Pakistan Made Airplanes Lead Nation's Defense Exports

Air forces of about a dozen developing nations are buying and deploying Pakistani made aircrafts. The reasons for their choice of Pakistan manufactured airplanes range from lower cost to ease of acquisition, maintenance and training.

Pakistan's Aircraft Exports:

Pakistan started developing defense hardware for imports substitution to reduce external dependence and to save hard currency. Now the country's defense industry is coming of age to lead the way to high value-added manufactured exports.

Nigerian Air Force is the latest to announce purchase of Pakistan made Super Mushshak aircraft after the United States' refusal to sell to Nigeria, according to American periodical Newsweek.  Nigerian Air Force chief Air Marshal Sadique Abubakar was quoted by the Nigerian media as saying that "Pakistan has accepted to sell ten trainer airplanes. And that is why the Pakistan Chief of Air Staff is coming for the induction ceremony which is going to take place in Kaduna".

Several other countries are in the process of making decisions to purchase aircraft from Pakistan. A report in Pakistan's Express Tribune newspaper says that Turkey has decided to buy 52 Super Mushshak trainer aircraft.  The Tribune also reported that Azerbaijan may buy a couple of dozen JF-17 Thunder fighter jets jointly developed by Pakistan and China.

Along with exporting existing hardware, Pakistan is continuing its efforts to enhance the capabilities with new versions. For example, fighter-jet JF-17’s Block III is expected to open up new opportunities for Pakistani defense exports.

The new JF-17 Block III will be a twin-seat trainer version with advanced Active Electronically-Scanned Array radar and mid-air-refueliling probe. It will use new composite materials to increase its performance, besides addition of other updates in cockpit and weapons’ pods, according to Pakistani media reports.

Pakistan-China Defense Industry Collaboration:

Growing defense collaboration between China and Pakistan irks the West, according to a report in the UK's Financial Times newspaper.  The paper specifically cites joint JF-17 Thunder fighter jet, armed drone Burraq and custom AIP-equipped submarines as examples of close cooperation between the two nations.

Four such reactors are now operating to produce plutonium for Pakistan's nuclear weapons program. Having done its first nuclear test in 1998, Pakistan now has a large and growing nuclear arsenal it needs to deter any enemy adventurism against it.

Babar Cruise Missile:

Since MTCR (Missile Technology Control Regime) prevented Pakistan from acquiring delivery vehicles from other countries, the country had to develop its own ballistic and cruise missiles to carry nuclear weapons.

The story of Babar Cruise Missile development is particularly interesting. It is believed that Pakistani engineers learned the technology by dismantling and studying a US Tomahawk cruise missile that fell in Pakistani territory when President Bill Clinton fired these missiles to target Al Qaeda in Afghanistan.

The development of JF-17, a modern highly capable and relatively inexpensive fighter jet, is the crowning achievement to-date of the Pakistan-China defense production cooperation. It's being deployed by Pakistan Air Force with Pakistan Aeronautical Complex (PAC) on recently rolling out the 16th Block 2 JF-17 aircraft for PAF's 4th squadron. The latest version is capable of launching a variety of nuclear and conventional weapons ranging from smart bombs and air-launched cruise missile Raad to anti-ship missiles.

Though relatively limited in range, this system is quieter than the nuclear-powered engines on American and Russian submarines, which must constantly circulate engine coolant.

The craftsmen of this town are manufacturers and suppliers of small arms to the tribal residents of the nation's Federally Administered Tribal Areas who carry weapons as part of their ancient culture. The skilled craftsmen of FATA make revolvers, automatic pistols, shotguns and AK-47 rifles. Until five years ago, the list also had items such as anti-personnel mines, sub-machine guns, small cannons and even rocket launchers. Pakistani government has forced the tribesmen to stop making heavy assault weapons to try and prevent the Taliban and Al Qaeda from getting access to such weapons.

Pakistan's arms industry has come a long way from making small arms as a cottage industry in the last few decades. The US and Western arms embargoes imposed on Pakistan at critical moments in its history have proved to be a blessing in disguise. In particular, the problems Pakistan faced in the aftermath of Pressler Amendment in 1992 became an opportunity for the country to rely on indigenous development and production of defense equipment.

