AI Research Funded By Silicon Valley NEDians at Their Alma Mater in Karachi

Koshish Foundation, an organization funded primarily by NED University Alumni in Silicon Valley, helped fund Koshish Foundation Research Lab (KFRL) in Karachi back in 2014. It has since received additional funding from numerous national and international organizations including DAAD,  German Academic Exchange Service. The lab has been renamed RCAI- Research Center For Artificial Intelligence.

In a letter addressed to NEDians Suhail Muhammad and Raghib Husain,  the RCAI director Dr. Muhammad Khurram said, "I would really like to thank you (and Koshish Foundation) who helped me in making things happen in the start. Still, a lot needs to be done."

Dr. Ata ur Rahman Khan, former chairman of Pakistan Higher Education Commission (HEC), believes there is significant potential to grow artificial intelligence technology and products. In a recent Op Ed in The News, Dr. Khan wrote as follows:

"Pakistan churns out about 22,000 computer-science graduates each year. With additional high-quality training, a significant portion of these graduates could be transformed into a small army of highly-skilled professionals who could develop a range of AI products and earn billions of dollars in exports."

It's notable that Pakistan's tech exports are growing by double digits and surged past $1 billion in fiscal 2018, according to State Bank of Pakistan.

Dutch publication innovationorigins.com recently featured a young Pakistani Tufail Shahzad from Dajal village in Rajanpur District in southern Punjab. Tufail has studied artificial intelligence at universities in China and Belgium.  He's currently working in Eindhoven on artificial intelligence (AI) projects as naval architect and innovation manager at MasterShip Netherlands.

There is at least one Pakistani AI-based startup called Afiniti, founded by serial Pakistani-American entrepreneur Zia Chishti. Afiniti has recently raised series D round of $130 million at $1.6 billion valuation, according to Inventiva. Bulk of the Afiniti development team is located in Thokar Niaz Baig, Lahore. In addition, the company has development team members in Islamabad and Karachi.

Afiniti uses artificial intelligence (AI) algorithms to enable real-time, optimized pairing of individual call center agents with individual customers in large enterprises for best results. When a customer contacts a call center, Afiniti matches his or her phone number with any information related to it from up to 100 databases, according to VentureBeat. These databases carry purchase history, income, credit history, social media profiles and other demographic information. Based on this information, Afiniti routes the call directly to an agent who has been determined, based on their own history, to be most effective in closing deals with customers who have similar characteristics.

This latest series D round includes former Verizon CEO Ivan Seidenberg; Fred Ryan, the CEO and publisher of the Washington Post; and investors Global Asset Management, The Resource Group (which Chishti helped found), Zeke Capital, as well as unnamed Australian investors. Investors in Afiniti's C series round included GAM; McKinsey and Co; the Resource Group (TRG); G3 investments (run by Richard Gephardt); Elisabeth Murdoch; Sylvain Héfès; John Browne, former CEO of BP; Ivan Seidenfeld; and Larry Babbio, a former president of Verizon. The company has now raised more than $100 million, including the money previously raised, according to VentureBeat's sources.

Drone is an example of artificial intelligence application. It now a household word in Pakistan. Drones outrage many Pakistanis when used by Americans to hunt militants and launch missiles in FATA. At the same time, drones inspire a young generation of students to study artificial intelligence at 60 engineering colleges and universities in Pakistan. It has given rise to robotics competitions at engineering universities like National University of Science and Technology (NUST) and my alma mater NED Engineering University. Continuing reports of new civilian uses of drone technology are adding to the growing interest of Pakistanis in robotics.

Dr. Ata ur Rehman Khan rightly argues in his Op Ed that AI should be an area of focus for research and development in Pakistan. He says that "the advantage of investing in areas such as artificial intelligence is that no major investments are needed in terms of infrastructure or heavy machinery and the results can become visible within a few years".  "Artificial intelligence will find applications in almost every sphere of activity, ranging from industrial automation to defense, from surgical robots to stock-market assessment, and from driverless cars to agricultural sensors controlling fertilizers and pesticide inputs", Dr. Khan adds.

Pakistan's Rising College Enrollment and Graduation Rates

There are over 3 million students enrolled in grades 13 through 16 in Pakistan's 1,086 degree colleges and 161 universities, according to Pakistan Higher Education Commission report for 2013-14.  The 3 million enrollment is 15% of the 20 million Pakistanis in the eligible age group of 18-24 years.  In addition, there are over 255,000 Pakistanis enrolled in vocational training schools, according to Technical Education and Vocational Training Authority (TEVTA).

