Pakistan Joins China in World AI Cooperation Organization (WAICO)

On July 16 in Shanghai, 29 countries, including China, Pakistan and Russia, signed the founding agreement of WAICO, World AI Cooperation Organization.  Every BRICS founding member is in, except India. This agreement follows the launch of the US-led Pax Silica, a 24-member coalition, including India, which is designed to counter China's AI efforts. The stated goal of both these competing groups is to provide global governance, including building guardrails and setting standards, for artificial intelligence (AI) technologies. 

US-China AI Competition

The announcement of WAICO coincided with the launch of Kimi K3 by Chinese startup Moonshot AI.  Kimi K3 is the largest open-weight AI model ever built, its full weights free for the world to download from July 27.  Cheaper open-source AI models like Kimi K3 pose a serious threat to U.S. proprietary models. By offering 80-90% of the capability at a fraction of the cost or for free, they are squeezing the premium pricing strategies of domestic leaders like OpenAI and Anthropic.

Open-source AI models are a game-changer for developing nations like Pakistan, providing affordable, customizable technology without relying on expensive proprietary licenses or restrictive API models. Such models, like the ones offered by Chinese companies, empower governments and local developers to build "sovereign AI" tailored to regional languages, cultural contexts, and infrastructure limits, bypassing the need for massive data centers and reliance on foreign powers.

Companies, including US-based firms, are rapidly adopting AI cost-saving measures. For example, Airbnb relies on Alibaba’s Qwen model, startups like Lindy have transitioned from Anthropic to DeepSeek, and DoorDash has employed Moonshot AI for specific workflows. Overall, Chinese open-source options now account for over 40% of Hugging Face AI community and 80% of open-source developer usage globally.

Open-source AI models—which are roughly 8 to 10 times cheaper to run than proprietary ones—are rapidly closing the reasoning and contextual intelligence gap with frontier models like Anthropic's Claude.  However, open source models shift the responsibility of infrastructure maintenance and security to the user.

The people of Chinese PRC origin account for 47% of the top 20% AI talent in the world based on undergraduate degree, according to a survey.  Americans make up 18%, Europeans 12% and Indians 5% of the global AI researchers. In terms of the countries they serve, 57% of them work in the United States, 12% in China, 8% in the UK, 4% each in France and Germany and 3% in Canada as of 2022. While the US still has the lion's share of the top talent, its share has declined from 65% in 2019 to 57% in 2022. More than half (15 out 25) of the institutions (companies and universities) where the top AI researchers work are located in the United States, while 6 are in China. The remaining four are in the UK, Switzerland, Singapore and Canada, according to Marco Polo Global AI Talent Tracker

Chinese AI models are wiping billions off Big Tech right now.

Google just lost $200 billion in a single day, and the model it needed to fight back still isn't ready.

Gemini 3.5 Pro, Google's most powerful model, is months behind schedule.

Alphabet stock dropped 4.4% that same day.

The genius part:

Anyone with enough computers can download it and run a frontier level AI without paying a cent to a US company.

A single task on Kimi K3 costs about 94 cents.

The same work on some American models costs nearly double.

So why would a company keep paying premium prices for a model it can now get for free?

The entire US AI business is built on selling access to models that cost billions to train.

If a free Chinese version does most of the same work, that pricing power starts to crack.

And Kimi is close to the best. On one closely watched intelligence ranking it scored 57, just behind the top American models GPT-5.6 Sol and Fable 5, and ahead of Claude Opus 4.8.

Bank of America told clients that Kimi proves Chinese labs can keep making big leaps even with limited chips.

And the founder of Moonshot, Yang Zhilin, learned to build AI as a researcher INSIDE Google.

Google literally wrote the 2017 paper that made all of these models possible.

Now the people who studied its work are using it to destroy Google, and handing it out for free.

What happens next:

Kimi K3's weights go public on July 27.

Google reports earnings on July 22, and everyone will be asking the same question about Gemini.

If free models keep topping the charts, every valuation built on paid AI access has to be rewritten.

First, America said:

That is the whole U.S. AI policy in one sentence.

Chip bans failed to stop China.
Export controls failed to stop China.
“Distillation” accusations failed to explain China.
Now cheaper Chinese open-source models are being used by American companies because they are practical.

So Washington’s solution is not to build better.

It is to ban the competitor.

Prime Minister Shehbaz Sharif, today, launched the Artificial Intelligence (AI)-based Prime Minister Office System (PMOS), describing it as a transformative digital platform that will modernise governance by recording, communicating, monitoring and tracking every directive issued by the Prime Minister from issuance through implementation, verified completion and post-completion monitoring.

