Kerry Challenges Modi with "Hard Evidence" of India's Covert War in Pakistan

US Secretary of State John Kerry did not openly acknowledge it in pubic but he took Modi to the woodshed with "hard evidence" of India's continuing support of the Tehrik-e-Taliban Pakistan (TTP) and its chief Mullah Fazlullah currently sheltered in Afghanistan.  The US has since put Mullah Fazlullah on its most wanted terrorist list.

A report in Daily Mail News filed by Christina Palmer and Anjali Sharma quotes an unnamed inside source as saying: “The atmosphere in the room after Kerry and Modi had lunch together, changed when Premier Modi very blatantly stated that he and his government so shocked to hear about the Peshawar School Terror that the schools and both the houses of the Parliament observed moment of silence to mourn the Peshawar School Terror and thus there could be no Indian hand involved in it.” In response, the sources say, Americans "got furious and showed some hard evidences of Mulla Fazalulla and RAW nexus in Afghanistan to influx terror in Pakistan. The American side took the Indian side quite aggressively and also snubbed Modi over the highly objectionable role of his National Security Advisor Ajit Kumar Doval ".

The reports adds: "Modi and his team were grilled over the admissions of Ajit Doval of funding and utilizing TTP terrorists to destabilize Pakistan and Modi was asked to tame Doval and Research and Analysis Wing (RAW) both in this direction. Modi was told to end India’s patronization of Mulla Fazalulla in Afghanistan and it was made it clear to Modi and his team that the US was about to place Mulla Fazalulla on list of global terrorists and an Indian pampering of him would jeopardize the US-India relations and can also have its implications on the upcoming visit of the US President to India".

A post titled "Has Modi India Stepped Up India's Covert War in Pakistan?" posted on December 22, 2014 has been picked up  and widely covered by mainstream Pakistani media in the last few weeks. It's reproduced below for those who missed it:

Chuck Hagel should know what he's talking about when it comes to intelligence. He served on the US Senate Intelligence Committee before he became the Pentagon chief.

How does India "finance problems" in Pakistan? Here are some of the ways it does so:

1. India's intelligence agency RAW uses its long and deep ties with the Afghan Intelligence KhAD (Khadamat-e Aetela'at-e Dawlati, also known as the National Directorate) staffed by openly anti-Pakistan agents who are known to support the Pakistani Taliban (TTP).  There are reports that the current TTP chief Mullah Fazlullah is being protected by KhAD agents in Afghanistan. Last year, US troops snatched former TTP chief Hakimullah Mehusd's deputy Latifullah Mesud  from Afghan intelligence agents. Apparently, Latifullah had been traveling back and forth across the Pak-Afghan border to coordinate attacks inPakistan with the Afghan agents.

2.  Before writing and promoting an anti-Pakistan book in India, American analyst and author Christine Fair said this in 2009: "Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity! Moreover, India has run operations from its mission in Mazar (through which it supported the Northern Alliance) and is likely doing so from the other consulates it has reopened in Jalalabad and Qandahar along the border. Indian officials have told me privately that they are pumping money into Baluchistan". Prominent Pakistani Baloch insurgents like Brahamdagh Bugti are also being sheltered by the Afghan security and intelligence establishment along with RAW.

3.  Another US analyst Laura Rozen explained India-Taliban nexus as follows: "While the U.S. media has frequently reported on Pakistani ties to jihadi elements launching attacks in Afghanistan, it has less often mentioned that India supports insurgent forces attacking Pakistan, the former (US) intelligence official said. "The Indians are up to their necks in supporting the Taliban against the Pakistani government in Afghanistan and Pakistan," the former (US) intelligence official who served in both countries said. "The same anti-Pakistani forces in Afghanistan also shooting at American soldiers are getting support from India. India should close its diplomatic establishments in Afghanistan and get the Christ out of there."

There are signs that India has stepped up its covert war against Pakistan since the election of the Hindu Nationalist government of Prime Minister Modi. The first sign is the appointment of an anti-Pakistan hawk Ajit Doval as Modi's National Security Advisor. As a key part of his long service to India's intelligence establishment, Doval says he served as an undercover RAW agent in Pakistan for seven years.

Given all the circumstantial evidence of Indian support of Baloch insurgents' and TTP's war against Pakistan,  the Pakistani security and intelligence establishment can not rely on counterinsurgency operations like ZarbeAzb alone to stop the civilian carnage on Pakistani streets and schools. The overall counterinsurgency strategy must include serious efforts to cut off support and funding for the TTP and the Baloch insurgents from both domestic and external sources, and disruption of the Indian intelligence network operating against Pakistan from Afghanistan. It will require superior intelligence and significant counter-intelligence operations, as well as an effective narrative and powerful diplomatic offensive to put pressure on India to stop its covert war being waged on Pakistani soil.

Prime Minister Narendra Modi with Top Foreign Policy Advisor Ajit Doval 

What Mr. Blackwill said about India back in 2006 still rings true with Modi's foreign policy team's poor handling of Nepal.  In a piece titled "Has Narendra Modi's foreign policy bubble burst", a BBC report summed up the situation in the following words:

"For many in India, Narendra Modi is seen as the country's best brand ambassador. That's quite apparent from his many overseas visits in his first 16 months in office - he has generated plenty of interest, airtime and drawn adulation from the extensive Indian diaspora. But that may not be enough in sustaining relationships in the neighbourhood, as he is fast finding out."

