Pakistan Minerals Investment Forum Draws Interest of Global Investors

Pakistan's mineral resources, estimated to be over $6 trillion, attracted global investor interest at the Pakistan Minerals Investors Forum 2025 (PMIF2025) held recently in Islamabad on April 8th and 9th. It was attended by major international companies and government officials from Australia, Canada, China, Saudi Arabia, Turkiye, the US and other nations. 


Pakistan is known to have large deposits of critical minerals from copper and gold to lithiumCanadian Mining Journal has described the border region of Afghanistan and Pakistan as "Saudi Arabia of lithium".  These deposits are found in various parts of the country, including Balochistan,  Gilgit,  Khyber Pakhtunkhwa, Sindh, and the Exclusive Economic Zone of Pakistan's coastal waters. The Geological Survey of Pakistan also notes the potential of lithium in LCT-type pegmatites and super arid salt lakes. Pakistan's major lithium-bearing areas are found in the Khyber Pakhtunkhwa and Tribal Areas (FATA), contributing about 85% of the country's lithium production.

The Trump administration is interested in working with Pakistan to explore the potential for cooperation in meeting the US needs for critical minerals. "Critical minerals are the raw materials necessary for our most advanced technologies," said  Eric Meyer, a senior official for the Department of State's Bureau of South and Central Asian Affairs, who attended the PMIF2025 in Islamabad. He said Pakistan's "vast mineral potential" can benefit the United States as he highlighted the White House's strategic priority to secure diverse and reliable sources of critical minerals. 

Eric Meyer's participation in the PMIF2025 was preceded by a phone call from US Secretary of State Marco Rubio to Pakistani Foreign Minister Ishaq Dar.  After the  call, the US State Department readout said, "The Secretary raised prospects for engagement on critical minerals and expressed interest in expanding commercial opportunities for U.S. companies". 

In January of this year, Gentry Beach, an American billionaire investor and a close Trump ally, visited Pakistan to look for investment opportunities in the mining sector. Upon his return to the United States, Beach praised Pakistan government’s policies as “favorable for business and investment" and expressed keen interest in investing across various sectors. In a viral TikTok video of his speech at Trump's Florida home at Mar a Lago, Gentry said, " Last week, I had the benefit of visiting Pakistan, an amazing country.....unfortunately, the previous administration (Biden administration), burned every possible bridge they could, they even put sanctions on Pakistan, a close US ally... they (Pakistanis) have sacrificed so much for the American people....Pakistan is a country that we (US) need to build a strong bridge to and partnership with". 

Pakistan has one of the world’s largest porphyry copper-gold mineral zones. The Reko Diq mine in southwestern Balochistan province has an estimated 5.9 billion tons of copper ore. At current prices, the value of copper and gold deposits at Reko Diq in Balochistan province is nearly $200 billion. It is expected to generate $70 billion in free cash flow and $90 billion in operating cash flow over 37 years. 

Barrick Gold CEO Mark Bristow has said he’s “super excited” about the company’s Reko Diq copper-gold development in Pakistan. Speaking about the Pakistani mining project at a conference in the US State of Colorado, the South Africa-born Bristow said “This is like the early days in Chile, the Escondida discoveries and so on”, according to Mining.com, a leading industry publication. "It has enormous upside potential". He was referring to Pakistan’s untapped discovery potential. Escondida was the first discovery of copper in Chile which is now the world's largest producer and exporter of copper. Last year, the South American country exported nearly $20 billion worth of copper. 

“Copper has no substitutes,” Bristow continued. “It is as strategic as gold is precious, and we’re bringing new copper projects online just as the supply squeeze hits.” Comparing Reko Diq to Escondida, he said "walking across, there's more than one porphyry, significantly more than one, it's a real endowment for the people of Balochistan and greater Pakistan".  "It (Reko Diq) is world class, a gold mine on its own and a copper mine on its own". He expects a peak of 10,000 jobs during construction and 5,500-6,000 direct jobs to operate the Reko Diq mine afterwards. It will also create a lot of indirect job opportunities in the supply chain. "We are going to demonstrate (in Balochistan) that you can do something transformatory,  both socially and economically". 

The biggest foreign investor in Pakistan's mining sector is Canadian mining giant Barrick Gold with a projected investment of $5 billion. It is followed by the Saudi Manara Minerals with $540 million. World Bank's investment arm IFC has committed $300 million for Reko Diq. Pakistan's state-owned OGDCL has recently announced it is increasing its investment in Reko Diq to $627 million. 

