RAW in Balochistan; Local Government Elections in KP; Pak "Spy" Pigeon

Why did PTI agree to allow local government elections in KP while Punjab and Sindh are dragging their feet on it? Does PTI deserve credit for devolution of power to local level? Are rigging charges against PTI-led KP administration valid?  ? Is that the Naya Pakistan Imran Khan has been advocating?

Who killed Pashtun bus passengers in Khad Koocha in Mastung area in Balochistan? Was it based on ethnic prejudice? Is RAW carrying out Ajit Doval's plan laid out in his 2013 speech at Sastra University?

How ridiculous is India's line about "spy pigeon" from Pakistan? Why?

Never mind this nuclear-rivals business; to give you an idea of the current state of play between India and Pakistan, news recently broke that a pigeon spotted flying from Pakistan to an Indian border town has been taken into custody over fears of espionage...While farce is the only properly appropriate way to examine Indo-Pak relations, this one, for all its good intentions, is let down by a script that fails its most basic requirement: of making one laugh. http://www.theguardian.com/film/2015/jun/01/welcome-2-karachi-review-arshad-warsi-jackky-bhagnani-indians-lost-in-pakistan

Naturally, this treaty (China-Pak economic corridor or CPEC) has turned a lot of heads. And no country is more obsessed with Pakistan than India. India’s paranoia and lunacy-inducing obsession with Pakistan has found a new face under Mr Narendra Modi’s leadership. This obsession is not mutual. Our prime minister or leaders of the second and third largest party did not feel the urge to make remarks about India in their election campaigns. Our federal ministers and advisors have not, until very recently, commented on Indian Research and Analyses Wing’s (RAW) involvement in covert activities within our borders, as opposed to India blaming everything from a bombing to their prime minister’s bowel movement on our Inter Services Intelligence (ISI) for years.

Modi is very open about his nationalism and Hindu fanaticism, his security advisor is very blunt about his intentions towards Pakistan. Under Modi, India seems to have done away with subtleties and is now openly expressing its designs to further weaken Pakistan by all means necessary. Modi, behaving typically like a jealous toddler, has termed CPEC as “unacceptable” for India. He did so in his incredibly awkward, over-excited, selfie-inclusive, posing and proposing visit to China, but the Chinese president snubbed his unsolicited opinion like any prudent adult would snub the tantrum of a spoilt toddler.

Modi has now repeated his unsolicited opinion through one of his ministers.

It appears that Modi’s cabinet deliberated in length over its stance on CPEC. Of course, it was pre-decided that they would oppose it, but on what grounds? They couldn’t just say “because we say so” or “because we don’t want Pakistan to prosper”. Honest as these statements would be, they just wouldn’t be diplomatically correct. So the geniuses came with the stance that CPEC passes through Pakistan-held Kashmir, and since Kashmir is disputed, we cannot accept CPEC.

And they now wait, hoping this ludicrous stance would find an international audience. If you want to find Indian-supported local opponents to CPEC in Pakistan, look for an equally insane stance; some Baloch nationalists have spoken against CPEC on grounds that since it would bring heavy investment and development to the region, there will be consequent migrations from different parts of Pakistan, hence rights of Gwadar locals may be infringed.

India would not stop here though. China has already warned Pakistan of RAW’s intentions of sabotaging CPEC with help from local militants. Pakistan has only recently broken its decade’s old silence on RAW and India’s involvement in terrorist activities in Pakistan. India is, undoubtedly, our bitter rival.

Dr Iqtidar Cheema writes: RAW has adopted indirect, unconventional warfare against Pakistan. Chief of the RAW is a designated secretary in the Modi’s Cabinet Secretariat which is a part of the Indian Prime Minister’s Office (PMO). RAW has expanded its budget to Indian Rs. 1500 crore, alternately estimated at 145 million US dollars. As indicated in a report by Federation of American scientists ‘as many as 35,000 RAW agents has entered in Pakistan, with 12,000 working in Sindh, 10,000 in Punjab, 8,000 in KPK and 5000 in Balochistan’.

Some news channels like ARY are also discussing about this.

Wow! I did not think there were 35000 RAW spies in Pakistan. Is this true in your opinion and what could be done about that? Thanks

There's no way to confirm this but it seems more likely that there are thousands of Indian agents in Afghanistan and Iran who work with proxies in Pakistan.