Pakistani universities have been producing over half a million graduates, including over 10,000 IT graduates, every year since 2010, according to HEC data. The number of university graduates in Pakistan increased from 380,773 in 2005-6 to 493,993 in 2008-09. This figure is growing with rising enrollment and contributing to Pakistan's growing human capital.

Higher education in Pakistan has come a long way since its independence in 1947 when there was only one university, the University of Punjab. By 1997, the number of universities had risen to 35, of which 3 were federally administered and 22 were under the provincial governments, with a combined enrollment of 71,819 students. A big spending boost by President Pervez Musharraf helped establish 51 new universities and awarding institutions during 2002-2008. This helped triple university enrollment from 135,000 in 2003 to about 400,000 in 2008, according to Dr. Ata ur Rehman who led the charge for expanding higher education during Musharraf years. There are 161 universities with 1.5 million students enrolled in Pakistan as of 2014.



Former Chairman of HEC summed up the country's higher education progress well in a piece he wrote for The News in 2012: "Pakistan has achieved critical mass and reached a point of take-off. For this phenomenal growth to continue, it is important for the government and other stakeholders to support and further strengthen the HEC as a national institution and protect its autonomy. If this momentum continues for another 10 years, Pakistan is certain to become a global player through a flourishing knowledge economy and a highly literate population".

HEC's Indispensable Role in Pakistan's Higher Education

Those who cite the 1996 World Bank study to argue that the social rates of return for higher education in developing countries are 13 percent lower than return on basic education must remember the following: Hundreds of millions of lives in Asia were saved as a result of the success of the Green Revolution that was enabled by a combination of US aid, and the capacity of the recipient nations to absorb it by virtue of the availability of local college graduates in agriculture and engineering.

The Green Revolution succeeded in South Asia and failed in Africa mainly because of the differences in domestic technical and institutional capacity to absorb foreign aid and technical know-how in the two regions. Simply put, Africa did not have the basic critical mass of people who had the benefit of higher education and training in agriculture and irrigation that was available in India and Pakistan in the 1960s.

Going forward, the importance of tertiary education will only grow bigger in developing nations. The physical capital that was essential for development in the 20th century will no longer be sufficient in the 21st century. Instead, the human intellectual capital will determine success or failure of nations in this century. In addition to basic health care, the key input for the development of human capital is quality education at primary, secondary and tertiary levels.

The key role of higher education is to enable basic institutional capacity building for economic, political and social development. The college and university graduates with arts, business, science or technology degrees help promote economy, democracy, social mobility, entrepreneurship, and intellectual and industrial competitiveness of their entire nation.

Pakistan's Higher Education Commission has led a successful transformation of higher education in Pakistan since 2002 through reforms initiated by Dr. Ata-ur-Rahman, appointed by President Musharraf.

In a paper titled "Higher Education Transformation in Pakistan: Political & Economic Instability", Fred M. Hayward, an independent higher education consultant, assessed the success of the HEC-led reforms as follows:

"By 2008, as a result of its policy and financial successes, most universities had become strong proponents of the Higher Education Commission. For the first time in decades university budgets were at reasonable levels. Quality had increased significantly, and several institutions were on their way to becoming world-class institutions. Most universities had signed onto the tenure-track system. The first master’s and PhD students were returning from their studies to good facilities and substantial research support. Many expatriate Pakistanis returned from abroad with access to competitive salaries. About 95 percent of people sent abroad for training returned, an unusually high result for a developing country in response to improved salaries and working conditions at universities as well as bonding and strict follow-up by the commission, Fulbright, and others. Student enrollment increases brought the total enrollment of college age students to 3.9 percent—well on the way to the target of 5 percent by 2010.

"Research publications more than doubled between 2004 and 2006. Especially important was the emphasis on quality in all areas including recruitment, PhD training, tenure, publications—all requiring external examiners. While the percentage of PhD faculty has slipped slightly from 29 to 22 percent, largely because rising enrollments have taken place faster than increases in PhD training with higher standards, the extensive faculty development programs of the commission will soon result in the return of sufficient numbers of PhDs to more than reverse that trend. During this time the student/faculty ratio has improved from 1:21 to 1:19, and a number of universities have focused on upgrading the quality of their teaching programs. By 2008, a broad transformation of higher education had taken place."


Over 5,000 scholars have participated in Ph.D. programs in Pakistan. Thousands of students and faculty have been awarded HEC scholarships to study abroad. The HEC has instituted major upgrades for laboratories and information and communications technology, rehabilitation of facilities, expansion of research support, and development of one of the best digital libraries in the region. A quality assurance and accreditation process has also established.

