Pakistan's Shaheen III Can Serve as SLV & Hit Deep Inside India, Israel

Pakistan has successfully tested Shaheen III ballistic missile with 1700 mile range. The intermediate range missile can hit deep inside India and Israel. Its multi-stage solid-fuel technology can also be used to launch satellites into space. It has been jointly developed by the National Engineering and Scientific Commission (NESCOM) and the Space and Upper Atmosphere Research Commission (SUPARCO). It's the latest example of dual-use technology.

The missile was successfully test-fired into the Arabian Sea on Monday, March 9, 2015, according to the Strategic Plans Division (SPD) which oversees Pakistan’s nuclear program. Announcing the result, General Zubair Mahmood Hayat, the head of SPD, congratulated NESCOM (National Engineering and Scientific Commission) scientists and engineers for “achieving yet another milestone of historic significance.”


Shaheen-III is the latest in the series of the indigenously produced Shaheen-I and Shaheen-II, which had shorter ranges. “The test launch was aimed at validating various design and technical parameters of the weapon system at maximum range,” the Pakistani military said in a statement. Pakistani military leaders are trying to maintain a “credible deterrence” as arch-rival India continues to invest heavily in military hardware.

Since the technology used in satellite launch vehicles (SLV) is virtually identical to that used in a ballistic missile, Shaheen 3, the latest enhancement to Shaheen series of missiles, is expected to boost Pakistan's space program as well.  Several nations, including India and Israel recently, have used same rocket motors for  both ballistic missiles and satellite launch vehicles (SLVs).  Israel's Shavit SLV and India's SLV-3 are examples of it.

The success of Shaheen 3 multi-stage solid-fueled ballistic missile is a confirmation of Pakistan's determination to ensure its security AND to pursue its space ambitions at the same time. I congratulate Pakistani engineers and scientists at NESCOM and SUPARCO on their hard work, continuing deep commitment and the latest achievement.

India's "Indigenous" Copies of Foreign Nukes, Missiles

A Times of India report last year claimed that "Pakistan has surged well ahead of India in the missile arena". It also lamented that "the only nuclear-capable ballistic missile in India's arsenal which can be said to be 100% operational as of now is the short-range Prithvi missile".

Along with raising the alarm, the Indian report offered the usual excuse for the alleged missile gap by boasting that "unlike Pakistan, our program is indigenous".

Let's explore the reality of the "indigenous" claim repeated ad infintum by Indian government and New Delhi's defense establishment.

US-European Origins of Indian Missile Program:

APJ Abul Kalam is credited with designing India's first satellite launcher SLV3. Its design is virtually identical to the American Scout rocket used in the 1960s. According to the details published in the Bulletin of Atomic Scientists, Abul Kalam spent four months in training in the United States in 1963-1964. He visited NASA's Langley Research Center in Virginia, where the U.S. Scout rocket was conceived, and the Wallops Island Flight Center on the Virginia coast, where the Scout was being flown. Soon after Abul Kalam's visit, India requested and received detailed technical reports on the Scout's design, which was unclassified.



US Scout and India's SLV3 are both 23 meters long, use four similar solid-fuel stages and "open loop" guidance, and lift a 40-kilogram payload into low earth orbit. The SLV's 30-foot first stage later became the first stage of the Agni.

The United States was followed by others. Between 1963 and 1975, more than 350 U.S., French, Soviet, and British sounding rockets were launched from India's Thumba Range, which the United States helped design. Thumba's first group of Indian engineers had learned rocket launching and range operation in the United States.

India's other missile, the "Prithvi" (earth), which uses a liquid-propelled motor to carry a one-ton payload 150 miles, resembles the widely sold Soviet Scud-B. Indian sources say that the Agni's second stage is a shortened version of the Prithvi, according to Gary Milhollin of the Wisconsin Project.

France also launched sounding rockets from India, and in the late 1960s allowed India to begin building "Centaure" sounding rockets under license from Sud Aviation.

The aid of the United States and France, however, was quickly surpassed by substantial West German help in the 1970s and 1980s. Germany assisted India in three key missile technologies: guidance, rocket testing, and the use of composite materials. All were supposed to be for the space program, but all were also used for military missiles.

The cryogenic stage used in a recent failed satellite launch by India was a copy of the Russian cryogenic rocket engine and the cryogenic technology transferred to India in the 1990s. According to Non-proliferation review of 1997, it has emerged that Russia continued transferring rocket engine technology to India in 1993 after its agreements with the United States stop such transfer under MTCR. This reportedly resulted in the completion of 60 to 80 percent of the transfers to India.