The country now boasts a powerful industrial, technological and research base developing and manufacturing for its armed forces a wide variety of small and large weapons ranging from modern fighter jets, battle tanks, armored vehicles, frigates and submarines to armed and unarmed aerial vehicles and high tech firearms and personal grenade launchers for urban combat. Some of these items were on display at IDEAS 2014, the 5-day biennial arms show held November 2014 in Karachi, Pakistan.

Summary: 

A country can not be truly independent unless it can manufacture the arms it needs to defend itself. Pakistan is just starting to build the weapons it needs but it has a very long way to go.  At the same time, Pakistan is starting to export defense hardware to developing nations.  This goal can only be achieved if Pakistan develops significant human capital and builds a vibrant economy.

Pak-China Defense Tech Ties "Irk West"

Growing defense collaboration between China and Pakistan irks the West, according to a report in the UK's Financial Times newspaper.  The paper specifically cites joint JF-17 Thunder fighter jet, armed drone Burraq and custom AIP-equipped submarines as examples of close cooperation between the two nations.

Pakistan's bitter experience with the unreliability of its cold war allies as weapons suppliers has proved to be a blessing in disguise. It has forced Pakistan to move toward self-reliance in production of the weapons it needs to defend itself from foreign and domestic enemies.

It all started back in 1965 when the US and its western allies placed an arms embargo on Pakistan during war with India. The bitterness grew stronger when the US forced France to cancel its contract to supply a breeder reactor to Pakistan in 1974 soon after India conducted its first nuclear test.

In 1978, under U.S. pressure, France canceled the contract. Pakistan then proceeded to indigenously produce its own nuclear breeder reactors at Khushab. Four such reactors are now operating to produce plutonium for Pakistan's nuclear weapons program. Having done its first nuclear test in 1998, Pakistan now has a large and growing nuclear arsenal it needs to deter any enemy adventurism against it.

Did Pakistan Help China Access American Stealth Helicopter Technology?

American Defense publication "The Drive" claims that Pakistan has helped China get access to American stealth aircraft technology. Specifically, the American website alleges that the Pakistanis gave Chinese access to the wreckage of the US stealth helicopter destroyed during the American raid to kill Usama Bin Laden in Abbottabad in 2011. Chinese experts have called the accusation "groundless", according to Global Times.

The accusations surfaced when a Chinese helicopter model, believed to be a variant of the Chinese Z-20 helicopter, was displayed in China on May 19, 2021. The model in question was spotted by @HenriKenhmann who posted a picture of it on social media.  Here's how "The Drive" website describes it:

"The aircraft shown appears to be a stealthy adaptation of China's Z-20 medium-lift helicopter, which itself is something of a clone of the H-60 Black Hawk. The Z-20's story is a unique one in itself, as most don't realize that China was a purchaser of the Black Hawk in the '80s, during a period of time when the United States was exporting some military capabilities to China". 


The Drive alleges that the Pakistanis retrieved the surviving tail of the US stealth helicopter that crashed and was subsequently blown up by the retreating American Navy Seal Team.  The Chinese scientists were allowed to look at the tail. Here's an excerpt of The Drive story: 

"When the downed stealthy Black Hawk was demolished via an explosive charge at Bin Laden's Abbottabad compound, its tail, which was sitting high atop the wall that surrounds the residence, remained intact. We may have never known these helicopters even existed if it was destroyed. Pakistan subsequently carted off the tail, which was of an extremely exotic design, and used it as a geopolitical bargaining chip in the turbulent aftermath of the raid. It is known to have been closely examined by America's adversaries, namely by Pakistan's other top weapons provider, China. The tail was eventually returned to the U.S. after roughly three weeks of fiery diplomacy". 

This is not the first time that Pakistanis have been accused of using the wreckage of US equipment to learn about the American technology.It is alleged that Pakistani engineers learned the cruise missile technology by dismantling and studying a US Tomahawk cruise missile that fell in Pakistani territory when President Bill Clinton fired these missiles to target Al Qaeda in Afghanistan. Pakistan then proceeded to indigenously produce its own nuclear breeder reactors at Khushab. Four such reactors are now operating to produce plutonium for Pakistan's nuclear weapons program. Project Azm: Pakistan to Develop 5th Generation Fighter Plane

Pakistan has announced plans to develop and produce 5th generation fighter plane, according to media reports. It's part of Pakistan Air Force's highly ambitious Project Azm that includes building Kamra Aviation City dedicated to education, research and development and manufacturing of advanced fighter jets, unmanned aerial vehicles (UAVs) and weapon systems.