Addressing the launch ceremony at the Prime Minister's Office, the prime minister directed all relevant authorities to ensure the immediate and full implementation of the new AI-based system, making it clear that traditional paper-based working would be replaced by digital processes.

"From today onwards, I will not expect any of you with a file in your hands. Everything will be discussed through this mechanism," the prime minister said.

He praised Minister for Information Technology and Telecommunication Shaza Fatima Khawaja and Secretary IT for their efforts in developing and operationalising the system.

He urged all ministries and government departments to adopt the platform, saying it would significantly improve the government's ability to deliver results. "This would make service delivery easier," he remarked.

The ceremony was attended by Minister for Economic Affairs Ahad Khan Cheema, Minister for Information Technology Shaza Fatima Khawaja, and other senior officials.

During the ceremony, the prime minister was given a comprehensive briefing on the AI-powered platform and its objectives.

The prime minister was informed that PMOS was the first government platform in Pakistan to integrate artificial intelligence as a central component of decision-making and implementation monitoring, calling it a trailblazer for the digital transformation of the federal government.

According to the briefing, PMOS had been developed at the centre of government to ensure efficient communication of the prime minister's directives throughout the government machinery while enabling timely implementation in accordance with defined quality standards.

The system also serves as a secure technology-driven decision-support platform by integrating analytics and structured information within a protected IT environment.

During the briefing, it was informed that PMOS would facilitate continuous policy calibration by enabling the government to utilise technological, human and financial resources more effectively to generate better economic outcomes.

By introducing the platform at the Prime Minister's Office, the government intends to embed governance reforms at the highest level before extending them across the wider administrative structure.

At the heart of the platform is a comprehensive digital repository that records every directive issued by the prime minister together with the complete chain of implementation, making PMOS both an institutional knowledge base and a permanent record of government decision-making.

Unlike conventional government tracking systems, the briefing explained, PMOS incorporates an artificial intelligence layer capable of reading, classifying and analysing directives rather than merely storing them.

The models were being tested on their hacking skills with safety guardrails off, and got fixated on beating a cyber benchmark called ExploitGym.

To win, they broke out of their sandbox using an unknown zero-day exploit, reached the internet, then broke into Hugging Face to steal the test's answers.

Hugging Face caught the attack itself, and interestingly, a leading US lab's AI guardrails got in the way (not disclosed, but most likely Anthropic) so they resorted to defending themselves using a Chinese open-source model from Zai.

It sounds like something out of a sci-fi film. On July 16th Hugging Face, an artificial-intelligence platform, announced it had notified law enforcement after an attacker had used an ai agent to breach its systems. On July 21st it emerged that there had been no human involved; the ai agent wasthe attacker.
A combination of Openai’s gpt-5.6 Sol, a model that the company had released earlier in July, and a more powerful, as-yet-unreleased model broke free from the laboratory, then hacked Hugging Face’s systems. The aimodels were looking for a solution to an evaluation problem they had been set by their makers. “This situation is unprecedented,” says Stephan Llerena, a research fellow at the Institute for Law and ai, an American think-tank.

— American frontier models are still ahead. When you factor in what’s in the lab, the gap is even larger. As long as we keep releasing, we will stay ahead. Let our horses run.

— As Ben Thompson showed, Kimi’s apparent cost advantage largely disappears once you account for higher token usage and the real cost of running a model this size. Open weights still require expensive infrastructure.

— Anthropic and OpenAI are growing revenue at rates that Silicon Valley has never seen before at this scale. This remains the clearest test of who is winning the market.

President Trump’s light-touch regulatory approach is working. We should remain confident in American innovation. As long as we don’t sabotage ourselves with unnecessary rules, the U.S. will continue to win.

Silicon Valley and Washington are debating a multibillion-dollar question: Should American companies be able to use Chinese artificial-intelligence models?

OpenAI and Anthropic executives are sounding the alarm about the rise of cheap AI, particularly powerful new models produced in China, suggesting they will lead to a “dystopian” AI future and present unacceptable security risks without regulation.


Some analysts who study the AI industry say the two companies, which are preparing for public listings in the next year, just want to eliminate the competition.

The emergence of highly capable, open autonomous AI systems—including Moonshot AI’s Kimi K3 model and Alibaba’s Qwen 3.8 Max, which were released in recent days and viewed favorably by investors and users—has turned the AI race on its head once again. Kimi K3 also was competitive with U.S. models on some benchmarks.