Unfortunately, the leadership in Pakistan in recent years has demonstrated its total lack of the most basic appreciation of the critical importance of education in the South Asian nation.

Earlier this year, a Pakistani government commission on education found that public funding for education has been cut from 2.5% of GDP in 2005 to just 1.5% - less than the annual subsidy given to the PIA, the national airline that continues to sustain huge losses.

The commission reported that 25 million children in Pakistan do not attend school, a right guaranteed in the country's constitution, and three million children will never in their lives attend a lesson, according to the BBC.

Now there is an attempt to dismantle the HEC in the name of provincial autonomy under the recently approved 18th amendment of the Constitution. By all indications, this attack on the HEC appears to be politically motivated to punish the HEC for its role in exposing fraudulent degrees of many leading politicians in the country.

More immediately, about $550 million in approved foreign grants and loans are on hold because of HEC's uncertain future.

What is at stake here is not just the future of the current students on HEC scholarships, but also the entire nation's future prospects as the world rapidly moves toward knowledge-based economy. The Pakistani government must acknowledge the potentially serious harm its actions are going to inflict on the nation and reverse course immediately.

Dr. Ata-ur-Rahman Defends Pakistan's Higher Education Reforms

Professor Pervez Hoodbhoy is a vocal critic of Pakistan's Higher Education Reform initiated by Dr. Ata ur Rahman, adviser to President Musharraf, in 2002. This reform resulted in over fivefold increase in public funding for universities, with a special emphasis on science, technology and engineering. The reform supported initiatives such as a free national digital library and high-speed Internet access for universities as well as new scholarships enabling more than 2,000 students to study abroad for PhDs — with incentives to return to Pakistan afterward. The years of reform have coincided with increases in the number of Pakistani authors publishing in research journals, especially in mathematics and engineering, as well as boosting the impact of their research outside Pakistan.

Reacting to the recent publication of a report on reform by Dr. Athar Osama, Prof. Adil Najam, Dr. Shams Kassim-Lakha and Dr. Christopher King published in Nature Magazine, Dr. Hoodbhoy wrote a letter to the editors of the magazine that was highly critical of the HEC under Dr. Rahman. Here is Dr. Rahman's response to Dr. Hoodbhoy's latest criticism:

There are four aspects of the comments of Dr. Pervez Hoodbhoy that need to be considered:

1. Firstly, Dr. Hoodbhoy himself admits that there has been a huge increase in international publications at QAU after HEC came into existence when he mentions the number of international publications in the two time periods. Strangely, he picks a six year period, 1998-2003, and then compares it with the subsequent 4.5 years (?) , 2004 to mid 2008, (the correspondence occurred in August 2008, so he could not possibly have had access to the figures for the entire year) I can only assume that he has mentioned 2003 by mistake in the second “5 year” period as there is no reason to include the publications of the year 2003 in both time periods, which he has done. It is clearly unfair to take two time periods of different durations and compare them.

2. In the first 6 year period (1998-2003), Dr. Hoodbhoy admits that there were only 631 research publications from QAU, but in the second 4.5 year period these had risen to 1482 research publications, a tripling of publications on average per year, even by his own estimates.
3. As the HEC programs began in 2003 and their real impact occurred 2-3 years later, a year-wise comparison is far more relevant than an average over a 5 year period as the dramatic change that has occurred gets partly masked when a 5 or 6 year average is taken, though it is still very visible. Dr. Hoodbhoy ignores the figures that Dr. S.T.K. Naim had worked out that in the year 2004, there were only 84 research publications from QAU (an average of only 7 publications per month), but by 2008 they had increased many fold.
4. The citations argument used by Dr. Hoodbhoy is invalid as citations increase with the passage of time. Dr. Hoodbhoy, therefore, wrongly compares the citations of papers of an earlier period with those of a later period. To clarify this issue further, if two papers of equal quality and in a similar field are published, say in 1998 and 2007, and the citations of both are counted in 2008, then the paper which was published in 1998 will have accumulated more citations by 2008 because of the much longer 10 year time period, than the paper published in 2007, as that would have had only one year for the citations to accumulate. Dr. Hoodbhoy is therefore comparing apples with oranges when he tries to compare citations of papers published in an earlier period with a later time period. In order to fairly compare citations, the same duration of time period must be taken. Thus if one takes 1998 publications and counts the citations till 2008, then one will need to take the 2008 publications and count their citations till the year 2018, before one can compare the figures for the citations of the two sets fairly.