Development of a new advanced fighter is a wide-ranging effort that will encompass building human capital in a variety of fields including material science, physics, electronics, computer science, computer software, electrical engineering, mechanical engineering, aerospace engineering, avionics, weapons design, etc etc.

Air University:

Pakistan Air Force's Air University, established in 2002 in Islamabad, will add a new campus in Kamra Aviation City. The university already offers bachelor's master's and doctoral degrees in several subjects. Pakistan Air Force Chief Sohail Aman told Quwa Defense News that the campus will “provide the desired impetus for cutting-edge indigenization programs, strengthen the local industry and harness the demands of foreign aviation industry by reducing … imports and promoting joint research and production ventures.”

Praise by Vice Chief of Indian Army:

General Sarath Chand, the Vice Chief of Indian Army, has been quoted by the Indian media as saying:  “I would even go to the extent of saying that Pakistan probably has a better industrial base, as far as defense production is concerned, than our country. In fact they export defense equipment abroad, definitely more than what we are doing.”

Summary:

Silicon Valley Launch of "Eating Grass- The Making of the Pakistani Bomb"

Unlike most western accounts of Pakistani nuclear program which begin and end with A.Q. Khan's network,  Brig Feroz H. Khan's  scholarly work "Eating Grass" offers a very comprehensive story of the "Making of The Pakistani Bomb". Feroz Khan takes the reader through the interdisciplinary nature and the inherent complexity of what it takes to develop, build and operationalize a nuclear weapons arsenal.

Setting the Record Straight:

The standard Western and Indian narrative has us believe that A.Q. Khan stole the uranium enrichment technology and built the Pakistani atom bomb, and then proliferated it to Iran, Libya and North Korea. To put it perspective,  Feroz Khan explains that it takes at least 500 scientists and 1300 engineers with relevant training and skills to have a nuclear weapons program, according to a 1968 UN study. In a piece titled "Laser Isotope Enrichment-a new dimension to the nth country problem?", Dr. Robert L. Bledsoe writes as follows: "a United Nations study conservatively estimates that at least 500 scientists and 1300 engineers are needed to develop and maintain warhead production facilities, and an additional 19,000 personnel (more than 5000 of them scientists and engineers) are required to produce delivery vehicles of the intermediate ballistic missile variety".

Book Launch:

Khan's book was launched in Silicon Valley at the Fremont Marriott yesterday, with about 100 invited guests, including this blogger, in attendance. The author was introduced by Ms. Sabahat Rafique, a prominent local Pakistani-American. The author, currently a lecturer at Naval Postgraduate School in Monterey,  spoke briefly about the extensive research he undertook to write the book. He was joined by Prof Rifaat Husain, visiting scholar at Stanford University's Center for International Security and Cooperation, to answer questions.

Human Capital Development:

"Eating grass", published by Stanford University Press, traces the origins of Pakistani nuclear program to the work of Dr. Rafi Mohammad Chaudhry in 1950s and of Dr. Ishrat Husain Usmani in 1960s, both of whom were graduates of Aligarh Muslim University. Dr. Chaudhry did his doctoral research in physics under the supervision of the famous British physicist Ernest Rutherford at Cambridge and Dr. Usmani got his Ph.D. in physics at Imperial College, University of London, with Nobel Laureate Professor P.M.S. Blackett as his adviser.  Along with Pakistani Nobel Laureate Dr. Abdus Salam, Chaudhry and Usmani built laboratories and academic institutions and inspired generations of Pakistanis to study subjects in STEM (Science, Technology, Engineering and Mathematics) fields to produce the scientific and engineering talent for the young nation beginning in 1950s and 1960s.

Darra Adam Khel cottage industry making copies of sophisticated firearms is a testament to the reverse engineering prowess in Pakistan. Faced with multiple layers of sanctions, Pakistanis have now developed industrial scale reverse engineering capabilities. The best example of it is Pakistan's cruise missile Babur which was derived from US Tomahawk cruise missile. Some of these Tomahawk missiles landed intact in Pakistani territory when Clinton ordered cruise missile attack on Bin Laden in August 1998 in response to USS Cole attack by Al Qaida.

