about three decades after Mr. Bhutto's "we will eat grass" speech.

Pakistan does have a hunger and malnutrition problem that needs to be seriously addressed as a priority. However, all of the available data from international sources shows that the hunger problem is far worse in India, with hundreds of millions of its citizens going to bed hungry every night as Pakistan's neighbor and traditional rival continues its massive arms build-up.

Here's an excerpt from Times of India on persistent and pervasive hunger in India:

With 21% of its population undernourished, nearly 44% of under-5 children underweight and 7% of them dying before they reach five years, India is firmly established among the world's most hunger-ridden countries. The situation is better than only Congo, Chad, Ethiopia or Burundi, but it is worse than Sudan, North Korea, Pakistan or Nepal.

Today India has 213 million hungry and malnourished people by GHI estimates although the UN agency Food and Agriculture Organization (FAO) puts the figure at around 230 million. The difference is because FAO uses only the standard calorie intake formula for measuring sufficiency of food while the Hunger Index is based on broader criteria.


What is even worse is that many of the hundreds of millions starving Indian children are resorting to eating dirt while India has achieved the dubious distinction of being the world's largest importer of weapons. Here's how BBC describes the situation in the Indian state of Uttar Pradesh:

In Ganne, just off the main road about an hour south of the city of Allahabad, this is a simple fact of life.

It is home to members of a poor tribal community, who live in small huts clustered around a series of shallow quarries.

Inside one of the huts sits a little girl called Poonam. She is three years old, and in the early stages of kidney failure.

Like many children in Ganne she has become used to eating bits of dried mud and silica, which she finds in the quarry. Tiny children chew on the mud simply because they are hungry - but it is making them ill.

When reports first emerged of children eating mud here local officials delivered more food and warned the villagers not to speak to outsiders. But Poonam's father, Bhulli, is close to despair.


I believe that there can be no real national security without economic security. Even as they struggle to maintain credible nuclear deterrence against external threats, it's important for Pakistani leadership to take steps to revive Pakistan's ailing economy with a renewed sense of urgency.

Pakistan Navy Plans Modernization, Indigenization

Admiral Naveed Ashraf, Pakistan Navy Chief, spoke of his vision for "indigenization and modernization" of his branch of the Pakistani military on the eve of multinational AMAN 2025 naval exercises. Biennial AMAN Exercise and Dialogue this year attracted 60 nations from Australia to Zimbabwe (A to Z). China, the United States, Turkey and Japan were among the countries which participated in it.

Pakistan has a 1,000 kilometers long coastline on the Arabian Sea with maritime sovereignty over 200 nautical miles deep Exclusive Economic Zone (EEZ) and 150 nautical miles of Continental Shelf. This adds 290,000 square kilometers of sea or about 36% of the country's land area open for tapping vast resources in it. Pakistan's "Blue Economy" in this extended economic zone includes seafood and energy resources as well as international trade connectivity with the rest of the world. It offers opportunities for water sports, recreation and tourism in the coastal areas of Pakistan. 

Over the next 10 years, Pakistan has plans to build a modern well-equipped naval force with 50 ships ranging from frigates and submarines to corvettes and offshore patrol vessels.  Recently, Pakistan Navy has inducted Type 054 A/P frigates from China, Offshore Patrol Vessels Batch-I and Batch-II from Romania and MILGEM-class corvette from Türkiye.  "These platforms with the latest weapons and sensors will be a significant addition to the Pakistan Navy’s existing capabilities to effectively deal with today’s complex multi-threat environment", Ashraf told John Hill of "Naval Technology" publication.  "The Jinnah-class frigate marks a significant advancement for my Navy as our first indigenously designed and produced large warship", he added. 

As part of its modernization and indigenization effort, Pakistan is building its domestic defense industry to reduce dependence on imports. The Pakistani Navy Chief explained: "Currently, our industrial base is developing and gearing up for this initiative and we anticipate that our technological capabilities will grow throughout the program. This growth will be facilitated through partnerships with experienced defense partners from friendly countries". China and Turkey are Pakistan's closest partners in this effort.  Pakistan’s defense acquisition budget is forecast to register a compound annual growth rate of 11.4% over the next four years: it is projected to reach $3.1 billion in 2029 from $2 billion in 2025, according to GlobalData intelligence.