India's Regional Ties:

There seems to be emerging consensus that Prime Modi's "Neighborhood First" policy he announced at the time of his inauguration last year appears to be on the verge of collapse.

The Hindu Nationalists' foreign policy spearheaded by former RAW Chief Ajit Doval is causing rapid deterioration of India's relations with most of its neighbors ranging in size from China and Pakistan to Maldives and Nepal. Written during Prime Minister Modi's recent US visit, including a large reception given by Indian Americans in Silicon Valley, an opinion piece by policy analyst Jyoti Malhotra concludes as follows:  "So as the prime minister charms America, flanked by his two key aides Ajit Doval and S Jaishankar, the thought surfaces: Let him also spare a thought for India’s crisis-ridden neighbourhood".

India's Biggest Policy Blunder:

India threw away its substantial conventional military edge over Pakistan when the Hindu Nationalist government of Atal Bihari Vajapayee decided to carry out its nuclear tests in 1998.  It gave Pakistan the justification it needed to go nuclear a few weeks later, thereby achieving balance of terror with its much larger neighbor with a huge conventional military.

Indian analyst Krishna Kant explains his country's policymakers blunder as follows: "Nuclear weapons have reduced Pakistan defense cost while we (India) have been forced to spend tens of billions of dollars to acquire latest military hardware in a bid to retain the edge. Its shows in the defence budget of the two countries since 1999 nuclear blasts. All through 1980s and 90s, Pakistan was spending around a third of its government budget and 5-6% of its GDP on defence, or about twice the corresponding ratios for India. After going nuclear, Pakistan’s defence spending decelerated and its share in GDP is expected to be decline to around 2.5% in the current fiscal year, slightly ahead of India’s 2%. This is releasing resources for Pakistan to invest in productive sectors such as infrastructure and social services, something they couldn’t do when they were competing with India to maintain parity in conventional weapons."

Ajit Doval's Rhetoric Against Pakistan:

Kant argues that the Hindu Nationalists blunders in the past have severely limited India's policy options vis-a-vis Pakistan. Here's how how he concluded his Op Ed in Business Standard: "In this environment, a hard talk by Mr Doval followed by a high-decibel drama by the government on the National Security Advisor’s talk between the two countries seems nothing more than a show for the gallery. The audience may be applauding right now, but claps may turn to boos as the public realises the inconsistencies in the script and the pain it inflicts on the hero."

Summary:

Hindu Nationalists' superpower delusions have led them to policies that are hurting India's position in South Asia region and the world. No amount of hard talk by Ajit Doval can change this fact.  Former Indian Prime Minister Mr. Manmohan Singh has recently said: "India and Pakistan need sustained engagement to realise the vast potential of benefits of liberalisation of trade and investment in the South Asian region." Modi and Doval need listen to Mr. Singh. India's best bet is to engage with Pakistan as well as other neighbors on a sustained basis to deal with the realities as they exist.

Indian Analyst Bharat Karnad to Modi: Use TTP Terrorists to Attack Pakistan

With the home-grown resistance of a new generation of Kashmiris against India's brutal military occupation turning into a full-blown insurgency, Indian Prime Minister Narendra Modi's right-wing Hindu Nationalist government is trying desperately to divert attention from its human rights abuses by blaming Pakistan for Pulwama attack. Mr. Modi and his ministers are making war threats to "punish" Pakistan for Pulwama attack carried out by a local Kashmiri young man using explosives obtained locally. How will Mr. Modi "punish" Pakistan? Will India launch a full-frontal attack? Or do another "surgical strike" that Pakistan can deny? Or opt for covert warfare using its terrorist proxies?

Bharat Karnad

In a recently published Bloomberg Quint Op Ed on Pulwama attack in Indian Occupied Kashmir, a top Indian analyst Bharat Karnad has said that "it (TTP) is an asset for India to support and grow with moral and materiel support, and to develop". "Indeed, TTP’s fighting qualities are sufficiently developed and effective to simultaneously fight the Pakistan army in Pakistan and the U.S.-led NATO forces in Afghanistan", Karnad adds.

During former US Defense Secretary James Mattis' visit to New Delhi in 2017, Bharat Karnad had also acknowledged TTP-RAW link in a Hindustan Times Op Ed in the following words:

"Mattis’ request that India moderate its support for TTP will put Delhi in a fix because TTP is useful as an Indian counterpart of the Hizbul Mujahideen, Lashkar-e-Toiba, and Jaish-e-Mohammad deployed by the Pakistan Inter-Services Intelligence (ISI) in Jammu and Kashmir. Severing relations with TTP will mean India surrendering an active card in Pakistan and a role in Afghanistan as TTP additionally provides access to certain Afghan Taliban factions. This, together with the Abdul Ghani regime’s desire for India’s presence and the tested friendship with Abdul Rashid Dostum and his Tajik-dominated ‘Northern Alliance’, ensures that no solution for peace in Afghanistan can be cobbled together without India’s help."