The biggest challenge Pakistan faces is one of security in the remote areas where its mineral resources are located. Pakistani military chief General Asim Munir believes he can deal with it effectively. He made assurances to investors that his forces will ensure security. Another challenge is one of lack of political stability which is a matter of great concern to investors.

Karachi's NED University Alum's AI Startup Named "Most Innovative" at RSA Conference

Securiti.ai has been named "Most Innovative Startup" at RSA Conference in San Francisco, according to media reports. It has been founded by Rehan Jalil, a serial Silicon Valley entrepreneur of Pakistani origin who graduated from NED University located in Karachi. Jalil's startup is taking advantage of the growing global data privacy market being fueled by new regulations like European Union's GDPR and California's CCPA.

In a statement issued after winning the RSA award, Jalil said: “Privacy is a basic human right, and companies want to honor individual rights of privacy and data protection. Privacy compliance and operations are only getting more complex for businesses around the world, and we’re humbled that the judges recognized our vision for AI-powered PrivacyOps and data protection.”

Securiti.ai, a startup that recently raised $50 million in series B funding, is using artificial intelligence to help companies comply with customer data privacy regulations like EU's GDPR and California's CCPA. The startup has raised a total of $81 million in two rounds since its inception in 2019. Securiti.ai creates digital personas for each individual and finds copies of data shared across systems or with third-party vendors or partners to help companies comply with right-to-be-forgotten laws.

Companies using securiti's software begin by defining their data sources, then send out a bot that gathers customer data across all of the data sources they have defined. Securiti supports links to more than 250 common modern and legacy data sources out of the box. Once the bot grabs the data and creates a central record, humans come in to review the results and make any adjustments and final decisions on how to handle a data request from the customer.

Rehan Jalil is a successful serial entrepreneur. Elastica, his last startup in cloud security space, was acquired by Blue Coat Systems for $280 million. Prior to that, Jalil he founded Wichorus and sold it to Tellabs for $165 million.

Karachi's NED University has produced many successful Silicon Valley entrepreneurs. Raghib Husain, Naveed Sherwani, Safwan Shah, Rehan Jalil and Khalid Raza just to name a few.

Pakistan's Year 2019 in Review: Economic and Security Challenges

Pakistan started the year 2019 in the midst of a very serious economic crisis with very high twin deficits and extremely low foreign exchange reserves. While Pakistan's internal security challenges subsided, the external security concerns grew with India's attack on Balakot in 2019. Tough actions by PTI government have started to pay off at the end of year 2019.  Toward the end of the year, Pakistan's twin deficits declined substantially and credit rating agency Moody's upgraded Pakistan's outlook from negative to stable. Mass migration continued both within and outside Pakistan. About 600,000 Pakistanis went to work overseas in 2019. And at least 4 times more Pakistanis moved from rural to urban areas.  Pakistan had high profile visits of the royal families from the UK and the Netherlands as well as the visit of the Sri Lankan cricket team, the first foreign team to play test series in Pakistan in a decade. Conde Nast Travel picked Pakistan as the top tourism destination for 2020. Regional security situation worsened with Indian and Kashmiri Muslims facing the threat of genocide at the hands of newly re-elected Indian government of Hindu fanatic Prime Minister Narendra Modi.

Economic Crisis:

The year 2019 began with Pakistan battling massive twin deficits, deteriorating foreign currency reserves, low exports, diminishing tax revenues, a weak currency, unsustainable external debt payments, and soaring sovereign debt. This crisis has forced the country to seek IMF (International Monetary Fund) bailout, the 13th such request in Pakistan's 72 year history.

Tough actions by PTI government have started to pay off at the end of year 2019.  In October 2019, Pakistan saw a monthly trade surplus of $99 million, its first in decades. Pakistan's exports in November 2019  jumped 9.6% to $2.02 billion while imports dropped 17.53% to $3.815 billion over corresponding month of last year, the Ministry of Commerce data showed.

In December 2019, IMF's Pakistan representative Maria Teresa Daban Sanchez said as follows: “Pakistan has put behind its difficult years of security. Now, it is time for the business community and society in general to enjoy this new time and to really unleash the potential of Pakistan.”

Moody's credit rating agency upgraded Pakistan's outlook from negative to stable as the year 2019 came to a close.