In terms of military diplomacy, Pakistan is working with a much larger group of nations represented at the AMAN Exercises and Dialogue 2025. The list includes Australia, Azerbaijan, Bahrain, Bangladesh, Belarus, Brazil, Brunei, Burundi, Cambodia, Canada, China, Comoros, Czech, Djibouti, Egypt, Fiji, France, Germany, Indonesia, Iran, Iraq, Italy, Japan, Jordan, Kazakhstan, Kenya, Kingdom of Saudi Arabia (KSA), Kuwait, Libya, Malaysia, Maldives, Morocco, Myanmar, Netherland, Nigeria, Oman, Pakistan, Palestine, Philippines, Qatar, Romania, Russia, Seychelles, South Africa, South Korea, Spain, Sri Lanka, Switzerland, Tajikistan, Tanzania, Thailand, Timor-Leste, Tunisia, Türkiye, UAE, Uganda, UK, USA and Zimbabwe.

Pakistan Third Most Popular Among Online Outsource Countries

Pakistan ranks number 3, after US (#1) and India (#2), in terms of freelancers doing outsourced IT work on contract. Bangladesh ranks fourth, according to data from four biggest online outsourcing sites:  Elance.com, oDesk.com, Freelancer.com, and Guru.com.

The data also shows that US, Australia and the UK as the top hiring countries. All four websites work in a similar way: First, companies post job requirements on these sites. Next, freelancers or IT-companies offer their bids with skills and cost for the project listed on the website. Finally, the company chooses the best bid meeting its job requirements.


Recently, Freelacers.com, one of the top four online marketplaces, said there are 240,000 freelance Pakistanis registered as providers on its website.


With more than 30 million internet subscribers, five million plus broadband users and a population nearing 200 million, according to Freelancer executive Adam Byrnes, it makes sense to have a presence in Pakistan.
“Going forward, we want to provide self-employment for a billion people, a significant portion of that is going to come from Pakistan,” he told Express Tribune.

In addition to having a large population, Pakistan has seen its human capital grow significantly over the last decade.  With nearly 16% of its population in 25-34 years age group having college degrees, Pakistan is well ahead of India and Indonesia, according to Global Education Digest 2009 published by UNESCO Institute of Statistics. UNESCO data also shows that Pakistan's lead is growing with younger age groups.

Faster economic growth requires BOTH skilled manpower and investment of dollars as Pakistanis saw during Musharraf years. Regardless, the growth of human capital is a good thing to build a foundation for Pakistan's future. It'll contribute to economic growth when the security situation improves and FDI returns to Pakistan. The country's large diaspora too will be helpful in accelerating Pakistan's growth and development with money and skills.

Human Capital Growth in Pakistan

A 12-year-old Pakistani girl is taking advance online classes offered by Stanford University. The youngest Microsoft certified professional is a Pakistani. Young Pakistanis are setting records with straight A's on O level and A level Cambridge courses. These frequent reports offer anecdotal evidence of Pakistan's growing human capital. Such evidence is also supported by data reported by various researchers and organizations.

With nearly 16% of its population in 25-34 years age group having college degrees, Pakistan is well ahead of India and Indonesia, according to Global Education Digest 2009 published by UNESCO Institute of Statistics. UNESCO data also shows that Pakistan's lead is growing with younger age groups.

By comparison, a little over 12% of Indians and 9% of Indonesians in 25-34 years age group have completed tertiary education. In 35-44 years age group, 11% of Pakistanis, 9% of Indians and 8% of Indonesians have completed college education. The report shows that 3% of Pakistanis and 1% of Indians have completed tertiary education abroad.

Harvard University researchers Robert Barro and Jhong-wa Lee offer similar insights into educational attainment in Asia and the rest of the world.    As of 2010, there are 380 (vs 327 Indians) out of every 1000 Pakistanis age 15 and above who have never had any formal schooling. Of the remaining 620 (vs 673 Indians) who enrolled in school, 22 (vs 20 Indians) dropped out before finishing primary school, and the remaining 598 (vs 653 Indians) completed it. There are 401 (vs 465 Indians) out of every 1000 Pakistanis who made it to secondary school. 290 (vs 69 Indians) completed secondary school  while 111 (vs. 394 Indians) dropped out. Only 55 (vs 58 Indians)  made it to college out of which 39 (vs 31 Indians) graduated with a degree.