Bharat Karnad is a Research Professor in National Security Studies at the Centre for Policy Research, New Delhi. But Bharat Karnad is not alone in advocating the use of India's terrorist proxies against Pakistan. Since 2013, India's current National Security Advisor Ajit Doval has been talking about "Pakistan's vulnerabilities" to terrorism and India's ability to take advantage of it. Here are excerpts of his speech at Sastra University:

"How do you tackle Pakistan?.....We start working on Pakistan's vulnerabilities-- economic, internal security, political, isolating them internationally, it can be anything..... it can be defeating Pakistan's policies in Afghanistan...... You stop the terrorists by denying them weapons, funds and manpower. Deny them funds by countering with one-and-a-half times more funding. If they have 1200 crores give them 1800 crores and they are on our side...who are the Taliban fighting for? It's because they haven't got jobs or someone has misled them. The Taliban are mercenaries. So go for more of the covert thing (against Pakistan)..." Ajit Doval, India's National Security Advisor

Based on recent comments from Indian analysts and past pronouncements of senior India officials like Ajit Doval, I expect India to intensify its proxy war of terror against Pakistan.

Why is India Sponsoring Terrorism in Pakistan?

There is substantial direct and indirect evidence now emerging that shows India is a state sponsor of terrorism in Pakistan.

On the one hand, the Modi government is funding the Teheek--e-Taliban Pakistan (TTP), various Baloch insurgent groups, MQM militants and other groups to terrorize Pakistanis. On the other hand, it is accusing Pakistani government of sponsoring terror in Kashmir and demanding action against Kashmiri support groups headed by Hafiz Saeed and Masood Azhar. It appears that the "Doval Doctrine", named after India's hawkish national security advisor Ajit Doval,  is designed to stretch Pakistan Army so thin that it finally collapses and paves the way for India to dominate Pakistan.

Evidence of Indian Sponsorship of Terror: 

Here are some of the pieces of the evidence of India's support for terror in Pakistan:

1. A 2015 London police document  revealed as follows:

“Large amounts of cash have been seized from premises associated with the MQM and a significant amount of assets have been identified in the United Kingdom. All of the cash and assets are believed to represent funds provided to MQM by the Indian government or other unlawful activity."
 The document said that "both Mr. (Tariq) Mir and Mr. (Mohammad) Anwar (close aides of MQM leader Altaf Hussain) stated that MQM was receiving funding from Indian government".

MQM leader Altaf Hussain has been using militants in Karachi, the economic hub of Pakistan, to launch attacks and destabilize the country.

2. Kulbhushan Yadav, a serving Indian Navy Commander, was arrested in Pakistan's Balochistan province in 2016. Yadav said his purpose was to remain in direct contact with Baloch insurgents and carry out "activities with their collaboration".

Indian Prime Minister Narendra Modi is now openly supporting Baloch insurgency in Pakistan. The Indian support for Baloch insurgents' terrorism in Pakistan is no longer a secret.

3. Ex US Secretary of Defense Chuck Hagel has confirmed based on US intelligence reports that "India has always used Afghanistan as a second front against Pakistan. India has over the years been financing problems in Pakistan".   

4. Since 2013, India's current National Security Advisor Ajit Doval has been talking about "Pakistan's vulnerabilities" to terrorism and India's ability to take advantage of it.  Here are excerpts of his speech at Sastra University:

5. India's intelligence agency RAW has a long history of sponsoring terror in Pakistan. Ex Indian spy R.K. Yadav has documented some of RAW's past successes in Pakistan stretching back to 1960s.

India's Pakistan Obsession:

Why is India's Hindu leadership so paranoid about Pakistan and Pakistanis?   Let us examine the source of India's Pakistan phobia by looking at various statements made by analysts, strategists and Hindu leaders across the political spectrum.

Hindu RSS leader M.S. Golwalkar described as "worthy of worship" by current Indian Prime Minister Narendra Modi: 

"Ever since that evil day, when Moslems first landed in Hindustan, right up to the present moment, the Hindu Nation has been gallantly fighting on to take on these despoilers. The Race Spirit has been awakening.”

Indian Prime Minister Jawaharlal Nehru's Defense Minister Krishna Menon:

"In Pakistan's view the Partition is only the beginning. Her idea is to get a jumping-off ground to take the whole of India.....it was from the Mughals that the British took over (India). Now the British having gone, they (Muslims) must come back (to rule all of India)"

India's ex National Security Advisor and Foreign Secretary J.N. Dixit:

"The reason Britain partitioned India was to fragment Hindu areas into political entities and ensure Pakistan's emergence as the largest and most cohesive political power in the subcontinent. Pakistan's ultimate aim is to fragment India. Pakistani invasion of Kashmir in 1948 and subsequent wars are part of this continuous exercise. The Kargil war and the proxy war in Jammu and Kashmir are the latest example of this pressure. India has not been decisive and surgical in resisting Pakistani subversion. India has voluntarily given concessions to Pakistan despite defeating it in all major conflicts. Pakistan's long term objective is to ensure that India does not emerge as the most influential power in the South Asian region. The Pakistani power structure has a powerful antagonism toward Hindu-majority civil society in India. Pakistan has sought the support of a large number of Muslim countries and Asian and Western powers (China and the US) to keep India on the defensive. Pakistan's continued questioning of Indian secularism, democracy and constitutional institutions is a deliberate attempt to generate friction within India. Pakistani support of the secessionist and insurgent forces in Jammu and Kashmir, in Punjab and in the north-eastern states of India confirms this impression."

Modi's Objectives:

Prime Minister Narendra Modi's government is attempting to achieve the following:

1. Deflect world attention from Indian Army atrocities in Kashmir.

2.  Cover up India's proxy war of terror in Pakistan.

3. Isolate Pakistan internationally.

4. Sabotage China-Pakistan Economic Corridor (CPEC).

5. Bleed Pakistan by a thousand cuts to weaken it to the point where India can easily dominate the entire region.

Summary:

Indian Prime Minister Modi and his national security advisor and right-hand man Ajit Doval are sposoring terrorism in Pakistan while blaming Pakistan of terror to cover their tracks.  It's important for Pakistanis to not only understand what India is doing but also make a serious effort to make the world aware of it.