Zulfikar Ali Bhutto's Role: 

The title of the book "Eating Grass" alludes to Zulfikar Ali Bhutto's famous quote "we will eat grass, even go hungry, but we will get one of our own (atom bomb). We have no other choice".  Khan goes beyond the quote to highlight Bhutto's substantial role in promoting Pakistan's nuclear program in 1960s. After India's humiliating defeat at the hands of the Chinese in 1962 and the Chinese nuclear test in 1964, Bhutto realized that India, too, would follow suit with a bomb of its own. He started lobbying with President Ayub Khan to start the bomb effort as early as mid 1960s. Ayub and most of his cabinet dismissed the idea but Bhutto remained committed to it and started taking modest steps toward building the scientific capability for it. As part of this effort, Pakistan Atomic Energy Commission (PAEC) and Pakistan's Institute of Nuclear Science and Technology (PINSTECH) were established in 1960s under the leadership of Dr. I.H. Usmani. These were followed by the construction of Karachi Nuclear Power Plant (KANUPP) in 1970s. These institutions became training grounds for thousands of engineers and scientists in Pakistan in the field of nuclear science and technology.

1971 India-Pakistan War:

It was Pakistan's dismemberment after a humiliating defeat in India-Pakistan war of 1971 and India's first successful nuclear test in 1974 that, according to Khan,  strengthened Pakistanis' resolve to weaponize the country's nuclear program.  This new resolve gave strong impetus to expanding research and development activities and covert acquisition of a range of components necessary to build indigenous capability to produce nuclear warheads and delivery mechanisms. This was done in the face of strict international controls mandated by NPT and MTCR to prevent proliferation of nuclear and missile technologies.

Parallel covert efforts started with the establishment of a uranium enrichment facility at Kahuta which was headed by A.Q. Khan. A.Q Khan, a graduate of Karachi University, had been working on uranium enrichment in Europe for many years. He had the knowledge and the experience. He also had a wide range of contacts he had developed over the years while working at URENCO in Europe which he used to establish a procurement network. A.Q. Khan succeeded in acquiring the components and building thousands of gas centrifuges to produce highly enriched uranium (HEU) well ahead of a similar plutonium (Pu) reprocessing program underway at PAEC.

The book explains that HEU from A.Q. Khan's Research Lab (KRL) was essential but alone was not enough to make a bomb. It was PAEC that did the R&D to metalize UF6 into bomb core, and designed and built trigger mechanism with specialized explosives, lenses and detonators. It also required lots of cold testing to test the bomb design before conducting hot tests.

May 1998 Nuclear Tests:

Pakistan finally decided to go ahead with its atomic weapons tests in response to India's tests in May, 1998. It took only two weeks for Pakistan to do so after the Indian tests. Pakistan's then-prime minister Nawaz Sharif ordered the tests in the face of intense international pressure, particularly from the US President Bill Clinton who made multiple phone calls to Sharif asking him to refrain from it.The tests were followed by severe international sanctions led by the United States against Pakistan.

Ballistic and Cruise Missiles:

In addition to the work on the bomb, both PAEC and KRL labs also pursued development of reliable delivery vehicles for nuclear warheads. While PAEC worked on solid fuel rockets based on Chinese M-11 design, KRL focused on liquid-fueled variety based North Korean Nodong, writes Khan in "Eating Grass".  Khan says Pakistanis have also reverse engineered American Tomahawk cruise missile as part of their efforts to add stealth capability to hit targets deep inside India from air, land and sea.

Command and Control: 

Khan goes into the efforts made by Pakistan under President Musharraf since 2000 to put in place robust security of its nuclear assets and sophisticated command and control structures. A separate strategic command has been established to operationalize its nuclear weapons capability. And it is continuing to develop with changing needs.

Response to Indo-US Nuclear Deal:

Khan says in the book that there are eight Indian reactors exempted by US-India nuclear deal from IAEA safeguards leaving India free to process and accumulate 500 Kg weapons-grade plutonium per year. In addition, India is rapidly expanding its HEU production for its nuclear submarine by adding thousands of centrifuges.

Pakistan has responded by increasing its plutonium production at its indigenously built Khushab reactor complex which is not covered by IAEA safeguards, according to Khan. KRL is also continuing to produce about 100 Kg per year HEU with a new generation of P-3 and P-4 centrifuges at much higher separation rate.