The undeniable fact is that the total number of research publications from universities in Pakistan was only about 600 per year till 2001 but then started rising rapidly, and by the year 2008 it had increased to over 4,300! Brazil achieved such an increase over a 35 year period between 1960 to 1995, which Pakistan achieved in only 6 years. After my appointment in March 2000 as the Federal Minister for Science and Technology in Pakistan, I convinced the government to enhance the budget for science and technology in Pakistan by 6000% between July 2000 to October 2002. After my appointment as Chairman, Higher Education Commission (Federal Minister) the budget for higher education was similarly increased by 2400% during 2003 to 2008. Major achievements during these periods were:

1. Establishing 51 new Universities and awarding institutions during 2002-2008,
2. Tripling university enrollment (which had reached only 135,000 from 1947 to 2003) to about 400,000 in 2008,
3. Establishing a powerful Digital Library which provides free nation-wide access to every student in every public sector university to 45,000 textbooks/research monographs from 220 international publishers as well as to 25,000 international research journals,
4. Establishing video-conferencing facilities in most public sector universities that allow lectures to be delivered live and interactively to students in Pakistan from technologically advanced countries
5. Enhancing salaries of academics so that salaries of University Professors were increased to a level about five times the salaries of Federal Ministers, with a corresponding reduction in tax from 35% to only 5%, in order to attract the brightest young men and women into academia,
6. Promoting research through a massive research grant program which resulted in a 600% increase in ISI abstracted publications from about 600 per year in 2001 to 4300 research publications in 2008, accompanied by about 1000% increase in international citations in the same period,
7. Placing a satellite in space (Paksat-1) which is now used for distance learning by the Virtual University,
8. Establishing video-conferencing facilities in most public sector universities and initiating a lectureship program, allowing live interactive lectures to be delivered from technologically advanced countries,
9. Providing free access to scientists/engineers anywhere in the country to sophisticated instruments installed in any institute in Pakistan.

The Bottom Line: In the final analysis, it is not what I or Dr. Hoodbhoy think about the developments, but what is the opinion of neutral international experts who have carried out detailed year-long reviews of the developments during the period that I was heading the Higher Education Commission. A few extracts are given below:

1. Prof. Fred Hayward (independent international educational consultant from USA) carried out a detailed analysis of the developments and published an article entitled “Higher Education Transformation in Pakistan: Political & Economic Instability,” Date: Number 54, winter 2009 Source: International Higher Education Quarterly. I quote: “The news about Pakistan over the last few years has been dominated by reports of political turmoil, terrorism, religious fundamentalism, economic decline, and the Afghan War. What has been missed is the phenomenal transformation in higher education over the last six years, which represents a critical development for Pakistan and a potential engine for growth and national recovery.”
2. Report of US-AID about HEC states that “We are very impressed with the breadth, scope, and depth of the reforms implemented by the HEC since 2002. No other developing country we know has made such spectacular progress.”
3. World Bank Report is very complimentary of many excellent programs introduced.
4. British Council: The report states: “I have worked in many countries in South America, the Middle East, North Africa, and in Russia and India, over the last six years. None in my view, with the exception of India, has the potential of Pakistan for the UK university sector, largely because of the dynamic, strategic leadership of the Chairman of HEC”.
5. Nature: Several articles and editorials have appeared in the world’s leading science journal “Nature” (the most recent in the issue published on 3rd September 2009) in which the very significant progress made by Pakistan in the higher education sector has been applauded and the need for the new government to built on the solid foundation laid has been stressed.
6. Science Watch (Thomson Reuters) has ranked Pakistan as a rising star in five disciplines, more than in any other country of the world.


Riaz Haq's Note: For the first time in the nation's history, President Musharraf's education adviser Dr. Ata ur Rahman succeeded in getting tremendous focus and major funding increases for higher education in Pakistan. According to Sciencewatch, which tracks trends and performance in basic research, citations of Pakistani publications are rising sharply in multiple fields, including computer science, engineering, mathematics, material science and plant and animal sciences. The number of papers published by Pakistani scientists reached 4300 in 2007 (For comparison purposes, India-based authors published 27000 papers in 2007, according to Science Watch). Over two dozen Pakistani scientists are actively working on the Large Hadron Collider; the grandest experiment in the history of Physics. Pakistan now ranks among the top outsourcing destinations, based on its growing talent pool of college graduates. According to Pakistan Software Export Board, Pakistani IT industry has grown at 40% CAGR during the 2001-2007, and it is estimated at $2.8 billion as of last year, with about half of it coming from exports. As evident from the overall results, there has been a significant increase in the numbers of universities and highly-educated faculty and university graduates in Pakistan. There have also been some instances of abuse of incentives, opportunities and resources provided to the academics in good faith. The quality of some of the institutions of higher learning can also be enhanced significantly, with some revisions in the incentive systems.