The debate over the new models, which are “open weight,” allowing users to download and customize them with company data and for specific tasks, coincides with division in the Trump administration about whether to take steps to limit the use of the models in the U.S.

“One probable outcome of an open-weight-model-dominant world is full AI communism, which is precisely what China proposes: rather than a market product, AI is a ‘public good’ which will ultimately be provided by the state as a kind of ‘digital public infrastructure,’” Dean Ball, OpenAI’s head of strategic futures, said in an X post Friday.


Ball, a former Trump administration official, called such a scenario a “dystopian hellscape” and said he expected the Trump administration to make moves toward reducing the use of open-source models. Ball later clarified that he wasn’t advocating for the U.S. government to discourage Chinese AI.

He also highlighted a central challenge with the AI race: Top-tier AI companies raise billions of dollars to pay for the vast computing resources needed to continue improving AI systems. If everyone uses AI systems that people largely don’t pay for, there would be no way to finance continued frontier AI development.

Ball, who started at the company earlier this month and focuses on policy strategy, and OpenAI have said his comments don’t reflect the company’s official positions. The company has developed its own open models and Chief Executive Sam Altman has previously said OpenAI’s past approach of only developing closed tools was unwise.

Other top AI executives have warned that open models present huge risks, since developers and policymakers lack control over how they are used or modified.

Anthropic CEO Dario Amodei for years has warned about the risks of powerful and open AI systems, saying in a recent Bloomberg interview that having AI models with advanced cybersecurity capabilities that are free to download could be harmful. “It’s a serious concern,” he said in June.

Use of Chinese models, which are far cheaper than U.S. counterparts, is surging at U.S. companies, prompting some investors to question the staying power of top model-makers such as Anthropic and OpenAI..

The current U.S. open-source model frontier is starting to catch up with China’s. On Wednesday, Thinking Machines Lab—led by former OpenAI technology chief Mira Murati—released its first AI model as open weight. Nvidia’s Nemotron 3 Ultra is starting to see traction, and Reflection AI, an Nvidia-backed open-model developer, has close ties to the Trump administration and plans to release its first model later this year.

The market’s faith in Anthropic and OpenAI continuing to build more capable models that push the AI frontier has been at the heart of the boom, helping to justify trillions of dollars in spending on infrastructure in the coming years. The threat that new players will vastly undercut what they can charge for advanced AI pushed down some tech and AI company stock prices last week

David Sacks, a venture capitalist and White House AI adviser, suggested that he read Ball’s post as a confession to a “regulatory capture strategy.” Sacks and others have long seen calls for AI regulation by companies such as Anthropic as efforts to use new laws and policies to stymie competitors.

“The weaponization of regulatory uncertainty as a competitive tool should be completely unacceptable,” Sacks said in an X post on Sunday.

Security-focused administration officials in the past year have considered a slew of measures to crack down on Chinese AI companies developing open models, people familiar with the discussions said. They have weighed adding the businesses to trade blacklists, security warnings on Chinese AI companies and a potential executive order targeting open models, the people said, adding that disagreement within the administration has prevented any such action.

That tension has also delayed implementation of a recent executive order asking companies to give the administration early access to their most powerful models up to 30 days before they are released. The CEOs of OpenAI, Anthropic and Alphabet’s DeepMind have recently signaled they support increasing government oversight of AI as models become popular, fueling some criticism that the companies are trying to stifle their competition. Alphabet is the parent company of Google. Demis Hassabis, CEO of Google’s DeepMind lab, recently suggested developers of open models be included in discussions about AI regulation.

Congress restricted the use of Chinese model DeepSeek on federal and defense networks because of security and privacy concerns last year, but lawmakers and the administration have stopped short of imposing other restrictions. One challenge is that smaller model-makers—including several Chinese companies—use a technique called distillation in which they harvest the capabilities of the top U.S. tools.

Officials who have pushed for oversight of AI have worried that open models could pose cyber and biological-weapon risks if they continue advancing and don’t have to follow the same rules as top U.S. companies such as Anthropic and OpenAI, the people said.

The Trump administration is committed to promoting America’s open-source ecosystem and strengthening its security, a White House official said.

The new focus on the issue shows how the messy policies surrounding open models are challenging CEOs trying to cut their AI bills and policymakers who don’t want the technology used to harm the U.S. 

“AI is increasingly synonymous with power and the dual-use concerns are real. But for American businesses and most of the world, being able to run cheap, high-quality models in a way they can control is going to matter a lot,” said Austin Carson, CEO of SeedAI, an AI-policy nonprofit. “If you know about open source, you’d know that you can’t win by exclusion.”