Damaging Episodes:

Khan does not gloss over the severe damage done to Pakistan by AQ Khan's proliferation network and concerns raised by a meeting of Pakistani nuclear scientists Sultan Bashiruddin Mehmood and Abdul Majeed with Osama Bin Laden. He discusses at length how AQ Khan turned his procurement network into a proliferation network for personal profit. Musharraf saw the AQ Khan's proliferation as the "most difficult thing to deal with". The author quotes Musharraf as saying, "(T)he public image of A.Q. Khan was that of a legend and father of the bomb. He certainly was a hero for his role and contribution to the nuclear program, but at the same time no other person brought so much harm to the nuclear program than him".

 As to Mehmood and Majeed, Khan says that they designed Khushab reactors. Their expertise was in reactor design, not bomb-making, and they couldn't have helped Al Qaeda  acquire a bomb even if they wanted to. Nonetheless, they reinforced international suspicions about Pakistan's primarily defensive nuclear efforts.

Criticism of the Book:

As expected, the main criticism of the book has come from Indian reviewers. In a 500-page book, Indian critics have singled  out a one-line citation by the author that on December 16, 1971, Prime Minister Indira Gandhi stood before the Indian Parliament and, amid a thunderous standing ovation, stated that India had “avenged several centuries of Hindu humiliation at the hands of Mughal emperors and sultans”. Khan has cited his reference for it as follows: V. Longer, The Defence and Foreign Policy of India (New Delhi: Sterling Publishers, 1998), 205. Cited in Sattar, Pakistan's Foreign Policy 1947-2005, 119.


Summary:

Brig Feroz Khan's "Eating Grass" is an erudite work that offers the first authentic insider account of the making of the Pakistani bomb. It details a story of spectacular scientific and strategic achievement by a nation dismissed as a temporary "tent" and a "nissen hut" at birth by Viceroy Lord Mountbatten in 1947. That same "nissen hut" is now a nuclear power about which Brookings' Stephen Cohen has said as follows:

“One of the most important puzzles of India-Pakistan relations is not why the smaller Pakistan feels encircled and threatened, but why the larger India does. It would seem that India, seven times more populous than Pakistan and five times its size, and which defeated Pakistan in 1971, would feel more secure. This has not been the case and Pakistan remains deeply embedded in Indian thinking. There are historical, strategic, ideological, and domestic reasons why Pakistan remains the central obsession of much of the Indian strategic community, just as India remains Pakistan’s.”

Brig Feroz Khan concludes his book on a somber note by mentioning "massive corruption" and "stagflation" in the country he served. "Perhaps it never crossed Zulfikar Ali Bhutto's mind that his words (eat grass...even go hungry) would become a self-fulfilling prophesy."

US and Europe Must Accept Pakistan as a Legitimate Nuclear State

Pakistan has the world's fastest growing nuclear arsenal today in the midst of a fierce insurgency waged against the Pakistani state by Al Qaeda and the Taliban. How should the world respond? Should the response be to further isolate and sanction Pakistan as argued by some Indian and western scholars? Or, should the US and its Western allies engage with Pakistan by accepting it as a legitimate nuclear state and admitting it as a full member of the Nuclear Suppliers Group?

The first response, as advocated by the likes of TV Paul, a scholar of Indian origin at McGill University, has clearly not worked nor likely to work as explained well by former US Ambassador to Pakistan Anne W. Patterson. The alternative, as advocated in a new book "Overcoming Pakistan's Nuclear Dangers" by former US diplomat Mark Fitzpatrick, is to recognize Pakistan's legitimacy as a nuclear-armed state and work with it to limit the risks of nuclear proliferation in future.

Ambassador Fitzpatrick began by exploring why the West  has been so obsessed with stopping Iran's nuclear program and not Pakistan's. In the end, he came to the conclusion that  Pakistan must be provided "a path to normalizing its nuclear program" in the same way that India was with the US-India nuclear deal. Here's how he describes it on the website of London-based Institute of International Strategic Studies (IISS):

The book was inspired by fellow Londoner Gideon Rachman of the Financial Times, who asked in a June 2012 column why the West was so obsessed with stopping Iran getting nuclear weapons when, ‘by any sensible measure, Pakistani nukes are much more worrying’. I suppose I was one of those who seemed obsessed with Iran, so Rachman’s words hit home. Let’s take a look at Pakistan, I decided.