Admission meritocracy, faculty competence and inspirational leadership in education are important, but there is no real substitute for higher spending on higher education to achieve better results. In fact, it should be seen as an investment in the future of the people rather than just another expense.

Of the top ten universities in the world published by Times of London, six are in the United States. The US continues to lead the world in scientific and technological research and development. Looking at the industries of the future such as nanotechnology, biotechnology, green technologies, the US continues to enjoy a huge lead over Europe and Asia. The reason for US supremacy in higher education is partly explained by how much it spends on it. A 2006 report from the London-based Center for European Reform, "The Future of European Universities" points out that the United States invests 2.6 percent of its GDP in higher education, compared with 1.2 percent in Europe and 1.1 percent in Japan.

In spite of the new education policy promising to more than double education spending from about 3% to 7% of GDP, uncertainty remains about the budgetary situation. Continuing political instability and the deteriorating security situation have created a loss of confidence in government and new questions about the future of higher education. These factors threaten to reverse the phenomenal gains of the last few years, and undermine the prospects for national development toward a knowledge economy. In addition, there is growing uncertainty about the future of the Higher Education Commission, including its administrative and financial autonomy. Thus, one of the few hopeful signs of progress in Pakistan appears to be in jeopardy. While there are many claimants on the national budget in this period of economic difficulty, the failure of higher education transformation would be a devastating reversal for Pakistan and make economic growth, social recovery, and political stability even more difficult than at the present time.

Let us hope that the recent appointment of Dr. Javaid R. Laghari as new Chairman of the HEC will help clarify the situation and restore confidence in the future of higher education in Pakistan.

Improving Higher Education in Pakistan

Rumor has it that the World Bank is on its way back to Pakistan with a bagful of loans, together with plans for how we must spend the money. A major focus of the Bank’s efforts will be higher education reform. No one doubts the desperate need for reform of Pakistan’s education sector, or the need for assistance, especially since we have shown little capacity to fund or plan our education ourselves. But recent experience suggests the Bank’s help may be a poisoned chalice. If it is to be otherwise, the Bank will have to avoid local snake charmers and be more skeptical of what bureaucrats and ministers claim.

Said to be the world’s biggest research institution working on developmental issues, the Bank employs thousands of technical people at its Washington headquarters and abroad. Typically, a highly paid World Bank team of experts, trained in the use of sophisticated mathematical and statistical tools and report writing, is parachuted into a Third World country. They could be charged with fixing broken down systems of education, healthcare, agriculture, or electricity. But although its researchers and team leaders are often accomplished individuals, experience suggests they are not adequately equipped to understand the complexity of local issues. As important, the Bank depends on government agencies and cannot easily bite the hand that invites it in and provides access.

The Bank’s limitations are exposed by how it allowed itself to be systematically deceived in its mission to promote and support reform of higher education in Pakistan. For six years, Pakistanis heard endless stories of success about the revamping of their universities under the leadership of the Higher Education Commission and its celebrated chief, Dr. Atta-ur-Rahman. With a record-smashing 12-fold increase in the HEC’s funding ordered by Gen. Musharraf’s government, new universities popped into existence almost every other month. Production of PhD’s and research papers shot up. It seemed obvious that things were improving. At least that’s what HEC and the World Bank said.

A 2006 World Bank report on the HEC’s performance, issued by a team led by Benoît Millot, reads like a paean to the HEC. Written in impeccable English, and embellished with impressive charts and diagrams, this 109-page report finds no fault, nor questions any assumption of the-then prevailing authorities, and proclaims that “HEC has placed quality improvement of the higher education sub-sector at the centre of its agenda”. No surprise then that the report was widely quoted by the HEC as evidence of its achievements and used to demand yet more money for HEC schemes. Everything dovetailed perfectly: the Bank wanted to lend and the HEC to spend.

But now as the bitter truth gradually seeps out, the HEC’s alleged accomplishments are fading away. Today, in spite of sporadic newspaper items planted by the HEC’s former chairman, the consequences of arbitrary one-man decision making, deliberately exaggerated or invented numbers, and plain sloppy thinking are becoming apparent.