Pakistani Security Officials Had Warned of Afghan Army's Collapse

Pakistani security officials had warned Americans and Indians that the Afghan Army would collapse when faced with the Taliban onslaught, according to multiple people including American journalist Steve Coll and Indian National Security Advisor Ajit Doval. Former US Ambassador Ryan Crocker who has served in both Afghanistan and Pakistan has recently written that Pakistanis' skepticism has been validated.

In response to a question posed by New Yorker staff writer Isaac Chotiner, Steve Coll, author of "Directorate S" about Pakistan ISI, said, "I remember talking to the Pakistani generals about this (US building Afghan Army) circa 2012. And they all said, “You just can’t do that. It won’t work.” They turned out to be right". Here's the relevant excerpt of the New Yorker interview published on August 15, 2021: 

Isaac Chotiner: Why, ultimately, was it so hard to stand up the Afghan military to a greater extent than America did? Was it some lack of political legitimacy? Some problem with the actual training? 

Steve Coll: I don’t know what proportion of the factors, including the ones you listed, to credit. But I think that the one additional reason it didn’t work was the sheer scale of the ambition. And this was visible in Iraq as well. Building a standing army of three hundred thousand in a country that has been shattered by more than forty consecutive years of war and whose economy is almost entirely dependent on external aid—that just doesn’t work. What did work was what at various stages people thought might be possible, which was to build a stronger, more coherent, better-trained force, which has effectively been the only real fighting force on behalf of the Kabul government over the past few years. This force is referred to as commandos or Special Forces, but it is basically twenty or thirty thousand people. That you can build with a lot of investment and hands-on training. But you can’t just create an army of three hundred thousand. I remember talking to the Pakistani generals about this circa 2012. And they all said, “You just can’t do that. It won’t work.” They turned out to be right.

A 2013 video clip of Indian National Security Advisor Ajit Doval has recently surfaced in which he essentially confirms what Steve Coll told The New Yorker.  Doval can be heard saying that the 325,000 strong Afghan Army and police will deliver. He said the Afghan Army is well trained and sufficiently motivated. Doval believed the Afghan National Army will defend the Afghan state and Afghanistan's constitution and democracy irrespective of what happens at the political level, he added. Doval said he didn't believe 15-20 Pakistani security officials who have told him otherwise. He said he never believes anything the Pakistanis say.  

Former US Ambassador Ryan Crocker who has served in both Afghanistan and Pakistan has written in a New York Times Op Ed that "We (Americans) have again validated their (Pakistanis') skepticism".  Here's an excerpt of Crocket's Op Ed:

I pushed Pakistani officials repeatedly on the need to deny the Taliban safe havens. The answer I got back over time went like this: “We know you. We know you don’t have patience for the long fight. We know the day will come when you just get tired and go home — it’s what you do. But we aren’t going anywhere — this is where we live. So if you think we are going to turn the Taliban into a mortal enemy, you are completely crazy.” We have again validated their skepticism.

In a recent interview with BBC's Yalda Hakim, General Sir Nick Carter, the Chief of the British Armed Forces, has said that the Pakistani Army Chief General Qamar Javed Bajwa is an upright man. Carter said that General Bajwa wanted to see a peaceful and moderate Afghanistan. He said that Pakistan had to face various challenges. Pakistan sheltered 3.5 million Afghan refugees on its soil. The British military chief said Pakistan had set up barricades on the Afghan border and was keeping a close eye on border traffic.  

Carter Malkasian, former advisor to US Joint Chiefs Chairman General Dunford, has recently talked about how Afghan governments have scapegoated Pakistan for their failures. He said: "Let’s take Pakistan, for example. Pakistan is a powerful factor here. But on the battlefield, if 200 Afghan police and army are confronted with 50 Taliban or less than that, and those government forces retreat, that doesn’t have a lot to do with Pakistan. That has to do with something else". 

In another discussion,  Malkasian explained the rapid advance of the Taliban and the collapse of the Afghan government led by President Ashraf Ghani. Here's what he said:

Over time, aware of the government’s vulnerable position, Afghan leaders turned to an outside source to galvanize the population: Pakistan. Razziq, President Hamid Karzai and later President Ashraf Ghani used Pakistan as an outside threat to unite Afghans behind them. They refused to characterize the Taliban as anything but a creation of Islamabad. Razziq relentlessly claimed to be fighting a foreign Pakistani invasion. Yet Pakistan could never fully out-inspire occupation.

NY Times: Modi Bought Israeli Pegasus Spyware as Part of $2 Billion Deal

In a long investigative report titled "The Battle for the World’s Most Powerful Cyberweapon" published today, the New York Times has revealed that the Indian Prime Minister Narendra Modi bought the Pegasus spyware as part of a 2017 $2 billion deal he signed with then Israeli Prime Minister Benjamin Netanyahu.