Successive chapters of my book examine in detail the dangers Rachman ticked off, plus a few more. I concluded that some of the concerns about Pakistan are exaggerated. While the prospect for nuclear terrorism cannot be dismissed, the government’s efforts to ensure the security of its nuclear programme garner too little attention, and compare favourably with India’s nuclear security management. In the ten years since the leakage of the nation’s nuclear secrets masterminded by A.Q. Khan, lessons have been learnt and reforms adopted.

Other concerns get too little attention. As a nuclear wonk, I cannot help but fixate on Pakistan’s veto over negotiations to ban fissile material production and the nation’s move away from signing the Comprehensive Test Ban Treaty. The most worrisome danger, though, is the prospect for nuclear war in the subcontinent.

One cannot write about Pakistan’s nuclear programme without examining the ways that it is motivated by India’s actions, and perceptions thereof. Therefore, the manuscript is about more than Pakistan. One key chapter assesses the South Asian arms race. Although it pales in comparison with the nuclear excesses of the Cold War, the strategic competition in South Asia is potentially destabilising.

In the conclusions, I offer a policy suggestion for the West that will be controversial. Pakistan, I argue, should be offered a path to normalising its nuclear programme. This recommendation did not sit well with one of the statesmen who, before reading it, had agreed to write a back-cover blurb commending my book. Having vehemently opposed making an exception for India, allowing it to benefit from nuclear cooperation while outside the confines of the Nuclear Non-Proliferation Treaty, he had to back out because he objected to the idea of creating a second such hole in the NPT for Pakistan.

His is a respectable opinion. It had also been my view when I started the book project. If there is one tenet I have taken to heart at the IISS, however, it is that analysis should guide one’s research direction. I reached my conclusion with more surprise than enthusiasm.

I am looking forward to explaining more about my analysis in upcoming book launches in Washington, London, Geneva, Vienna and Islamabad.

In spite of the West's nuclear sanctions, Pakistan has managed to develop and build nuclear weapons using both uranium and plutonium since the 1990s. The country also has built solid-fueled and liquid-fueled missiles of various ranges from tactical to strategic. It has built multiple reactors at Khushab to produce large amounts of plutonium for its growing nuclear arsenal.

On the civilian nuclear side, Pakistan has acquired four 300 MW nuclear plants at Chashma. Two of these are currently operating and two are under construction. Three 1200 MW newer plants are being supplied by China for installation at Karachi as it ramps up its nuclear power plant manufacturing business. The West has essentially given away this civil nuclear business to China on a silver platter.

The West's decades-long nuclear sanctions on Pakistan have clearly not worked to stop the country. It's time to try a different approach along the lines of what Fitzpatrick advocates If the West follows Fitzpatrick's advice and admits Pakistan to the exclusive international nuclear club called "Nuclear Suppliers Group" (NSG), the US and Europe will have a better chance of persuading Pakistan to agree to signing Fissile Materials Cutoff Treaty (FMCT) and Comprehensive Test Ban Treaty (CTBT) when India also agrees to these international treaties. These two treaties are the cornerstone of the West's efforts to limit development, proliferation and growth of nuclear weapons stockpiles. In return, Pakistan will have access to the West's advanced civil nuclear technology and materials which it needs to deal with the nation's deepening energy crisis. It will be a win-win deal for both sides.

Pakistan's Story After 64 Years of Independence

“You tend to hear the worst 5% of the Pakistan story 95% of the time.”


The above is a quote attributed to Pakistani Entrepreneur Monis Rahman in Aug 8, 2011 Forbes Magazine story titled “Want to Start a Company in the World's Sixth-Most Populous Country? Time to Move to Pakistan”.

On Pakistan's 64th birthday today, there is a lot of coverage by the traditional media focused on "the worst 5% of the Pakistan story". To help my readers piece together the full story of Pakistan this August 14, 2011, I am writing today to present some of the key parts of the rest of the 95% of the Pakistan story that gets little or no coverage.

Let's start with some of the key indicators of progress Pakistan has made since independence in 1947.

1. Health & Wealth:

The health and wealth of a nation depend on availability of good nutrition and access to health care and education, which in turn rely on economic growth to support needed public and private social spending.

The most basic indicators of progress, such as the life expectancy and per capita incomes of many nations, have been compiled and brought to life in animations developed by Professor Hans Rosling and posted on gapminder.org.