The construction of university buildings has been frozen leaving them half-completed. Fantastically expensive research equipment litters the country, much of which is unused. It has been abandoned by even those who insisted on their import. Vice-chancellors are panicking over unpaid salaries for faculty and staff. Thousands of desperate Pakistani students sent overseas have received no scholarship money for months. Until they were cancelled a few weeks ago, many of HEC’s hugely expensive but shoddily planned projects – such as building nine new Pak-European universities – had been furiously sucking resources away from real needs.

Academic quality may be an even bigger casualty. Driven by huge cash incentives to mass-produce PhD degrees, university teachers have banded together across campuses to fight tooth and nail against every attempt to enforce genuine academic standards on Ph.D. graduates. Fearful of losing their bonuses, they oppose setting a reasonable pass mark for the Ph.D. exam, the internationally recognised GRE subject test. They know many of their students would fail, even though these students are now allowed to take the test even at the end of their studies. In China, India, and Iran, students take this exam as part of getting admission to a PhD programme overseas – and do immensely better.

Then there is research. The HEC claimed that, prior to the launch of its programs, annual research publication rates in universities were very low. It says, for example, that Quaid-e-Azam University published only 631 research papers between 1998-2003. But, after the HEC’s chairman started his cash reward-per-paper program, the number of research papers shot up to 1482 in the 2003-2008 period, a 235% improvement.

But, all serious academics know that what matters is not how many papers are written but how good these papers are. A standard measure of a paper is how many times other academics refer to it in their own papers. According to the International Science Citation Index, the total number of times the research papers published in the 1998-2003 period were cited by other researchers (excluding worthless self-citations) was 2817. But, in the 2003-2008 period the citation count was a mere 1258. The message this sends is loud and clear – producing more papers does not mean more useful knowledge is being produced.

The fact is that for years numbers were twisted around and no one noticed, including the World Bank. What’s worse is that the Bank did not even bother to check. Its trained and intelligent observers could have easily investigated several of the HEC’s claims without even stirring from their desks. All they would have needed is a good internet connection, and access to standard science citation indexes.

Rather than simply sign off on HEC claims that it had worked miracles, the World Bank could have undertaken its own study. It could, for instance, have looked for evidence of improvement in university teaching quality (rather than a mere increase in enrollment). To do this scientifically it would have needed to work out the parameters that define teaching quality and then gathered the relevant data. This might have involved establishing some reasonable metrics for gauging the quality of the faculty and student body, assessing the state of library and laboratory facilities, the content of university courses, the standard of examination papers, the presence (or lack thereof) of academic colloquia and seminars on campuses, the suitability of those appointed as vice-chancellors, the number of days in a year that the universities actually function, satisfaction of employers with university graduates, etc. But there is no sign that the World Bank bothered to do this groundwork. At least, having searched available databases, I could find none.

If the Bank is again going to try support higher education reform in Pakistan, it needs to be more serious. It must focus on quality and demand greater accountability.

What Pakistan needs from the Bank is help for improving the dilapidated infrastructure (buildings, libraries, laboratories) of ordinary colleges where the bulk of Pakistani students in higher education study, not more half-baked universities. Mega-sized projects for producing qualified junior faculty for universities and colleges are badly needed. The importance of quality teaching in colleges and universities must be emphasized, not meaningless publications and more junk Ph.D. degrees. Better institutional governance and ethics is the key. Encourage this and the rest will follow.

Riaz Haq's Note: While I respect Dr. Hoodbhoy immensely and value his opinions greatly, I do think that his criticism of Dr. Ata-ur-Rahman is overdone in Pakistan's context. In my humble opinion, it's not all doom and gloom in Pakistan. For the first time in the nation's history, Dr. Rahman succeeded in getting tremendous focus and major funding increases for higher education in Pakistan. According to Sciencewatch, which tracks trends and performance in basic research, citations of Pakistani publications are rising sharply in multiple fields, including computer science, engineering, mathematics, material science and plant and animal sciences. Over two dozen Pakistani scientists are actively working on the Large Hadron Collider; the grandest experiment in the history of Physics. Pakistan now ranks among the top outsourcing destinations, based on its growing talent pool of college graduates. As evident from the overall results, there has been a significant increase in the numbers of universities and highly-educated faculty and university graduates in Pakistan. There have also been some instances of abuse of incentives, opportunities and resources provided to the academics in good faith. The quality of some of the institutions of higher learning can also be enhanced significantly, with some revisions in the incentive systems. But overall, I would have an Ata-ur-Rehman in charge of education rather than Mir Hazar Khan Bijrani, the current education minister.