Security Challenge:

While newly elected PTI government was still dealing with the economy, the Indian Air Force entered Pakistani airspace and dropped bombs in Balakot on the orders of India's far-right Prime Minister Narendra Modi. The Indian action drew strong Pakistani response with Pakistan Air Force crossing the Line of Control in Kashmir and shooting down two Indian fighter jets.  Pakistan also captured an Indian fighter pilot shot down down in Azad Kashmir. It was Pakistani Prime Minister Imran Khan's deft handling of the regional crisis that prevented further escalation into a full-blown India-Pakistan war that could have gone nuclear. The year 2019 ended with Pakistani economy stabilizing and Indian and Kashmiri Muslims facing the threat of genocide at the hands of newly re-elected Indian government of Hindu fanatic Prime Minister Narendra Modi.

Pakistan saw lowest terror related fatalities in a decade with 228 deaths in the first half of 2019. This is a huge improvement from 2009 when Pakistan had nearly 12,000 deaths in terrorism related incidents.

Improved security helped Pakistan earn number one spot among top tourism destinations picked by Conde Nast Travel magazine.  Pakistan hosted Prince William and his wife Kate Middleton as well as Queen Maxima of the Netherlands among other top foreign dignitaries. In December, Pakistan had its first cricket test series at home in a decade with the visit of the Sri Lankan cricket team.

International Relations:

Pakistan's relations with India sank to a new low when Prime Minister Narendra Modi ordered bombing of Balakot in February 2019 and Pakistan responded by crossing the Line of Control and shooting down two Indian fighter jets in Kashmir and capturing an Indian pilot.  It was Pakistani Prime Minister Imran Khan's deft handling of the regional crisis that prevented further escalation into a full-blown India-Pakistan war that could have gone nuclear. The year 2019 ended with Pakistani economy stabilizing and Indian and Kashmiri Muslims facing the threat of genocide at the hands of newly re-elected Indian government of Hindu fanatic Prime Minister Narendra Modi.

Prime Minister Imran Khan's visit to the White House and meeting with President Trump helped warm up ties with the United States. Speaking with the media in a joint press conference with Prime Minister Imran Khan in the Oval Office, President Trump said: "It's my honor to have the very popular and great athlete, the Prime Minister of Pakistan at White House". The President added that Pakistan was helping the US to "extricate" US troops from Afghanistan, through political negotiations.

Prime Minister Imran Khan's rally drew nearly 30,000 Pakistani-Americans to Capital One Arena on Sunday, July 21, 2019. It was the largest ever public gathering of any diaspora to welcome a foreign visiting leader in the United States until the more recent Howdy Modi rally in Houston that drew nearly 60,000 people. Earlier record of 18,000 was set by Indian Prime Minister Narendra Modi's rally at New York City's Madison Square Garden in 2014.

China, Saudi Arabia and United Arab Emirates maintained close ties with Pakistan and offered valuable assistance to Islamabad to deal with its economic difficulties. United States and the European Union (EU) nations also supported IMF's bailout of Pakistan.

Massive Migration:

Nearly 600,000 Pakistanis went overseas for work in the first 11 months of 2019, according to figures recently released by Pakistan Bureau of Emigration and Overseas Employment. This phenomenon helped contain unemployment in a country where about 2 million young people are entering the job market each year. It has also helped remittances soar nearly 21X to nearly $21 billion since the year 2000.

Pakistan is in the midst massive migration, both internal and external. Over half a million Pakistanis are migrating overseas while about 2 million are migrating internally from rural to urban areas. These trends are transforming the nation. Overseas remittances are soaring. Pakistan is becoming more urban. The country is also seeing growing foreign cultural influences from both the West and the Middle East.

Summary:

World Happiness Report 2018: Pakistan Jumps 5 Places to 75 Among 156 Nations

Pakistanis are happier than all of their neighbors, according to the World Happiness Report 2018. Pakistan rose from 80th place in 2017 to 75th place this year while all of its neighbors slid from last year's happiness rankings.

Comparison With Neighbors:

Bangladesh dropped 5 spots to 115 while India slid 11 places to 133 among 156 nations ranked.  China (86), Bhutan (97), Iran (106), Bangladesh (115), and Sri Lanka (116), India (133) and Afghanistan (145) all fared worse than Pakistan (75).

The United Nations' Sustainable Development Solutions Network’s (SDSN) 2018 World Happiness Report has ranked 156 countries based on criteria including per capita income, social support, healthy life expectancy, social freedom, generosity and absence of corruption.