Here's the relevant excerpt of the New York Times report on Modi-Netanyahu deal:

"In July 2017, Narendra Modi, who won office on a platform of Hindu nationalism, became the first Indian prime minister to visit Israel. For decades, India had maintained a policy of what it called “commitment to the Palestinian cause,” and relations with Israel were frosty. The Modi visit, however, was notably cordial, complete with a carefully staged moment of him and Prime Minister Netanyahu walking together barefoot on a local beach. They had reason for the warm feelings. Their countries had agreed on the sale of a package of sophisticated weapons and intelligence gear worth roughly $2 billion — with Pegasus and a missile system as the centerpieces. Months later, Netanyahu made a rare state visit to India. And in June 2019, India voted in support of Israel at the U.N.’s Economic and Social Council to deny observer status to a Palestinian human rights organization, a first for the nation". 

Mr. Modi has used the Israeli spyware to not only spy on his critics at home but also his perceived enemies abroad. Pakistani Prime Minister Imran Khan is among the most prominent targets of the Modi government's cyber attacks, according to a recently released Project Pegasus report.  The Indian government has neither confirmed nor denied the report.  The focus of the report is the use of the Israeli-made spyware by about  a dozen governments to target politicians, journalists and activists. The users of the Pegasus software include governments of  Bahrain, Morocco, Saudi Arabia, India, Mexico, Hungary, Azerbaijan, Togo and Rwanda.

Modi's National Security Advisor (NSA) Ajit Doval is the man behind India's acquisition of cyberweapons like the Israeli Pegasus spyware. Indian National Security Council Secretariat (NSCS), which reports to National Security Adviser (NSA) Ajit Doval, has seen a tenfold increase in budgetary allocation, according to a Hindu newspaper story published in 2017.  Prior to becoming Modi's NSA, Doval openly advocated using the Taliban terrorists against Pakistan.  Recently, Doval has talked about weaponizing "the civil society" . “The new frontiers of war, what you call the fourth-generation warfare, is the civil society,”  he said in November 2021. Elaborating further, he said wars have ceased to become an effective instrument for achieving political or military objectives. They are too expensive or unaffordable and, at the same time, there is uncertainty about their outcome. “But it is the civil society (NGOs) that can be subverted, suborned, divided, manipulated to hurt the interests of a nation. You are there to see they stand fully protected,” he said. 

This is not the first time that Pakistan has figured prominently as India's favorite target for cyber hacks. Last year, a report in The Sunday Guardian of India said: "Mobile phones of around 30 Pakistani government servants, who include serving army generals, officials attached with the ISI and senior bureaucrats, were hacked into by using Pegasus spying software during April and May 2019". 

In addition to the use of spyware, the Indian government has been engaged in a massive, long-running disinformation campaign targeting Pakistan. EU Disinfo Lab, an NGO that specializes in disinformation campaigns, has found that India is carrying out a massive 15-year-long disinformation campaign to hurt Pakistan. The key objective of the Indian campaign as reported in "Indian Chronicles" is as follows: "The creation of fake media in Brussels, Geneva and across the world and/or the repackaging and dissemination via ANI and obscure local media networks – at least in 97 countries – to multiply the repetition of online negative content about countries in conflict with India, in particular Pakistan".  After the disclosure of India's anti-Pakistan propaganda campaign, Washington-based US analyst Michael Kugelman tweeted: "The scale and duration of the EU/UN-centered Indian disinformation campaign exposed by @DisinfoEU is staggering. Imagine how the world would be reacting if this were, say, a Russian or Chinese operation".

Pegasus is spying software made by NSO Group, an Israeli company whose exports are regulated and controlled by the Israeli government. It uses several different messaging apps to plant itself in mobile phones. Last year, Apple issued a warning to its customers of a "zero-click" version of the Pegasus software. It does not require the phone user to click on any links or messages for the spyware to take control of the device. Once installed, it can read and export any information or extract any file from SMS messages, address books, call history, calendars, emails and internet browsing histories.   

The Israeli spyware will likely inspire other software developers elsewhere to copy and improve it, contributing to a proliferation of such hacking and spying tools around the world. The governments and officials who use it to target others will eventually become targets themselves, unless the nations of the world agree to some norms of internationally accepted cyber behavior. It's high time to think about it.

How Will Pakistan Respond to Terrorist Attack on Quetta Police Academy?

Quetta has suffered yet another mass tragedy with a major terrorist attack on a police academy that has claimed at least 60 young lives of cadets.  What is behind these continuing attacks in Balochistan and elsewhere in Pakistan? Who's doing these and why?

Pressure on Pakistan:

All indications are that these attacks are part of the ongoing campaign to ratchet up the pressure on Pakistan to act against the Haqqani group, Laskhar-e-Taiba founder Hafiz Saeed and Jaish-e-Mohammad founder Masood Azhar.

Another motivation for such attacks appears to be sabotage of the China-Pakistan Economic Corridor (CPEC) that is strongly opposed by the Modi government in New Delhi.

Doval Doctrine:

On the one hand, the Modi government and its allies in Kabul are funding the Teheek--e-Taliban Pakistan (TTP), various Baloch insurgent groups, MQM militants and other groups to terrorize Pakistanis. On the other hand, they are accusing Pakistani government of sponsoring terror in Afghanistan and Kashmir and demanding action against the Kashmiri support groups headed by Hafiz Saeed and Masood Azhar and the Haqqanis.

It appears that the "Doval Doctrine", named after India's hawkish national security advisor Ajit Doval,  is designed to stretch Pakistan Army so thin that it finally collapses and paves the way for India to dominate Pakistan. The Doval Doctrine is fully supported by the Tajik-dominated government in Kabul.