North American Origins of India's Nuclear Bomb:

India's nuclear program would not have advanced without a lot of help from Canadians that resulted in Indian copies of Canadian reactors to produce plutonium for its nuclear bombs.

India conducted its first atomic bomb test in 1974. Indians used 40 MW Canadian Cirus reactor and U.S. heavy water both imported under guarantees of peaceful use and used them openly to make plutonium for its 1974 nuclear blast.

In 1972, Canadian-built 100 MWe Rajasthan-1 nuclear power reactor became operational, serving as the model for later unsafeguarded reactors. Another Rajasthan unit started operating in 1980 and two units in 2000. In 1983, India's 170 MW Madras-1, a copy of Canadian Rajhastan-1 reactor, became operational. A second Madras unit followed in 1985. According to the Risk Report Volume 11 Number 6 (November-December 2005), the heavy water and other advanced materials and equipment for these plants were smuggled to India from a number of countries, including the USSR, China and Norway, according to The Bulletin of Atomic Scientists. Some of the firms, such as West German firm Degussa, were caught and fined by the United States for re-exporting to India 95 kg of U.S.-origin beryllium, usable as a neutron reflector in fission bombs.

In May 1998, India conducted two rounds of nuclear weapon tests. Last year, the media reports indicated that Kasturiranga Santhanam, the coordinator of India's 1998 nuclear tests, went public with allegations that India's Pokhran II test of a thermonuclear bomb in 1998 was actually a fizzle. The device, designed to generate 45 kilotons, yielded an explosion equivalent to only 15 to 20 kilotons of TNT.

Heavy Dependence on Imports:

India is overwhelmingly dependent on foreign imports, mainly Russian and Israeli, for about 70 per cent of its defense requirement, especially for critical military products and high-end defense technology, according to an Indian defense analyst Dinesh Kumar. Kumar adds that "India’s defense ministry officially admits to attaining only 30 to 35 per cent s elf-reliance capability for its defense requirement. But even this figure is suspect given that India’s self-reliance mostly accrues from transfer of technology, license production and foreign consultancy despite considerable investment in time and money".

On the same theme, Russian newspaper Kommersant reported that "India has had little success with military equipment production, and has had problems producing Russian Su-30MKI fighter jets and T-90S tanks, English Hawk training jets and French Scorpene submarines."

On India's perennial dependence on imports, here's how blogger Vijainder Thakur sees India's loose meaning of "indigenous" Smerch and other imports:

"The Russians will come here set up the plant for us and supply the critical manufacturing machinery. Indian labor and technical management will run the plant which will simply assemble the system. Critical components and the solid propellant rocket motor fuel will still come from Perm Powder Mill. However, bureaucrats in New Delhi and the nation as a whole will be happy. The Smerch system will be proudly paraded on Rajpath every republic day as an indigenous weapon system.

A decade or so down the line, Smerch will get outdated and India will negotiate a new deal with Russia for the license production of a new multiple rocket system for the Indian Army.

China will by then have developed its own follow up system besides having used the solid propellant motors to develop other weapon systems and assist its space research program."

India does export some armaments but its modest record of producing and exporting weapon systems is evident from the fact that India’s defense annual exports averaged only US$ 88 million between 2006-07 and 2008-09. By contrast, Pakistan exported $300 million worth of military hardware and munitions last year.

Summary:

There is plenty of evidence and documentation from sources such as the Wisconsin Project to show that the Indian missiles and bombs are no more indigenous than Pakistan's. The fact is that neither India nor Pakistan were first to split the atom, or to develop modern rocket science. The Industrial Revolution didn't exactly start in India or Pakistan or even in Asia; it began in Europe and the rest of the world learned from it, even copied it.

The differences between India and Pakistan in terms of the technology know-how and the knowledge base are often highly exaggerated to portray India as "technology power house" and Pakistan as a backwater. Some of these analyses by Indian Brahman pundits and commentators have racial and religious overtones implying that somehow Brahmin or Hindu minds are superior to those of the people of other religions or castes in South Asia.

What is often ignored by such anti-Pakistan Indian analysts is the fact that neither of the two Indian pioneers, nuclear scientist Homi Bahbha and rocket scientist Abul Kalam, belong to the Hindu faith or the Brahmin caste. The false sense of Indian superiority is pushed by self-serving Indian and some western analysts to justify their own biased conclusions.

These analysts have fed what George Perkovich described in his book "India's Nuclear Bomb" on page 410 as "general Indian contempt for Pakistan's technical capabilities" and may cause serious miscalculations by the Indian security establishment about Pakistan's defense capabilities. Indian chauvinistic analyses have been put in perspective by another piece in Newsday (Friday, May 15, 1998; Page A5: "India Errs Nuclear Power Isn't Real Power"), in which George Perkovich talked about the rise in India of a radicalized, ultra-nationalistic BJP for the "glory of the Hindu race and rashtra (nation)". Perkovich added that "the Bharatiya Janata Party, has long felt that nuclear weapons offer a quicker ride to the top. Like atavistic nationalists elsewhere, they believe that pure explosive power will somehow earn respect and build pride."