 Another important point to note in Barro-Lee dataset is that Pakistan has been increasing enrollment of students in schools at a faster rate since 1990 than India. In 1990, there were 66.2% of Pakistanis vs 51.6% of Indians who had no schooling. In 2000, there were 60.2% Pakistanis vs 43% Indians with no schooling. In 2010, Pakistan reduced it to 38% vs India's 32.7%.

Pakistan's human capital development has been driven over the years starting with the Green Revolution technologies in 1960s to nuclear development program in 1980s and information and telecom revolution in 2000s.  More recently, there has been growing interest in biotechnology and robotics. Completion of  the first human genome project has spawned more than 200 life sciences departments at Pakistani universities.  US drones have angered and fascinated many in Pakistan to go into robotics at 60 engineering colleges and universities in Pakistan. These revolutions have inspired large numbesr of young Pakistanis to study courses in business and STEM (Science, Technology, Engineering and Math) fields and swell the ranks of scientists and professionals.

Clearly, both India and Pakistan have made significant progress on the education front in the last few decades. However, the Barro-Lee dataset confirms that the two South Asian nations still have a long way to go to catch up with the rapidly developing nations of East Asia and the industrialized world. Huge investments made in higher education during Musharraf years helped hundreds of thousands of students to benefit from the doubling of the number of universities from 71 in 2002 to 137 now. It's now the responsibility of Pakistan's civilian leadership to sustain that momentum.

India's IT Exports Figures Highly Exaggerated

A 2005 study by US General Accounting Office (GAO) found that Indian government's figures for software and technology exports to the United States were 20 times higher than the US figures for import of the same from India.

U.S. General Accounting Office looked at the 2003 data showing the United States reported $420 million in unaffiliated imports of BPT (business, professional, and technical) services from India, while India reported approximately $8.7 billion in exports of affiliated and unaffiliated BPT services to the United States.

The GAO found at least five definitional and methodological factors that contribute to the difference between U.S. and Indian data on BPT services. First, India and the United States follow different practices in accounting for the earnings of temporary Indian workers residing in the United States. Second, India defines certain services, such as software embedded on computer hardware, differently than the United States. Third, India and the United States follow different practices for counting sales by India to U.S.-owned firms located outside of the United States. The United States follows International Monetary Fund standards for each of these factors. Fourth, BEA (Bureau of Economic Analysis) does not report country-specific data for particular types of services due to concerns about the quality of responses it receives from firms when they allocate their affiliated imports to detailed types of services. As a result, U.S. data on BPT services include only unaffiliated imports from India, while Indian data include both affiliated and unaffiliated exports. Fifth, other differences, such as identifying all services importers, may also contribute to the data gap.

In theory, India follows what is known as BPM 6 (MSITS) reporting method for software and information-enabled technology services (ITES) which counts sales to all multinationals, earning of overseas offices, salaries of non-immigrant overseas workers as India's exports. In practice, India violates it. BPM 6 allows the salaries of first year of migrant workers to be included in a country's service exports. India continuously and cumulatively adds all the earnings of its migrants to US in its software exports. If 50,000 Indians migrate on H1B visas each year, and they each earn $50,000 a year, that's a $2.5 billion addition to their exports each year. Cumulatively over 10 years, this would be $25 billion in exports year after year and growing.

There has neither been any acknowledgement nor any correction of the Indian government's methodology for reporting software and IT services exports since the GAO report was published in 2005. This raises serious questions about the accuracy of India's claims of $60 billion to $70 billion IT software and service exports being currently reported. If the 20X exaggeration still persists, the Indian IT exports could be as little as $3 billion to $4 billion today based on the US methodology.

Unlike the Reserve Bank of India's claimed BPM 6 methodology, the State Bank of Pakistan uses a much more conservative BPM 5 reporting system which does not include sales to multinationals located in Pakistan and earning of overseas offices and salaries of non-immigrant Pakistani overseas workers in Pakistan's exports figures. If the State Bank switched to BPM 6 method, Pakistan's software and IT exports of $294 million for 2012-2013 could easily become at least $5 billion.

US-Pakistan Civil Nuclear Deal On Obama-Sharif Summit Agenda?