HEC University Rankings in Pakistan


Summary:
Higher Education Commission in Pakistan released its first and only ranking of universities in Pakistan in October 2006. Prior to this HEC effort, there had been no formal attempts by any public or private group to establish a set of criteria and judge Pakistani institutions of higher learning. While this is a laudable first step in the right direction, it is clearly not the be all and end all of the universities' ranking process in Pakistan. It can be significantly improved. As expected, there is a genuine controversy swirling in Pakistan on the HEC ranking methodology and the results. This ongoing controversy may be the reason why the HEC skipped the annual rankings in 2007. The main criticism of the HEC assessment criteria is the emphasis of quantity over quality that unduly favors and rewards institutions with large graduate programs. Another key criticism is the lack of peer and employer assessments of the universities and their alumni.

NEDUET, being predominantly an undergraduate institution, is among the universities that have shown up near the bottom with a meager score of 18.65 out of 100. Since such rankings have only been done once, it is hard to say if the standards of any of the institutions on the list, including NED Engineering University, have risen or declined. You need at least two years of data to draw such conclusions based on the criteria used by the HEC.

NED Alumni Convention 2008:

A panel discussion about "Declining Academic Standards at NEDUET", planned for the upcoming NED Alumni Convention 2008 in the US state of Connecticut, apparently accepts NED University's ranking and assessment of HEC on its face value. As an NEDian myself, I am not advocating denial or defensiveness in response to the low rank of NED by HEC. Instead, I firmly believe that there is a need for further exploration of this subject before reaching any definitive conclusions about "declining standards" or making any recommendations.

Why Rank Universities?

Some readers might ask why should the universities be ranked? I am not certain as to the HEC rationale for it, but I can see several reasons why it is a useful exercise. First, it helps the students and their parents select the institution they should attend based on a set of criteria. Second, if the criteria are clearly laid out and objectively measured, it helps the universities identify areas of improvement to become better at educating students and conducting research. Third, it can be used by the industry and the employers to target specific students, programs and projects for hiring and research.

Ranking Criteria:

One-size-fits-all ranking criteria that lump together graduate and undergraduate programs in a variety of unrelated disciplines are not particularly helpful to any of the potential users including students, parents, employers, researchers etc.

As an example, the ranking criteria used by US News and World Report, the most widely used rankings in the United States, separate out undergraduate programs from graduate programs. The USNWR graduate program criteria have heavy emphasis on research and publications while the undergraduate program criteria do not. Other key criteria used by USNWR include peer assessment and employers' and recruiters' feedback on the universities and their alumni.

USNWR Undergraduate Criteria:

HEC's Ranking Criteria for NEDUET Assessment:

Faculty 4.44/27 ( NED at 2.28/9 on ratio of Ph.D.s on faculty, 0.04/4 on research grants)

Research 2.79/26 ( NED got 0.17/4 on research published, 0.10/3 on research papers/faculty)

Students 5.52/17 ( NED received 0/4.0 on number of Ph.D.s produced, 0.44/5.0 on Student admission selectivity, 1.12/3 on M.Phil/16+ yrs ed)

Facilities 4.4/15 ( NED got 0.88/4 on number of books, 0.30/2 on equipment costing over $2m)

Finances 1.5/15 ( NED scored 0/4 on non-recurring expenditure/student, 0.05/2 amount of money generated through own resources)

Total Score: 18.65/100 NED Rank: 10/13 engineering universities

Pakistani Universities' Standing in the World:

Some India watchers such as Fareed Zakaria, an Indian-American who often acts as a cheerleader for India in the US, have expressed doubts about the quality of education at the Indian Institutes of Technology. In his book "The Post-American World", Zakaria argues that "many of the IITs are decidedly second-rate, with mediocre equipment, indifferent teachers, and unimaginative classwork." Zakaria says the key strength of the IIT graduates is the fact that they must pass "one of the world's most ruthlessly competitive entrance exams. Three hundred thousand people take it, five thousand are admitted--an acceptance rate of 1.7% (compared with 9 to 10 percent for Harvard, Yale, and Princeton)."

As a student of Karachi's NED University of Engineering and Technology in 1970s, I had similar assessment of my alma mater (and other UETs) in Pakistan as Zakaria's characterization of the IITs in India. NED Engineering College in 1970s was "decidedly second-rate, with mediocre equipment, indifferent teachers, and unimaginative classwork". However, given the fairly strict merit-based admission process, I found myself mostly surrounded by some of the best, most competitive students who had graduated with flying colors from Karachi's intermediate colleges and ranked very high on the Board of Education examination to make it into NED College. It was indeed the creme de la creme of Karachi's youth who have later proved themselves by many accomplishment s in various industries, including some of the leading-edge high-tech companies in America. Even in the 1970s, there were a small number of students admitted on non-merit-based special quotas. NED University today, however, appears to have significantly expanded such special, non-merit-based, quotas for entrance into the institution, an action that has probably affected its elite status, its rankings and the perceived quality of its graduates, while other, newer institutions of higher learning have surpassed it. Some of the special categories now include sons and daughters of employees, children of faculty and professional engineers and architects, special nominees from various ministries and an expanded quota for candidates from rural areas and the military.