Pakistan's Response to Pressure: 

Will foreign pressure on Pakistan work? Will Pakistan do the bidding of foreign governments to relieve the pressure being ratcheted up through major terrorist attacks on its soil? To answer this question, let us look at the following two quotes:

1.  "The Pakistani establishment, as we saw in 1998 with the nuclear test, does not view assistance -- even sizable assistance to their own entities -- as a trade-off for national security vis-a-vis India". US Ambassador Anne Patterson, September 23, 2009

2. “Pakistan knows it can outstare the West."  Pakistani Nuclear Scientist Pervez Hoodbhoy, May 15, 2011

Message to Foreign Governments:

Leaders in Kabul, New Delhi and Washington need to heed the words of Ambassador Anne Patterson and Dr. Pervez Hoodbhoy as they pursue their policy of using violence to put pressure on Pakistanis.

Those ratcheting up the pressure on Pakistan need to understand that the Pakistanis have faced much bigger traumas in the past with the break-up of the country by Indian sponsorship of terror followed by the Indian invasion of East Pakistan in 1971.

The Pakistanis have lost over 60,000 lives to terror in the last decade. Their strength and resilience in the face of extreme adversity is well-tested.

The Pakistanis are betting that the end-game in Afghanistan is near with the continuing  drawdown of the American forces.  The power vacuum left by the Americans will most likely be filled by either the Afghan Taliban or ISIS.

Given the choice between the Afghan Taliban and ISIS, it's almost certain that that the Americans and the Pakistanis would prefer the Afghan Taliban over ISIS to bring some semblance of stability there.

Summary: 

The tragic Quetta Police Academy mass-casualty terror attack is part of the ongoing campaign to ratchet up the pressure on Pakistan to act against the Haqqani group, Laskhar-e-Taiba founder Hafiz Saeed and Jaish-e-Mohammad founder Masood Azhar.  While Pakistan will intensify its crackdown on terrorists who are attacking Pakistanis, the Pakistani establishment will not yield to foreign pressure. The Pakistanis believe that the inevitable return of the Afghan Taliban (not Tehreek-e-Taliban Pakistan or TTP) in Afghanistan after US troops exit will mean the end of the Indian influence there. This will deny the Indian intelligence agency RAW the ability to use proxies like TTP and other groups to launch terror attacks in Balochistan and other parts of Pakistan.

“This is when L. K. Advani surprised Musharraf by asking for Dawood Ibrahim. This took Musharraf back and a shadow was cast thereafter on the Agra summit.” “As Mr. Mishra put it: “Yaar, hote-hote reh gaya … Ho gaya tha, who toh.”  Ex Indian Intelligence Chief A.S. Dulat

The above quote is from A.S. Dulat who has served as Chief of India's Research & Analysis Wing (RAW) and as Special Director of India's Intelligence Bureau. He was speaking with Indian Journalist Karan Thapar of India Today on a variety of subjects including Kashmir and Musharraf-Vajpayee Agra summit.

India Responsible For Failure of India-Pakistan Diplomacy: 

Dulat has essentially confirmed the fact that Indian hawks like the BJP leader L.K. Advani are responsible for sabotaging the India-Pakistan summit. Dulat has also debunked the myth promoted by Indian security analysts and politicians who regularly blame Pakistan for the failure of past bilateral diplomatic efforts by citing what they believe is the adverse role of Pakistani military in framing Pakistan's policy toward India. This rationale does not explain why the diplomatic initiatives undertaken by Pakistani military leaders from General Zia to General Musharraf have not borne fruit.

A more rational explanation for the policy failures has recently surfaced in secret US embassy cables leaked by Wikileaks and published by The Hindu. After a meeting with India's National Security Adviser and former Indian intelligence chief M.K. Narayanan in August 2009, American Ambassador Timothy Roemer concluded that Prime Minister Manmohan Singh was isolated within his own government in his “great belief” in talks and negotiations with Pakistan.

Another myth the Indian governments promote is that Dawood Ibrahim is hiding in Pakistan. This myth has been demolished by India's own Minister of State (Home) Haribhai Parthibhai Chaudhary who told the Indian parliament that the former Mumbai underworld don is not on Indian intelligence's radar, and it would only be possible to bring him back to the country once his whereabouts were discovered.

Who's Dawood Ibrahim:

According to a leaked US diplomatic cable from India, Dawood Ibrahim was the undisputed kingpin of the Mumbai underworld before he fled India in the 1980s. Indian security agencies believe he was involved in the 1993 Mumbai bombings that killed several hundred people. Vicky Malhotra is the right hand man of gangster Chhota Rajan, a fierce rival of Ibrahim. Rajan was once Ibrahim's lieutenant, but broke up with Ibrahim after the 1993 Mumbai bombings. The two have reportedly been fierce rivals since. Communal tensions between Ibrahim, a Muslim, and Rajan, a Hindu, were also believed to have contributed to the breakup. Rajan reportedly objected to the bomb attacks, which were part of a chain of violent retributions surrounding right-wing Hindus' destruction of the Babri Masjid mosque in 1992. Rajan was thought to be living somewhere in Southeast Asia, but recent press reports claim that he is now hiding in Europe. He and Malhotra are believed to have been responsible for the targeted killing of a number of Ibrahim's associates.

India's RAW Using Mumbai Underworld Figures:

While the Indians accuse Pakistan ISI of working with Mumbai underworld, it's been revealed that it is the Indian Intelligence that has been using Mumbai criminal gangs as their assets.  A 2005 US diplomatic cable leaked by Wikileaks shows that Ajit Kumar Doval, India's own ex-spook and current National Security Advisor to Prime Minister Narendra Modi, was arrested by Mumbai Police in New Delhi while traveling in the same car with Mumbai underworld figure Vicky Malhotra . Ajit Doval was quickly released without any explanation.