Having failed to persuade, intimidate, bribe and sanction Pakistan to abandon its nuclear weapons program, there are credible reports that Washington is now ready to accept Pakistan as a legitimate nuclear weapons state in exchange for limiting the range of the country's ballistic missiles.

Washington is abuzz with the news of major think tank analyses and credible media reports indicating that the October 22, 2015 Obama-Sharif summit agenda includes US-Pakistan civil nuclear deal along the lines of India-US civilian nuclear deal.


According to a Washington Post report, the deal with Pakistan centers around a civilian nuclear agreement similar to the one the United States arrived at with India, in exchange for a Pakistani commitment that would "restrict its nuclear program to weapons and delivery systems that are appropriate to its actual defense needs against India's nuclear threat."

As part of such a deal,  the United States will support an eventual waiver for Pakistan by the 48-nation Nuclear Suppliers Group, of which the United States is a member. At U.S. urging, that group agreed to exempt India from rules that banned nuclear trade with countries that evaded the Non-Proliferation Treaty. This so-called “civil nuclear agreement” allowed India partial entry into the club of nuclear powers, in exchange for its willingness to apply International Atomic Energy Agency safeguards to its civilian program, according to the Washington Post's veteran columnist David Ignatius.

Prior to the Washington Post report, the Washington-based Stimson Center and the Carnegie Endowment think tanks published a 20,000-word essay on Pakistan’s nuclear program and diplomatic ambitions last week. Written by Toby Dalton and Michael Krepon and titled "Nuclear Mainstream", it recommends Pakistan to agree to meet five conditions for its nuclear mainstreaming:

(1) Shift from the full spectrum deterrence to strategic deterrence

(2) Limit production of tactical weapons or short range delivery weapons

3) Become amenable to talks on the fissile material cut off treaty (FMCT)

4) Delineate civil and military nuclear programs

5) Sign the Comprehensive Test Ban Treaty (CTBT)


Given Pakistan's growing energy needs,  the country will most likely engage with the United States to try and get a stamp of legitimacy from the NSG. However, the Washington Posts's Ignatius believes that such "negotiations would be slow and difficult, and it's not clear that Islamabad would be willing to accept the limitations that would be required." Meanwhile, the issue is being discussed quietly in the run-up to Prime Minister Nawaz Sharif's visit to Washington on October 22.

Pakistan's Shaheen III Can Serve as SLV & Hit Deep Inside India, Israel

Pakistan has successfully tested Shaheen III ballistic missile with 1700 mile range. The intermediate range missile can hit deep inside India and Israel. Its multi-stage solid-fuel technology can also be used to launch satellites into space. It has been jointly developed by the National Engineering and Scientific Commission (NESCOM) and the Space and Upper Atmosphere Research Commission (SUPARCO). It's the latest example of dual-use technology.

The missile was successfully test-fired into the Arabian Sea on Monday, March 9, 2015, according to the Strategic Plans Division (SPD) which oversees Pakistan’s nuclear program. Announcing the result, General Zubair Mahmood Hayat, the head of SPD, congratulated NESCOM (National Engineering and Scientific Commission) scientists and engineers for “achieving yet another milestone of historic significance.”


Shaheen-III is the latest in the series of the indigenously produced Shaheen-I and Shaheen-II, which had shorter ranges. “The test launch was aimed at validating various design and technical parameters of the weapon system at maximum range,” the Pakistani military said in a statement. Pakistani military leaders are trying to maintain a “credible deterrence” as arch-rival India continues to invest heavily in military hardware.

Since the technology used in satellite launch vehicles (SLV) is virtually identical to that used in a ballistic missile, Shaheen 3, the latest enhancement to Shaheen series of missiles, is expected to boost Pakistan's space program as well.  Several nations, including India and Israel recently, have used same rocket motors for  both ballistic missiles and satellite launch vehicles (SLVs).  Israel's Shavit SLV and India's SLV-3 are examples of it.

The success of Shaheen 3 multi-stage solid-fueled ballistic missile is a confirmation of Pakistan's determination to ensure its security AND to pursue its space ambitions at the same time. I congratulate Pakistani engineers and scientists at NESCOM and SUPARCO on their hard work, continuing deep commitment and the latest achievement.