The extreme right-wing influence on South Asian analysts has the potential for serious miscalculations by either India or Pakistan in the nuclear and the missile arena, and it does not augur well for the future of Indo-Pak region and the world at large.

NY Times Harpoon Aims at Heart of Pak Aid Bill


The New York Times is quoting unnamed senior Obama administration and Congressional officials as claiming that the United States is accusing Pakistan of illegally modifying American-made Harpoon anti-ship missiles to expand its capability to strike land targets, a potential threat to India.

American military and intelligence officials reportedly say they suspect that Pakistan has modified the Harpoon antiship missiles that the United States sold the country in the 1980s, a move that would be a violation of the Arms Control Export Act. Pakistan has denied the charge, saying it developed the missile itself. The United States has also accused Pakistan of modifying American-made P-3C aircraft for land-attack missions, another violation of United States law that the Obama administration has protested.

According to a senior Pakistani official, Pakistan has taken the unusual step of agreeing to allow American officials to inspect the country’s Harpoon inventory to prove that it had not violated the law, a step that the US administration officials praised.

Independent experts are also skeptical of the alleged American claims, according to Asian Defense blog. Robert Hewson, editor of Jane’s Air-Launched Weapons, a yearbook and Web-based data service, has said the Harpoon missile did not have the necessary range for a land-attack missile, which would lend credibility to Pakistani claims that they are developing their own new missile. Moreover, he said, Pakistan already has more modern land-attack missiles that it developed itself or acquired from China.

According to Tech Lahore blog, Pakistan's Raa’d missile has been mated with Mach 2 capable Mirages and is now being integrated with Pakistan’s new fighter, the JF-17. The missile can be launched from a stand-off distance of almost 500km and employs more sophisticated guidance than the Harpoon. This raises the question as to why would Pakistan want to attack land targets with a slow, bulky aircraft like the P-3, firing shorter range Harpoon missiles, when it’s air force already has almost 175 Mirage aircraft with Raa’d cruise missiles and recently added in-flight refueling capability?

“They’re beyond the need to reverse-engineer old U.S. kit,” said Mr. Hewson about Pakistan's current capabilities. “They’re more sophisticated than that.” Mr. Hewson said the ship-to-shore missile that Pakistan was testing was part of a concerted effort to develop an array of conventional missiles that could be fired from the air, land or sea to address India’s much more formidable conventional missile arsenal.

Recently, the US has signed a nuclear cooperation deal with India and offered to sell over $2 billion worth of sophisticated weaponry, further enhancing India's military might.

Coming just a week before the $7.5 billion aid-to-Pakistan bill goes to the US senate, it is clear that the timing and the motives of Eric Schmitt and David Sanger of the New York Times “leak” are highly suspicious. It fits a pattern of "leaks" in Washington to either defeat or add poison pill amendments to any legislation likely to aid to Pakistan. Such well-timed "leaks” to the New York Times, known for similar well-timed "leaks" about Iraq WMDs prior to the ill-conceived US invasion of the middle eastern nation, are most likely inspired by the Israeli and Indian lobbies in Washington who are irrevocably opposed to any US assistance to Pakistan.

Past hypocritical denials of US weapons to Pakistan while offering modern offensive weapons to India has been a blessing in disguise for Pakistani military and its defense industry. Every time US has embargoed or quibbled over some insignificant little "arms control" violations with Pakistan, Pakistanis have responded to the challenge by developing their own indigenous capabilities. Such developments not only help strengthen the nation's defenses, domestic defense production also aids in developing human skills, enhancing arms exports and providing badly-needed jobs to many.

India's Israel Envy


Many well-meaning but misguided Pakistanis, such as Dr. Pervez Hoodbhoy, continue to question the wisdom of Pakistani nuclear tests and subsequent ballistic missiles development in response to India going nuclear in May 1998. As we listen to their arguments, some of which appear quite reasonable and valid, let's try and put them in perspective by reviewing what has become known as India's "Israel envy".

Prior to Mumbai terror attacks last year, Indian author Pankaj Mishra wrote as follows:

"Gung-ho members of India's middle class clamor for Israeli-style retaliation against jihadi training camps in Pakistan. But India can "do a Lebanon" only by risking nuclear war with its neighbor; and Indian intelligence agencies are too inept to imitate Mossad's policy of targeted killings, which have reaped for Israel an endless supply of dedicated and resourceful enemies."