Former US Defense Secretary and ex Chairman of US Senate Intelligence Committee Chuck Hagel has said, "India has always used Afghanistan as a second front against Pakistan. India has over the years been financing problems in Pakistan". Hagel is basing it on intelligence briefings he has received from the US CIA and NSA on this subject.

Also, American analyst and author Christine Fair has said this in 2009: "Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity! Moreover, India has run operations from its mission in Mazar (through which it supported the Northern Alliance) and is likely doing so from the other consulates it has reopened in Jalalabad and Qandahar along the border. Indian officials have told me privately that they are pumping money into Baluchistan".

Last July, former Balochistan communications and works minister Hyrbyair Marri, who is widely believed to be the operational commander of the Baloch Liberation Army, termed Israeli Prime Minister Benjamin Netanyahu’s statement in support of an independent Kurdistan a positive step.

Marri said just like Kurds are a very important factor for the peace and stability in the Middle East, Baloch are a necessary factor to establish peace and stability in the region situated between Gulf, Central Asia and Middle East. As if to hint at a strategic alliance with Israel, Marri said an independent Balochistan will have diplomatic relations with all nations including Israel and as a responsible and dignified state will strive for peace and stability in the world alongside other peace-loving nations. He also cautioned the world against the dangers of Pakistan’s nuclear arms.

Speaking in India Today's Seedhi Baat, (former home secretary and BJP MP RK) Singh stirred a hornet's nest when he revealed, "An operation to eliminate Dawood Ibrahim was being planned, before it was blown by actions of some Mumbai cops. Ajit Doval was involved in the operation."

The plot goes back to 2005. Current National Security Advisor Ajit Doval had retired as director of the Intelligence Bureau in January that year. News broke that Dawood's daughter Mahrukh was to marry Pakistani cricketer Javed Miandad's son Junaid.
The Nikah was to be performed at Mecca on 9 July while the Walimah (reception) was fixed for 23 July at the Grand Hyatt in Dubai. As soon as Indian intelligence agencies got wind of Dawood's plan, a plan was hatched to eliminate the don in Dubai. IB officials felt that this was their best chance to eliminate him, as it was very rarely that they had specific information about where India's most wanted man was going to be. By the middle of 2000, international pressure had begun to mount against Pakistan to act against Dawood Ibrahim who had been designated by the United Nations as a globally wanted terrorist. It had become difficult for Dawood to move in and out of Pakistan easily. But there was no way he was going to skip the reception.

The government wanted full deniability in case the plan went kaput and so a decision was taken to engage members of the Chota Rajan gang instead of sending commandos. Doval was made in charge.
Chota Rajan had split with Dawood after the Bombay blasts of 1993 and was looking for a chance to avenge the attack on him in Bangkok in 2000 for which he deputed two of his trusted men Vicky Malhotra and Farid Tanasha.
According to Singh, the men were trained at a secret location in India and a plan to eliminate Dawood was finalised. Tanasha and Malhotra were given fake travel documents and tickets to reach Dubai.
But that's when things started to go wrong. Unknown to the Intelligence Bureau officials, cops in the Mumbai police got to know about the presence of members of the Chota Rajan gang in India. Singh alleges that Mumbai police officers deliberately sabotaged Operation Dawood because of their close ties with the gangster.
However, according to media reports of the time, Deputy Commissioner of Police in the Mumbai Crime Branch Dhananjay Kamlakar was despatched to Delhi by his seniors with the explicit instruction to arrest the members of the Chota Rajan gang. Kamlakar later said he was told that the Rajan gang members had entered India to eliminate a politician or top businessman.
The IB's plan was ready. One afternoon when Doval was doing a final briefing of the Rajan gang members, Kamlakar's team dashed into the hotel. At that time the three of them were reportedly poring over the blueprint of the Grand Hyatt hotel to determine the best position to install the sharpshooters.
Doval reportedly lost his cool and tried to explain to the cops who he was but Kamlakar arrested Tanasha and Malhotra and took them to Mumbai.
Doval was forced to back off. One of the most audacious operations to eliminate the underworld don unravelled because of an ugly turf war between India's security agencies. The next morning the incident was widely reported in the major national dailies.
Later when asked Doval for his reaction, the super sleuth denied all knowledge and said that he had been watching TV at home at that time. Singh says that India should not be disheartened because one operation did not materialise.