Where Is Dawood Ibrahim:

While no one knows for sure where Dawood Ibrahim is today, there has been a lot of speculation and rumors about his whereabouts, particularly in the Indian media. Outside of India, there is a Japanese journlist named Yoichi Shimatsu who has said as follows about Dawood's whereabouts:

"Washington and London both agreed with India's legal claim and removed the longstanding "official protection" accorded for his (Dawood Ibrahim's) past services to Western intelligence agencies. U.S. diplomats, however, could never allow Dawood's return. He simply knows too much about America's darker secrets in South Asia and the Gulf, disclosure of which could scuttle U.S.-India relations. Dawood was whisked away in late June to a safe house in Quetta, near the tribal area of Waziristan, and then he disappeared, probably back to the Middle East."

Future of India-Pakistan Ties:

Unfortunately, there is very little hope for improved ties between India and Pakistan as long as Hindu Nationalist hawks are in charge in New Delhi and people like Ajit Kumar Doval are running India's Pakistan policy. Evidence of Indian funding of Baloch insurgents, TTP militants and Karachi's militant political party MQM is mounting every day. The pattern seems to fit the Indian strategy of proxy war against Pakistan that has been articulated by Prime Minister Narendra Modi's National Security Advisor Ajit Doval  as follows: "How do we tackle Pakistan? .. You make it difficult for them (Pakistan) to manage their internal security... Pakistan's vulnerability is many many times higher than India's....Taliban have beheaded 23 of their (Pakistani) soldiers...funding can be countered by giving more funds...more than one-and-a-half times the funding they have available and they'll be yours..the Taliban are mercenaries...go for more of a covert thing"

Summary:

An American South Asia watcher Stephen Cohen says: "The alphabet agencies—ISI, RAW, and so forth—are often the chosen instrument of state policy when there is a conventional (and now a nuclear) balance of power, and the diplomatic route seems barren."

Clearly, "the diplomatic route seems barren" for now between the two South Asian neighbors.

The United States Department of Justice has filed an indictment alleging that an Indian agent hired an assassin to kill Gurpatwant Singh Pannun, a Sikh separatist. It seems that the Indian Prime Minister Narendra Modi and his National Security Advisor Ajit Doval now believe in their own hype about India being a superpower that can get away with murdering American citizens on the US soil.

Earlier, a Canadian Sikh leader named Hardeep Singh Nijjar was murdered in June this year in British Columbia.  The US DOJ believes that Nikhil Gupta was involved in both the killing in Canada of Hardeep Singh Nijjar, and the attempted murder in New York, He is reported to have told an associate two days before the Nijjar’s slaying: “we are doing their job, brother. We are doing their New York [and] Canada [job],” according to the indictment. He lives in India and was arrested on the charges in the Czech Republic on June 30, according to a report in the Wall Street Journal. Gupta's plot to kill Gurpatwant Singh Pannun was foiled in a US sting operation involving an informant who was being recruited by him to be the hitman. 

“Modi and Doval have a much more macho approach to statecraft, including taking a more risky approach in intel operations in order to say, ‘Look at how tough I am in protecting India’s interests’,” said Paul McGarr, a specialist in South Asian security and intelligence at King's College London, according to France24 news agency. “RAW could do it before, but wouldn’t have conducted assassinations without Modi’s approval,” added McGarr. “RAW has got the political license to kill under Modi.” 

The US DOJ decision to go public with charges came after President Joe Biden, Secretary of State Antony Blinken, National Security Advisor Jake Sullivan and CIA Director William Burns warned India of potential consequences for the U.S.-India relationship over the actions, according to the Wall Street Journal. 

The Indian government is engaged in a worldwide assassination campaign targeting Sikhs and Kashmiris seen as "terrorists" by New Delhi, according to leaked documents of Pakistani intelligence agencies.  Inside Pakistan, a spate of assassinations and other attacks in recent years targeted people alleged to be involved in Sikh and Kashmiri activism as well as Islamist militancy inside India, according to The Intercept.  Last month, the Pakistani government arrested people it believes were involved in targeted killings of Sikhs and Kashmiris inside Pakistan. 

Pakistan foreign office spokesperson Mumtaz Zahra Baloch said her country remained a “target of a series of targeted killings and espionage by (Indian Intelligence Agency) RAW".  “In December last year, Pakistan released a comprehensive dossier providing concrete and irrefutable evidence of India’s involvement in the Lahore attack of June 2021. The attack was planned and executed by Indian intelligence,” she said, adding that in 2016, a high-ranking Indian military officer Kulbhushan Jadhav confessed to his involvement in directing, financing and executing terror and sabotage in Pakistan.

Narendra Modi has a long history of murdering minorities in his country. After the Gujarat anti-Muslim pogrom of 2002, Narendra Modi made the cover of India Today magazine with the caption "Hero of Hatred". Modi was denied a visa to visit the United States.  The US visa ban on Modi was lifted in 2014 after he became prime minister. Since then,  Narendra Modi's image has been rehabilitated by the West as the US and Western Europe seek allies in Asia to counter the rise of China.  However, Modi's actions on the ground in India confirm that he remains "Hero of Hatred" and "Divider In Chief" at his core.  A recent two-part BBC documentary explains this reality in significant detail. The first part focuses on the 2002 events in Gujarat when Modi as the state chief minister ordered the police to not stop the Hindu mobs murdering Muslims and burning their homes and businesses.  The second part looks at Modi government's anti-Muslim policies, including the revocation of Kashmir's autonomy (article 370) and a new citizenship law (CAA 2019) that discriminates against Muslims. India's Role in Quetta Bombing: A Conspiracy Theory?