The top of the happiness list is dominated by Western Europeans and North Americans while the bottom-ranked nations are mainly from sub-Saharan Africa.

Foreign-Born Residents:

The report ranks nations by happiness of immigrants in over 100 countries. Of the 12 countries with populations exceeding 100 million, only three have foreign-born population shares exceeding 1% – Japan at 1.7%, Pakistan at 1.9% and the United States at 15%.  United States ranks 15th, Japan 25th, Pakistan 75th and India 91st among 117 nations on this list.

In the typical country, immigrants are about as happy as people born locally. (The difference is under 0.1 point out of 10). This is shown in Figure 1.2. However the figure also shows that in the happiest countries immigrants are significantly less happy than locals, while the reverse is true in the least happy countries. This is because of the second finding.

Changes in Pakistan: 

What accounts for Pakistan's improved happiness ranking this year over last year? The report doesn't answer this question. However, given the measurement criteria, it is likely a combination of accelerating income growth and significantly improved security.

Karachi, one of world's fastest growing megacities, has seen its crime index ranking improve dramatically from 6 in 2013 to 50 in 2017, according to a survey of 327 world cities conducted by Numbeo.  Karachi was ranked 47 in 2016.  Reduction in violence is helping revive Pakistan's economy, making it the third fastest growing trillion dollar economy among the top 25 world economies by purchasing power parity.

In South Asia region, Karachi, now ranked 50, is safer than Bangladeshi capital Dhaka ranked 18 and the Delhi suburb of Gurgaon ranked 40.  Delhi is ranked 60, Lahore 138, Mumbai 160 and Islamabad 226.

Karachi is also safer than American cities of Detroit, MI (17),  Baltimore, MD (20), New Orleans, LA (21), Albuquerque, NM (27), St. Louis, MO (30) Oakland, CA (33) and Milwaukee, WI (46).

The year 2013 marked the beginning of the deployment of Pakistan Rangers in Karachi to fight rampant extortion, terrorism and violence by armed gangs patronized by some political parties.  Evidence suggests that some of the politicians involved had links to Indian intelligence.

Impact on National Economy: 

Reduction in violence in Karachi is helping revive Pakistan's economy, making it the third fastest growing trillion dollar economy among the top 25 world economies by purchasing power parity.

In a recent article titled "Pakistan Keeps Terrorists on the Run and Economy on a Roll", leading Japanese publication Nikkei Asia Review reported from Karachi that the negative perception of "terrorism, corruption, misrule" are "becoming  outdated, and businesses are taking notice... thanks to sweeping operations by the army and a powerful paramilitary force".  Here's a more extended excerpt of the Nikkei story:

"The Pakistan Rangers, a paramilitary law enforcement organization overseen by the military and the Interior Ministry, set out to tackle the violence head-on. In 2013, the Rangers Sindh -- which operate in Sindh Province, including Karachi -- mobilized 15,000 troops. The provincial legislature granted them broad powers to search homes and make arrests, enabling them to quickly turn the tide. In 2017, there were zero bombings and only five kidnappings, according to Saeed, who serves as director general of the Rangers Sindh. This is no small feat in a city with a swelling population of 17 million -- perhaps even 20 million if migrants from rural areas are factored in. "We destroyed all of the terrorists' pockets," he said, adding that hotel occupancy rates are over 90%."

Pakistan Rising or Failing? Reality vs Perception

Pakistan has a population of over 200 million people and a booming trillion dollar economy ranked among the top 25 largest economies of the world.

Pakistan's 135 million millennials have made it the world's fastest growing retail market. There is surging demand for fast moving consumer goods (FMCG) and durables like smartphones, computers, cars, motorcycles and home appliances.

Major energy and infrastructure projects, part of China-Pakistan Economic Corridor (CPEC), are transforming the country and creating millions of new jobs.

Incidents of terrorism and terror related deaths are in sharp decline since the country's military started nation-wide anti-terror operations in 2013.

Its $20 billion tourism industry is seeing rapid growth.

And yet, many continue to call Pakistan a "failed state". Why is it? Why is perception lagging reality?

Pakistan's $20 Billion Tourism Industry is Booming

Pakistan's tourism industry, currently estimated at $20 billion (6.9% of GDP in 2016), is booming, according to data available from multiple reliable sources. World Travel and Tourism Council (WTTC) forecasts it to grow to over $36 billion within a decade.