The growing admiration of the Jewish state and the urge to emulate Israel often find expression in the Indian media. Those who argue for "doing a Lebanon" in Pakistan have once again found growing support in India with the government and the media joining the chorus of accusations of Pakistan's complicity in Mumbai attacks last year. Saber rattling also started with India's Foreign Minister Pranab Mukherjee not ruling out military strikes in Pakistan. President Obama came out in support of India's right "to protect themselves". Asked if India had the right to “take out” high-value targets inside Pakistan with or without the permission of Islamabad, as he is espousing, he said: “I think that sovereign nations, obviously, have a right to protect themselves". This is the same kind of language that former President Bush often used in support of Israel's attacks on Palestinians and Lebanese.

Last year, as the Israeli jets ruthlessly pounded Palestinian civilians' homes, schools, hospitals, clinics and refugee camps, and then the Israeli tanks rolled into Gaza as part of Israel's criminal assault on an unarmed Palestinian civilian population, who do not have their own military to protect them, many Indians openly wished they could do the same in Pakistan.

It is strange to see the growing admiration of Israel among the Hindu right-wing, in sharp contrast to RSS founder Madhav Golwalkar's support for Hitler and his genocide of Jews. This is how British Historian William Dalrypmle describes it:

Golwalkar looked for inspiration to the Nazi thinkers of 1930’s Germany. He believed an independent India should emulate Hitler's treatment of religious minorities, which he thoroughly approved of: "To keep up the purity of the Race and its culture, Germany shocked the world by her purging of its Semitic Race, the Jews," he wrote admiringly in We soon after Kristallnacht. "Race pride at its highest has been manifested there. Germany has also shown how well-nigh impossible it is for Races and cultures having differences going to the root to be assimilated into one united whole, a good lesson for us in Hindusthan to learn and profit by... The foreign races in Hindusthan [ie the Muslims] must adopt the Hindu culture and language, must learn to respect and hold in reverence the Hindu religion, must entertain no ideas but those of glorification of the Hindu race and culture[… and] may [only] stay in the country wholly subordinated to the Hindu nation, claiming nothing -- not even citizen’s rights."

During Partition in 1947, the RSS was responsible for many horrifying atrocities against India's Muslims, and it was a former RSS swayamsevak, Nathuram Godse, who assassinated Mahatma Gandhi for (in RSS eyes) “pandering” to the Muslims. In the aftermath of this, Nehru decided to deal with the threat he believed the Hindu Nationalists posed to the nation and denounced the RSS as a “private army which is proceeding on Nazi lines.”


Former UN diplomat and current Indian MP Sashi Tharoor described India's "Israel envy" and warned Indians against it in the following words:

Hamas is in no position to repay Israel's air and ground attacks in kind, whereas an Indian attack on Pakistani territory, even one targeting terrorist bases and training camps, would invite swift retaliation from the Pakistani army. And, at the end of the day, one chilling fact would prevent India from thinking that it could use Israel's playbook: The country that condones, if not foments, the terror attacks on India is a nuclear power.

Yet, when Indians watch Israel take the fight to the enemy, killing those who launched rockets against it and dismantling many of the sites from which the rockets flew, some cannot resist wishing that they could do something similar in Pakistan. India understands, though, that the collateral damage would be too high, the price in civilian lives unacceptable, and the risks of the conflict spiraling out of control too acute to contemplate such an option. So Indians place their trust in international diplomacy and watch, with ill-disguised wistfulness, as Israel does what they could never permit themselves to do.


Unfortunately, it is not just the average middle class urban Indian that suffers from "Israel envy". Indian strategists and military brass are also afflicted by it. Respected American South Asia expert Stephen Cohen of Washington's Brookings Institution recently told his audience: "Not a few Indian generals and strategists have told me that if only America would strip Pakistan of its nuclear weapons then the Indian army could destroy the Pakistan army and the whole thing would be over."

As we all know, no one came to the rescue of Gazans, or the Lebanese before them, and Israelis have, at least for now, essentially gotten away with mass murder and war crimes well documented by many international human rights advocacy groups. Many Israeli soldiers have also admitted to wanton disregard for civilian life and limb and the use of deadly force against unarmed Arab civilians as a matter of Israeli policy. Recently, Jewish-American Professor William I. Robinson of University of California Santa Barbara described Gaza as follows: "Gaza is Israel's Warsaw -- a vast concentration camp that confined and blockaded Palestinians. We are witness to a slow-motion process of genocide,"

Do the critics of Pakistani nukes such as Hoodbhoy want to see India do to Pakistan what Israel has been doing to its neighbors? I certainly hope not!