The Gapminder animations show that life expectancy in Pakistan has jumped from 32 years in 1947 to  67 years in 2009, and per Capita inflation-adjusted PPP income has risen from $766 in 1948 to $2603 in 2009.

2. Literacy:

Literacy is also a very important indicator of progress. Though the literacy in Pakistan has increased from about 10% in 1947 to about 60% today, it remains dismally low relative to many other nations.

However, a closer examination of literacy data by age groups shows that the literacy rates are rising by every generation:

Over 55 years  30% literate
45-55           40%
35-45           50%
25-35           60%
15-25           70% (Male 80%, Female 60%, UNICEF)

Rural and Female illiteracy are the biggest challenges.

3. Poverty, Hunger and Inequality:

The World Bank ranks Pakistan among lower-middle-income nations with per capita income exceeding $1000 a year.

Pakistan is still a country with significant population of poor people. However, its recent levels of poverty are among the lowest in South Asia.

The 2011 World Bank data shows that Pakistan's poverty rate of 17.2%, based on India's current poverty line of $1.03 per person per day, is more than 10 percentage points lower than India's 27.5%. Assam (urban), Punjab and Himachal Pradesh are the only three Indian states with equal or slightly lower poverty rates than Pakistan's.

Based on hunger data collected from 2003 to 2008, The International Food Policy Research (IFPRI) has reported that Pakistan's hunger index score improved over the last three consecutive years reported since 2008 from 21.7 (2008) to 21.0 (2009) to 19.1 (2010) and its ranking rose from 61 to 58 to 52. During the same period, India's index score worsened from 23.7 to 23.9 to 24.1 and its ranking moved from 66 to 65 to 67 on a list of 84 nations.

 Pakistan is also more egalitarian than its neighbors. The CIA World Factbook reports Pakistan’s Gini Index has decreased from 41 in 1998-99 to 30.6 in 2007-8, lower than India's 36.8 and Bangladesh's 33.2.

4. Pakistan's Economy:

Pakistan state was broke in 1947 because India refused to give Pakistan its share of Sterling reserves. The situation was so bad that Pakistani govt couldn’t pay employees. In this first existential crisis, the Habibs bailed out Pakistani state by lending Rs. 80 million, more than half of Rs. 150 million budget.

Today, Pakistan's economy is the 27th largest in the world. As Part of "the Next 11" group of nations, it is one of the top 15 emerging economies (BRICs+Next11) picked by Goldman Sachs. Goldman forecasts Pakistan to be among the top 20 biggest economies in the world by 2025.

Since 2008, Pakistan's economy has been suffering from a serious stagflation, a very bad combination of slow growth and high inflation. But the history tells us that this current situation is not normal for Pakistan. After all, it's Pakistan's robust economic growth that has enabled significant progress based on the health and wealth indicators outlined earlier.

Beginning in 1947, Pakistani economy grew at a fairly impressive rate of 6 percent per year through the first four decades of the nation's existence. In spite of rapid population growth during this period, per capita incomes doubled, inflation remained low and poverty declined from 46% down to 18% by late 1980s, according to eminent Pakistani economist Dr. Ishrat Husain. This healthy economic performance was maintained through several wars and successive civilian and military governments in 1950s, 60s, 70s and 80s until the decade of 1990s, now appropriately remembered as the lost decade.

In the period from 2000-2007, here's what the IMF agreed to in 2008 as part of the nation's bailout:

Pakistan became one of the four fastest growing economies in the Asian region during 2000-07 with its growth averaging 7.0 per cent per year for most of this period. As a result of strong economic growth, Pakistan succeeded in reducing poverty by one-half, creating almost 13 million jobs, halving the country's debt burden, raising foreign exchange reserves to a comfortable position and propping the country's exchange rate, restoring investors' confidence and most importantly, taking Pakistan out of the IMF Program.

5. Science and Technology:

Here are some of the facts about Pakistan's progress in science and technology that never make the headlines in the mainstream media anywhere, including Pakistan:

-Pakistan has been ScienceWatch’s Rising Star for scientific papers published in various international journals.

-Pakistan is among a handful of nations with dozens of scientists working on CERN’s high-profile SuperCollider Project. Several SuperCollider components were built in Pakistan.