Economic Impact of Tourism:

Pakistan tourism industry generates $20 billion in revenue and supports 3.6 million jobs directly and indirectly, according to the World Travel and Tourism Council. Foreign visitors generate nearly a billion US$ in exports.

Tourism Growth: 

Significantly improved security situation has helped boost annual tourist arrivals in Pakistan by 300% since 2013 to 1.75 million in 2016, while domestic travelers increased 30% to 38.3 million, according to the state-owned Pakistan Tourism Development Corp.  Hotel bookings increased 80 percent in 2016, according to Jovago, Pakistan’s biggest hotel booking website.

By contrast, foreign tourist arrivals in the country’s larger neighbor, India, jumped from 6.97 million in 2013 to 8.8 million in 2016, according to Indian government figures. 88% of India's and 92% of Pakistan's tourism revenue is domestic. India's tourism industry is worth $209 billion (9.6% of of GDP in 2016), according to WTTC.

A story in the Financial Times, a British newspaper, quotes British tour operator Jonny Bealby as saying,   “While I am sure this will raise some eyebrows, we are starting to see a marked increase in tourism to Pakistan".  Bealby's company arranged 55% more clients to Pakistan in 2017 compared with 2016, and advance bookings are more than 100 per cent up on this point 12 months ago, according to the Financial Times.

British Backpackers Society has recently ranked Pakistan as its top destination for adventure tourism.  The Society describes Pakistan “one of the friendliest countries on earth, with mountain scenery that is beyond anyone’s wildest imagination”.

Pakistan government's tourism campaign — including covering buses in several major world cities with beautiful pictures of Pakistan's tourist attraction — have helped raise the country’s profile. Increased investments in roads, airports and other infrastructure have helped ease travel.



Pakistan government has announced its decision to provide 30 day tourist visa on arrival for visitors from 24 countries on three continents.

Summary:

Tourism industry in Pakistan is booming with 300% increase in foreign tourist arrivals since 2013. It contributed $20 billion (6.9% of GDP in 2016) and supported 3.6 million jobs in 2016. World Travel and Tourism Council (WTTC) forecasts it to grow to over $36 billion within a decade.

Musharraf Launches Party, Offers Third Major Option For Elections in 2013

With Pakistani economy near collapse and the country's major political parties thoroughly discredited in the eyes of the people, former President General Pervez Musharraf has launched a new political party and vowed to galvanize Pakistanis to wage "jihad against poverty, hunger, illiteracy and backwardness".

While launching his bid to return to power, Musharraf showed rare contrition for his mistakes during his tenure by saying "I... sincerely apologize to the whole nation" for the "negative repercussions".

"I am aware of the fact that there were some decisions which I took which resulted in negative political repercussions, repercussions which had adverse effects on nation building and national political events, and my popularity also, may I say, plummeted in that last year. I take this opportunity to sincerely apologize to the whole nation. Ladies and gentlemen, only God is infallible," Musharraf added.

Mr Musharraf said he had learned his lessons and vowed not to repeat them.

As part of his campaign, Musharraf has gathered the support of almost all of the PML factions (notably Q, Ejazul Haq and Pir Pagara) with the sole exception of the group led by Sharif brothers.



In addition to using the widespread public dissatisfaction and anger with the rapid deterioration of economy and security situation, Mr. Musharraf can run on his record during 2000-2008 which the current PPP government hailed in its 2008 MOU with the IMF as follows:

"Pakistan's economy witnessed a major economic transformation in the last decade. The country's real GDP increased from $60 billion to $170 billion, with per capita income rising from under $500 to over $1000 during 2000-07". It further acknowledged that "the volume of international trade increased from $20 billion to nearly $60 billion. The improved macroeconomic performance enabled Pakistan to re-enter the international capital markets in the mid-2000s. Large capital inflows financed the current account deficit and contributed to an increase in gross official reserves to $14.3 billion at end-June 2007. Buoyant output growth, low inflation, and the government's social policies contributed to a reduction in poverty and improvement in many social indicators". (see MEFP, November 20, 2008, Para 1).



Given the corruption and mismanagement by the PPP and PML(N) parties in what is now called the "lost decade" of the 1990s, and again since 2008, there is clearly a need for a third party to give people a wider choice if genuine democracy is to be sustained in Pakistan. Musharraf's party, called "All Pakistan Muslim League", has an opportunity to force the PPP and the PML(N) to deliver, or be replaced by a third option.