Several AI companies, including Hugging Face, Meta, Microsoft, Mistral, and Nvidia, have signed an open letter urging policymakers not to impose broad “premature restrictions” on open-weight AI models. The letter comes as Washington debates how the U.S. should respond to allegations that Chinese AI labs are stealing intellectual property from their American counterparts, and growing in capability.
The letter doesn’t mention China at all, but it comes in the wake of reports that the Trump administration has been considering banning Chinese open-weight models, and potentially issuing sanctions against AI companies from the country. The White House has even accused Moonshot AI of distilling Anthropic’s Fable model to train its recently released and, by all measures, very impressive, Kimi K3 model.

The missive appears to be aimed at discouraging a total ban on Chinese models, as well as ensuring the administration’s response to alleged Chinese distillation doesn’t spill over into broader restrictions on open-weight AI or common techniques like distillation:
Policymakers should be careful not to conflate legitimate model-development techniques with misappropriation. Distillation, or the practice of using one model’s outputs to help train or improve another, is a widely used technique for model improvement, evaluation, and validation. It reflects a long tradition of learning from, building upon, and improving existing technologies, a tradition that has helped drive innovation since the rise of the open-source software movement.
By contrast, unlawful efforts to extract value from closed models raise legitimate concerns. Those concerns should be addressed through targeted legal and commercial frameworks rather than sweeping restrictions on techniques that play an important role in AI innovation.

Or as Amjad Masad, CEO of Replit (which also signed the letter) told TechCrunch: “I think banning Chinese open models is as good as banning open models in general.” He pointed out that Thinking Machine Labs’ new open model, Inkling, was trained with the help of Moonshot’s Kimi 2.5. “It’s an ecosystem, and the precedent [a ban would] set is bad.”

Just returned from WAIC 2026 in Shanghai.

One thing became crystal clear.

Most people in the West are looking at the AI race through the wrong lens.

They see:

• OpenAI vs DeepSeek
• Nvidia vs Huawei
• US vs China

That’s not what I saw.

China isn’t trying to win the chatbot race.

It’s trying to build the world’s largest AI-powered economy.

That changes everything.

Some observations from the ground:

→ AI is moving beyond demos into real industrial deployment.

Factories, logistics, manufacturing, healthcare, finance, education and government dominated the conversation, not consumer chatbots.

→ Compute sovereignty is no longer optional.

China is investing across the entire AI stack, chips, networking, cloud infrastructure and software optimization, not simply because it’s faster, but because strategic independence matters.

→ Robotics has crossed an important threshold.

This year’s focus wasn’t robots dancing.

It was robots working.

Factories.
Warehouses.
Hotels.
Industrial inspection.
Real production environments.

Deployment matters more than demonstrations.

→ The ecosystem is much broader than many realise.

Everyone knows DeepSeek.

But also watch:

• Qwen
• Kimi
• GLM
• MiniMax
• Baichuan

China now has multiple world-class AI companies competing aggressively across different layers of the stack.

Competition creates speed.

→ China also wants to influence AI governance.

Technology is only part of the strategy.

Standards.
Rules.
International collaboration.

Countries that help shape global AI governance may influence AI adoption just as much as those building frontier models.

My biggest takeaway?

The AI race is no longer just about building smarter models.

It’s about building better infrastructure.

Better deployment.

Better ecosystems.

And ultimately…

A larger AI-powered economy.

The companies that create the most economic value, not necessarily the highest benchmark scores, will define the next decade.

That’s the signal I believe many people outside China are still underestimating.

ISLAMABAD: Prime Minister Shehbaz Sharif on Friday said the newly inaugurated Sky47 Karakorum-01 Data Centre would strengthen the country’s digital infrastructure, improve data security and support the expansion of emerging technologies.

The facility, jointly inaugurated by Prime Minister Sharif and Chief of Defence Forces (CDF) and Field Marshal Syed Asim Munir, was described by officials as the country’s largest artificial intelligence-ready data centre.

Officials said the facility would help expand digital infrastructure, secure critical data and increase computing capacity to meet the growing requirements of artificial intelligence technologies.



Speaking at the ceremony, the prime minister said the facility represented a major investment in Pakistan’s technological development and reflected cooperation among national institutions. “Where there is determination, there is always a way forward,” he said, adding that the completion of the project showed Pakistan’s ability to undertake large-scale national initiatives.