Looking at the top 500 universities in the world, one can see a few universities from China, Japan, Singapore and India and a few more from Muslim nations such as Malaysia, Indonesia, Turkey, Iran and Pakistan. The notable institutions from South Asia include several campuses of the Indian Institutes of Technology and Pakistan's National University of Science and Technology (NUST), University of Lahore, Karachi University and Lahore's University of Engineering and Technology. The top Pakistani school on this list is National University of Science and Technology (NUST) at #376, followed by University of Lahore, University of Karachi, and UET Lahore. Many new universities are now being built in several Muslim nations in Asia and the Middle East, and they are attracting top talent from around the world. For example, King Abdullah University of Science and Technology (KAUST), scheduled to open on Sept. 23, is the country's attempt to create a world-class research university from scratch. It's hiring top scholars from all over the world. "Our goal is to kick-start an innovation-based economy," says Ahmad O. Al-Khowaiter, the university's vice-president for economic development. "We need a couple of success stories, and we think this will lead to one (collaboration with IBM Research)."

Conclusion:


With the score of 18.65/100, NED University, the oldest institution of higher learning with many successful alumni and an illustrious history, is ranked at number 10 out of 13 engineering universities in Pakistan. NED University has been assessed by HEC on criteria that favor universities with strong graduate programs that award a large number of Ph.D. and M.S. degrees. It ignores recruiter (employer) assessment that speak to the quality of NED University alumni. It also discounts the accomplishments of NEDians diaspora that attest to the quality of education they received at NEDUET. Clearly, the NEDUET's low ranking is based on its lack of a strong graduate program. Under the current HEC criteria, more Ph.D. faculty and students enrolled means higher ranking. More research papers means bigger score. In fact, it would not be inaccurate to say that HEC is using the number of PhDs at various institutions as a proxy for the state of higher education in Pakistan.

It may be useful to encourage more and bigger graduate programs enrolling and producing more PhDs. But there is a danger in playing the numbers game. The quantity must not be allowed to degrade quality. Encouraging production of more Ph.D.s and research papers by HEC and its financial incentives have come under heavy criticism by Dr. Pervez Hoodbhoy and many others (See related links below). It has led to lowered standards for Ph.D.s and instances of plagiarized papers at Punjab University ranked number 2 among general universities, just below the top-ranked Quaid-e-Azam University with a large number of Ph.D. faculty members and students. According to Professor Hoodbhoy, there are as many as 18 PhD students registered with one supervisor in QAU's Physics department! In the QAU biology department, that number rises to 37 for one supervisor. HEC incentives have helped dilute PhD qualifying exams to the point where it is difficult for any student not to pass. HEC is reportedly paying as much as Rs. 5000 per month per Ph.D. student to supervisors as incentive to produce more Ph.D.s in Pakistan. HEC grants to universities are also based on the number of Ph.D. students enrolled.

The Way Forward:

HEC has made a good start by attempting to formalize a process by which academic institutions can be judged and ranked. But the HEC must not stop at rev 0. It must continue fine-tuning the ranking criteria and the process to provide better and more useful feedback to the institutions. HEC must initiate and manage the effort to make Pakistan's institutions of higher learning more competitive internationally, and help the students become better prepared to make greater contribution to society by responding to major national challenges such as the energy and food crises, poor governance, bad urban planning, climate change, etc. Just producing more PhDs will not be particularly helpful to a nation beset by multiple crises. I think it's important for the HEC to establish separate criteria for undergraduate and graduate engineering programs to be fair to all colleges and universities including NED University of Engineering and Technology. There should be two separate rankings published for undergraduate and graduate engineering programs. These should be completely separate from non-engineering universities. At the same time NEDUET should work to beef up its graduate program with more resources in terms of faculty, facilities, student enrollment and research and publications aimed at overcoming the major national challenges of the day. NEDUET leadership needs the vision to pick one or two major national challenges and respond to them by developing the expertise and excellence required to succeed. The NED alumni can, and should, help in this endeavor with a lobbying effort to improve NEDUET leadership and governance, an alumni-managed endowment fund and alumni-sponsored industry alliances around the world.