-Jinnah Antarctic Station puts Pakistan among a dozen nations doing research in Antarctica.

-Pakistan’s IT Industry is worth $2.8 billion and growing



-Pakistan leads the world in biometric IT services with the world’s biggest biometric database.

-Top-selling Blackberry application was developed by a Pakistani company Pepper.pk

6. Arts, Literature & Culture:

There has been an explosion of the uniquely Pakistani arts and literature:

-Sachal Orchestra, a Lahore Jazz Group, is topping western music charts

-Regular book fairs, music concerts, fashion shows & theater group performances

-UK’s Granta Magazine Special Issue Highlights Successful Pakistani Authors’ Books Published in Europe and America. Examples: Mohsin Hamid (The Reluctant Fundamentalist), Daniyal Mueenuddin (In Other Rooms, Other Wonders), Kamila Shamsie (Burnt Shadows), Mohammad Hanif (A Case of Exploding Mangoes) and Nadeem Aslam (The Wasted Vigil) who have been making waves in literary circles and winning prizes in London and New York.

7. Heavy Manufacturing:

Pakistan has a significant heavy industry today. For example:

-Autos, Motorcycles, Tractors, Buses, Trucks (Auto Sales Up 61% in July, 2011)

-Steel

-Nuclear Reactors (Khushab)

-Aircrafts

-Ships

-Unmanned Drones (UAVs)

-Army Tanks

-Ballistic and Cruise Missiles

8. Natural Resources:

Pakistan is rich in energy and mineral resources.

-US Dept of Energy estimates 51 trillion cubic feet of shale gas mostly in Sindh. And there's good potential for shale oil in the country.

-Vast coal reserves at Thar for cheap electricity

-Huge deposits of copper, gold, iron and rare earths at Reko Diq, Dilband and Saindak in Balochistan

-High sustained wind speeds of 13 to 16 mph along the Arabian Sea coastline

-Lots of sunshine everywhere all year round

-Significant hyrdo energy potential

9. Strong Society:

The Habibs bailed out Pakistani state in 1947.

Now, let's see how Edhi doing it in 2011. Here's quote from Anatol Leiven's "Pakistan: A Hard Country":

"There is no sight in Pakistan more moving than to visit some dusty, impoverished small town in arid wasteland, apparently abandoned by God and all sensible men and certainly abandoned by the Pakistani state and its own elected representatives- to see the flag of the Edhi Foundation flying over a concrete shack with a telephone, and the only ambulance in town standing in front. Here, if anywhere in Pakistan, lies the truth of human religion and human morality".

Lieven says Pakistanis donate 5% of the GDP for charitable cause, making Pakistanis the most generous people in the world. As a benchmark, philanthropy accounts for 2.2% of gdp in the United States, 1.3% in the UK, 1.2% in Canada and 0.6% in India.

10. Weak State:

Unfortunately, Pakistani state, run by politicians and their hand-picked civilian administrators, is weak, incompetent and ineffective.

The Pakistani military and the civil society bails out the state each time it is found lacking. Examples include the earthquake in 2005 , Swat takeover by Taliban insurgents in 2009, and massive floods in 2010. In each of these cases, the politicians and the civilian administrators abandoned the people and the world media declared Pakistan a failed state on the verge of total collapse. But they were proved wrong.

The military launched the rescue and relief efforts by deploying all of its resources, and then the NGOs like Edhi Foundation stepped in to help the people stand on their feet again.

Summary:

While the worst 5% of the Pakistan story gets all the headlines, the reality of Pakistan today as vibrant society and a strong nation gets ignored by the mainstream media. The real story of Pakistan is the resilience of its 180 million citizens who continue to strive to make it better and stronger.

The Taliban who get all the coverage do not pose an existential threat to Pakistan. Generations of military families have periodically fought FATA insurgencies. For example, Shuja Nawaz, the author of Crossed Swords says that his grandfather, his uncle and his cousin have all been deployed in Waziristan by the British and later Pakistani governments in the last century and a half. American withdrawal from the region will eventually calm the situation in Waziristan, and the rest of the country.

Climate change and the growing water scarcity are the main long-term existential threats to Pakistan and the region. Water per capita is already down below 1000 cubic meters and declining
What Pakistan needs are major 1960s style investments for a second Green Revolution to avoid the specter of mass starvation and political upheaval it will bring.