He said the facility would support artificial intelligence applications, high-performance computing and secure data management, while contributing to the country’s digital transformation efforts. He urged government institutions to integrate their systems with the new infrastructure and utilise its capabilities.

With an initial capacity of 8.5 megawatts, Sky47 Karakorum-01 has been developed as a carrier-neutral, AI-ready digital infrastructure platform designed to support advanced computing requirements.

The facility includes sovereign cloud architecture and enterprise-level security systems aimed at enabling the storage and management of sensitive national data within Pakistan.

Officials said the centre would provide secure infrastructure for government organisations, businesses and technology companies, while reducing reliance on external data-hosting facilities.

The launch comes as countries around the world continue to expand computing capacity and develop infrastructure required for artificial intelligence applications. Data centres have become an important part of the digital economy, supporting government services, financial systems and emerging technologies.

Prime Minister Sharif said similar facilities would be established in Karachi and Lahore to further expand the country’s digital ecosystem.

He also acknowledged the contributions of ZTE, a Chinese telecommunications and information technology company, the Ministry of Information Technology and other stakeholders involved in developing and completing the facility.

He highlighted the role of national coordination in completing the initiative and referred to Marka-e-Haq as an example of how collective efforts could help overcome major challenges.

Sky47 Karakorum-01 is expected to provide additional computing and data infrastructure as Pakistan seeks to expand its digital economy and strengthen its position in the global technology landscape.

Pakistan’s National AI Policy 2025 aims to make AI part of public governance by 2035, powering e-governance, health, taxation and education—while tackling privacy, cybersecurity and skills gaps.

Pakistan has taken a proactive step in its AI agenda with the formulation of the National Artificial Intelligence Policy 2025. It seeks to create an inclusive and ethical AI environment and establish Pakistan as an AI hub for the region by 2035.

Pakistan has also initiated digitalization, e-governance, e-health, e-education, and public–private partnerships in the wake of Vision 2025 and the Digital Pakistan Policy 2018. Public services, healthcare, Taxation, Law Enforcement, Higher Education, Research, etc., are increasingly driven by the use of AI and are associated with programs like the National Center of Artificial Intelligence (NCAI) and the Sino-Pak Center for Artificial Intelligence (SPCAI).

Artificial Intelligence will be a game-changer in Pakistan's governance and economy, said Federal Minister Ahsan Iqbal. The government has ambitions to further develop AI-based digital infrastructure, with the development of Quantum Valley, National Innovation Fund, and evidence-based AI planning. By 2027, AI usage should be implemented in a core ministry task at least, with transparency, data privacy, fairness and ethical usage.

The government wants to use AI to boost the quality of education, health care, trade, research, and public administration, as part of its vision to propel the country to a $1 trillion economy by 2035. The federal government has suggested a big National AI Ecosystem Development Program with an estimated cost of Rs. 283 billion but received Just Rs. 1 Billion in New Budget.

Pakistan is taking incremental steps towards incorporating AI into public governance, as seen in various applications like identity verification, tax administration, healthcare, and public service delivery. AI systems at NADRA and the Federal Board of Revenue (FBR) have increased the efficiency of service, minimized fraud, and improved tax compliance.

AI-supported telemedicine is making healthcare more accessible in under-served regions. The National AI Policy 2025 outlines a detailed six pillar roadmap that emphasizes innovation, skill development, secure AI, infrastructure, sectoral transformation, and international cooperation, and sets ambitious targets like training one million individuals, setting up a National AI Fund, and establishing AI Centers of Excellence. Also, at the federal level, Pakistan is building an AI-powered digital governance platform to enhance coordination, transparency, accountability, and service delivery among ministries and the Prime Minister's Office.

Pakistan is far behind in the Government AI Readiness Index, 92nd position, whereas countries like the USA (1st), China (17th) and India (32nd) are ahead. Even with the strides made, Pakistan has some hurdles to overcome in the public sector to make AI more widely adopted. However, there are a number of challenges in the way of the mainstreaming of AI in the public sector in Pakistan. The issue of cybersecurity and data privacy is also significant, with the potential for a breach to halt the entire AI system.

Pakistan's public sector must not lag behind the global AI revolution. According to PwC Pakistan (2025), the cost of lack of AI adoption in the public sector is estimated to be up to $7 billion for Pakistan by 2030.

Pakistan as lagging in the global digital economy, impacting its competitiveness, its ability to attract investment, and its very capacity to govern effectively in an increasingly complex world. One survey conducted by UNDP Pakistan in 2024 revealed that only 12% of government officials had undergone any formal training in AI principles or applications relevant to public administration.