"How do you tackle Pakistan?.....We start working on Pakistan's vulnerabilities-- economic, internal security, political, isolating them internationally, it can be anything..... it can be defeating Pakistan's policies in Afghanistan...... You stop the terrorists by denying them weapons, funds and manpower. Deny them funds by countering with one-and-a-half times more funding. If they have 1200 crores give them 1800 crores and they are on our side...who are the Taliban fighting for? It's because they haven't got jobs or someone has misled them. The Taliban are mercenaries. Quetta, the capital of Pakistan's Balochistan province, has been hit by a major terrorist attack yet again with tragic consequences. At least 70 people, many of them lawyers, have been killed and scores more injured in a massive bomb bast at a hospital. The carnage has been met with shock and multiple claims of responsibility by various terrorist groups.

Balochistan government has accused India as the sponsor of this carnage. This charge has been dismissed by many, including Pakistan's liberal pundits, as just another "conspiracy theory".  Let's examine this in the light of the quote from India's National Security Advisor that I shared at the top of this piece.

What is Conspiracy Theory?

What is the origin of the term "conspiracy theory"? Who coined it and for what purpose? In April 1967, the CIA wrote a dispatch that coined the term “conspiracy theory” to attack anyone who challenged the "Official" narrative put out by the US government. The dispatch was marked “psych” – short for “psychological operations” or disinformation – and “CS” for the CIA’s “Clandestine Services” unit.

It's a testament to the power of the CIA disinformation ops that the term has gained such wide currency around the world.  It has become particularly popular among Pakistan's lazy liberal elite who use it as a substitute for serious research to get at the truth.

Is India's Role in Balochistan Conspiracy Theory?

To answer this question, let us begin with a quote from former US Defense Secretary Chuck Hagel who said: "India has always used Afghanistan as a second front against Pakistan. India has over the years been financing problems in Pakistan".

On what basis did Chuck Hagel make the statement about India's use of Afghan territory to attack Pakistan? Was he, too, just another victim of conspiracy theories? Off course not. Secretary Hagel had the benefit of intelligence briefings by the CIA given to him in multiple capacities: first as US Senate Intelligence committee member and then as US Defense Secretary.

Since Mr. Hagel made his statement, there has been further evidence of India's involvement in Balochistan with the recent arrest of Kulbhushan Yadv, a serving Indian Navy officer working under cover in Balochistan. Yadav has confessed to working with terrorists launching attacks in Pakistan.

US analyst Laura Rozen explained India-Taliban nexus as follows: "While the U.S. media has frequently reported on Pakistani ties to jihadi elements launching attacks in Afghanistan, it has less often mentioned that India supports insurgent forces attacking Pakistan, the former (US) intelligence official said. "The Indians are up to their necks in supporting the Taliban against the Pakistani government in Afghanistan and Pakistan," the former (US) intelligence official who served in both countries said. "The same anti-Pakistani forces in Afghanistan also shooting at American soldiers are getting support from India. India should close its diplomatic establishments in Afghanistan and get the Christ out of there."

Is India Using Iranian territory against Pakistan?

The arrest of Iran-based Indian agent Kulbhushan Yadav has also confirmed that India is using Chahbahar port project in Iran as cover for subversive actions in Pakistan.

The fact that India has used Iran to hurt Pakistan is not new. In 2009, American analyst and author Christine Fair said this: "Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity!"

History of Indian Covert Wars Against Pakistan:

What India is doing today to sponsor terror in Pakistan is not new. R.K. Yadav, a former intelligence officer in India's intelligence agency, has written an entire book titled "Mission R&AW" to document RAW's covert war against Pakistan. Yadav has detailed India's ties several Pakistani leaders including Khan Abul Wali Khan and Shaikh Mujib ur Rehman. He has confirmed the veracity of "Agartala Conspiracy" that was dismissed as a "conspiracy theory" back in 1960s. Yadav has documented how Indian Army and intelligence officers organized, equipped and trained Mukti Bahini before India invaded East Pakistan in 1971.

Summary:

Indian involvement in sponsoring terrorism in Pakistan is not a "conspiracy theory". There is large and growing evidence of it.  Ex US Defense Secretary Chuck Hagel has talked about it. Several US analysts have detailed it. Kulbhushan Yadav, a serving Indian Navy Officer, arrested in Balochistan has confessed to it. Revelation of London Police documents linking MQM leader to Indian funding shows it. Statements made by Ajit Doval back in 2014 and his later appointment as Prime Minister Narendra Modi's lend credence to it. So does India's past behavior against Pakistan as acknowledged in "Mission R&AW", a book by ex RAW officer R.K. Yadav.

Next Steps:

Pakistan can not win its war against terrorism by just fighting the various terrorist groups including the Taliban militants and Baloch insurgents and their allies engaged in frequent large-scale carnage on Pakistani soil. These groups are merely tools of India's covert war machine. Pakistan must beef up its counter-intelligence efforts to defeat India's intelligence operations by infiltrating them. Pakistan must do everything possible to defeat India's covert war.
